(ii) to make payment from they shall think fit of The Old Church, the income of the Trust Fund as to such persons who are members Montrose or resident or normally resident in the Parish of Montrose and who appear to them to be worthy and in need of assistance by reason of poverty, age, illness, infirmity or other similar circumstance.
