Financial revlew The Charity continued in the advancement of education and health durin8 the year and had a defi'cit of funds of £18,789 for the year ended 31st March 2025 Reserves poliry It is the policy of the charity that unrestricted fund5 which have not been designated for a specifi.c use should be maintained at a level equivalent to between three and SIK month's expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to conttnue the charitws current acn'vities while Consideration 15 given to way5 in which additronal funds may be raised. This level of reserves has been maintained thrDU8hout the year. DUMFRIES TOY LIBRARY INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF DUMFRIES TOY LIBRARY I report on the h'nancial statement5 of the charity for the year ended 31 March 2025, which are set out on pages 4 to 12. Respective responsibilitie5 of trustee5 and examlner The charity's trustees are responsible for the preparation of the financial statements in accordance with the terms of the Charities and Trustee Investment Iscotlandl Act 2005 and the Charities Account5 Iscotlandl Regulabtns 2006. The charity trustees consider that the audit requirement of Regulation IOllllaFlcl of the Charities Accounts (Scotlandl Regulattons 26 does not apply. It is my responsibility to examine the fi'nancial stalement5 as required under section 44{Illcl of the charitr.es and Trustee Investment IScot13ndl Act 2005 and to state whether path'cular matters have come to my attention. Basis of independent examiner's statement My examination is carried out in accordance with Regulation I l of the Charikn'es Accounts (Scotlandl Regulatr"ons 21)06. An examination includes a review of the accounting records kept by the charity and a comparison of the h'nancial statements presented with those records. It also includes consideration of any unusual items or disclosures in the h"nancial statements, and seeking cxplanations f rom the irustees tonterning any suth matters. The financial statements are prepared in sterling, which is the functr.onal currency of the charity. Monetary amounts these h'nancial statemen15 are rounded to the nearest £. The fi.nancial statements have been prepared under the historical cost conventr'on, Imodilied to indude the revaluats'ln of freehold propertses and lo include investment properties and certain h'nancial instruments at fair valuel. The princi accountr'n8 policies adopted are set out below. 1.2 Going concern At the time of approving the fi'nancial statement5, the trustees have a reasonable expectation that the charity hls adequate resources lo continue in operats'onal existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accountr'ng in preparing the fi.nancial statements. 1.3 Charltable funds Unrestricted funds are available for use at the discretr.on of the trustees in furtherance of their charitable objectr"ves. Restricted funds are subject to specih'c conditions by donors or grantors as to how they may be used. The purposes add uses of the restricted funds are set out in the notes to the linancial statements. Endowment fund5 are subject to specih'c conditr.ons by donor5 that the capital must be maintained by the charity. 1.4 Income Income is recognised when the charity 15 legally entrtled to it after any performance conditrons have been met, t amounts can be measured reliably. and it is probable that income will be received. Cash donations are recogni5ed on receipt. Other donation5 are recognised once the charity has been notified of tF donatr'on, unless performance conditions require deferral of the amount. Income tax recoverable in relation ts) donations received under Gift Aid or deeds of covenant is recognised at the ts'me of the donation. Legacies are recognised on receipt or otherwise if the charity has been notr'fied of an impending distribution, t amount is known, and receipt is expected. Fixtures and h'th'ngs 20% Reducing Balance The gain or1055 arising on the disposal of an asset is determined as the difference between the sale proceeds and the carrying value of the asset, and is recognised in the statement of fi'nancial actr'vities. 1.7 Impalrnient of flxed assets At each reporting end date, the charity reviews the carrying amounts of its tangible a55ets to determine whether there Is any indicatron thal those assets have suffered an impairment loss. If any such indicatron exisls, the recoverable amovnt of the asset is estr"mated in order to determine the extent of the impairment loss lif anyl. 1.8 Cash and cash equlvalents Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or les5, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities. 1.9 Financlal instruments The charity ha5 elected to apply the provi510n5 of Section 11 'Basic Financial Instrvments, and Section 12 '0ther Finoncial Instrument5 Issues, of FRS 102 to all of its h'nancial instruments. Financial instruments are recognised in the charity's balance Sheet when the charity becomes Party to the tontractual provisions of the instrument.
