Throughout this year, like everyone else we have experienced new lotk-downs and restrictions. with people
being told to stay at home, work from home or simply minimize personal contart. Like many voluntary.
community and soclal enterprise organisation5 this meant that once again we had to be flexible in the way
we responded to the changin8 sltuatlon.
On a positive rM)te, we felt we were much better prepared than in the previous year. Whilst the first lock-
down was a shock and required dramatk transforniation, this time around we were more or8anised and
had planning in place to better deal with the restriction& We were able to retsin our 2 employees and
Indeed increased the Projert Worke¢s hours to 30 hours per This was divlded between running the
dropin cafe116 hrs) and befriendIn￿h0Me visits (14 hrs).
Our cor&funder. the Fife Health & social Care Partnership, has supported the Project throughout the year
even as restrictions meant that we had to change the way we had originally planned to deliver the
activities. The Project is grateful to the Partnership for allowing us to retain the fvll annual fvndlng thereby
allowir% us the flexibility to reshape our seNce5 a5 required to providethe maximize support to the
elderly.

conStitut￿n in 1998. It is a recognised charity under ref¢￿ThCe SC028325.
StNrture
The tharity is run by a management committee consisting of not less than five. and not more than flfteen,
members of the East Neuk Frail Elderly Project. induding the Honorary Offi￿rS of Chairperson and
Treasurer. Representatives of local authorities, government departments and other statutory authorities
are invofved as advisers but have no voting rights. The management committee holds a minimum of five
meeting5 per year, and Ruby Udi)tti, the Prohect Officer. carries out the secretsrlal dutles on behalf of the
Project.

The Project has been unable to attratt a Treasurer since November 2020 and is concemed about our
Inability to attrart interest in this position.
Governance
All members of the management committee are appointed annually at the Annual General Meeting IAGMI.
They hold office for a year until the followlng AGM and are then eligible for re-election. The management
committee may fill any casual vacancy. and any person $0 appolnted shall hold office until the next AGM;
the management committee has the power to c(popt two additional Committee members.
Ch?rltsble Purposes
The purposeof the Project is:
To relieve the poverty and dtstress of. advance the edtjcation of. and promote the welfare of, the frail
dderly in the East Neuk of Fife. particularly those who are isolated.
To provide or assist in the provision of facilities for recr&*ion and other leisure time occupation in the
Interests of social welfare so that the conditions of life for the frail elderly may be improved.

Partnershlp, without whose financial support we would have been unable to meet our objectlves.
AGM
The current members of the commlttee were duly elerted at the AGM via zoom on 8 December 2021.

by proxy. There were 9 zoom attendees and l ap(IoBy.
The Chalrperson infornied those present of his conorns al)out the continuing viability of the Projert. The
meeting agreed to call a Special General Meettng (SGM) on 12 January 2022 to discuss thls very important
matter and to inform the meeting of the condusion drawn bythe committee at its management meeting

on the 8 December 2021: this was to propose the dissolution of the charity at the end of the current
financlal year {31 Mar 221.
Speclal General Meetln8
The SGM was held on 12 January 2022, wlth 9 members attending and 8 providing apologie5. 66 members
a55ociated with the Projert had been contacted and given the opportunity to vote on the closure proposal.
All had been informed that a non-repky would signrfy acceptance.
The main factors to Influen￿ the committeds thlnkin8 were:
Many servlce users were very wary of returning to a group sessEon, even the twlce-weekly dropin cafe
attracted only a small handful.
The management and administratNe overheads which fell on the Project Offi￿r were getting out of
proportlon compared with the small size of the projecL
It was proving imp055ible to attrart volunteers to join the management committee-there were
currently 3 Va￿nCle$.
The Treasurer position had been Yacant since Novernber 2020.
The Project Officer wished to retire in 2022.
No committee member wished to tske on the Project Offi￿r role.
The Proposal was a¢￿pted bythose in atteThdan￿ * the S6M, with 66 in favour of the proposal and I
agalnst.
The Proposal to dlssdve the Easl Neuk Frail Elderly Project by l Apr 22 was therefore carried.
Chan8es to Ser¥i¢es. Sadly, due to the parKlemic the weekly lunch dubs. Singlng for the Memory, Music &
Movement, the Befriending servi￿ and Bite & Blether all ceased operatlng in the nornial formal However,
the projert quid(Iy Identified alternative services and, working in partnership with others, it carried out
actNities within the confines of the then extant covid regulations. The Projert continued to contact fornier
lunch club members and befriendees bytelephone. with regular contsrt for up to 30 service user5
throughout the year.
Drwnué. The Pmject was able to devebp and stsrt a Dropin Cafe which commenced on 6th May 2021
with tight covid restriction5 in place. We provided a tivio weeklycafe on a Tuesday (2pm-4pm) and on
Thursday {11am- 3pm) at the Anstruther LowerTown Hal. supported by a team of 10 volunteers on a 3
weekly rota b35i5. The volunteers wore appropriate PPE, completing the customer screenlng questions and
took their temperatures on entry. The Dro￿1￿ Cafe accommodated up to twenty customers. but once
summer had passed we Saw by the autumn that the number of customers attending was reducing: durin8
the winter months we were averaging only 6 customers per session. To try to combat this trend, in early
September we or8anised tran5POrt la -Go Aexibus") on a Tuesday and an RVS minibus on a Thursday*
hoping this might encoura8e a 8reater take up of customers. However, we b￿rne aware of a growing
hesitation and reluttance by customers to both don face masks at the Café's entry point and to retain soclal
distancing. Addl￿onalty, the Trustees remèin concerned about the falling number of seNice users
attendin8 and vtho are now dislnclined to attend the dropin café.
Muslc fi>rthe Mernory- The Proiert reinstated the Music for the Memory servite In September at Kilrenny
Church Hall. Wbth 16 volunteeT5 attendln8 an induction on 8 September. This was for training on Covld
re5trirtion measures and to re￿1ve the laternl fbw test kits. After a few months, however, the Kilrenny
Church Outreach team along wilh the Project Offi￿r the Music Therapist decided that as the number
of attendees was 50 low the Music f(Ythe Memory seNice should close from January 2022. All involved
were then inf0m￿d of this deasiti

Befriendln& The Befriendlng seThtce continued wrth regulartelephone calls. Unfortunately, by the
beglnnlng of February we saw a significant reduction In the number of customers requirin8 befriendln&
wlth only 4 fa¢e-tO-fa¢e visits being conducted by then. Three of the befrienders have agreed to wntlnue
as friends of individual customers when the Project doses at the end of March.
The Project condurted 7 weekly home visits whith included deliverirvAa sandwich & traybake on a Frklay up
to beglnning of February. Dueto the111 health of 2 customers. only S IN)me vislts are now being condutted.

was able to complete her Food Hygiene course
on-line and was awarded her Elementary Food Hygiene certificate.
Referrals. The Projert formally stopped receMn8 referrnls from the 12 January 2022 and infom)ed the
referral agents of the closure of the proiert.
The proiert is delighted to confimi that all benefidarfes of the seNices and volunteers along with Ruby and
Gill have received their Booster vaccinations. Both stsff members Carr￿1 out tw*￿-weeklY lateral flow tests
and thls continues as required by govemment8uldeline&
Dlssohrfon Procedure
As required by the terms of its constitution, the East Neuk Frail Elderly Project ha5 completed the necessary
OSCR documentation to seek dissolution. and approval to wind up the Project was recelved from OSCR In
January 2022. The Projert has created a cessation plan which is being used to identify and track the
necessary artions to permit an orderly dosure ofthe Project by l Apr 22.

The core source of fijndlng receNed from Frfe Council was £64505.88.

The Project is very grateful for all those who have supported the projertfinancialty over the year.
Reserves Policy.
The trustees Confim that they have n￿-fentr￿ £12,716 wtthin the business account for redundancy
payments for the 2 employees. The redundancy payments were okulated based on 3-month5 of salary for
both of the employees with an additional 4-week I￿lIdaY entitlement payment for the Projert Officer. This
additlonal amount would cover the administrator costs for the two months of April & May 2022 to allow
the Projert Offiw to prepare the winding-up end-of-year accounts for examination by the independent
examiner Sue Jack (Fife Voluntsry Action CA). This would be submitted as part of the winding-up
documentstion requlred by OSCR.
