## TRUSTEES’ REPORT FOR YEAR ENDED 30th September 2025 

The trustees present their report and the financial statements of the charity for the year ended 30th September 2025 

## Constitution 

With effect from 18 November 2016 the Scottish Community Services Agency has had legal status of a Scottish Charitable Incorporated Organisation (SCIO), operating under Scottish Charity Number SC020732 and is solely regulated by the Office of the Scottish Charity Regulator (OSCR). Scottish Community Services Agency is governed by a constitution which remains the same as that submitted during the SCIO registration process. The organisation is overseen by Trustees in line with the terms of the Constitution. 

## Appointment of trustees 

Trustees are appointed in line with the constitution. 

## Charitable Purpose 

The organisation is established for charitable Purposes only, the objects are: 4.1 to provide employment training 4.2 to advance education. 4.3 to advance the prevention of relief of poverty 4.4 to support individuals into employment 

## Summary of Main Activities of the Organisation 

The charity was incorporated in 1992, and over the years the organisation has focused on its main objective of alleviating poverty by supporting people into employment or training opportunities. To date over 35,000 people have participated in our programmes and many have successfully obtained full-time employment. Our success has been due to delivering meaningful projects and achieving results in supporting our clients in to work. 

Over the years the following contracts and services have been delivered. Employment Action, Community Action, Training for Work, Jobplan Workshops, Jobclub, Worklink, Restart Courses, Working Links, Tailored Pathways, New Deal, USA Employment Exchange Programme, ND Environmental Task Force, Future Jobs Fund, Road Transport Industry Training Board (RTITB) Industrial Training and currently delivering an Online employment support project. 

The Online employment support project continues to assist those who have engaged in our programmes throughout the years, and we have seen an increase in referrals from new clients and various other charities. Most of the job and training enquiries relate to the logistics sector. We have also signposted clients to voluntary activity where there is a restriction on their right to work as they are asylum seekers. 

Risk Management is always uppermost in our minds and is reviewed annually 

by the trustees, or more often if circumstances require. Areas covered are Financial Compliance with Law and Regulations along with Governance and Management. 

## Financial Review 

## Reserves Policy 

The Trustees will ensure that procedures are in place to maintain sufficient. unrestricted reserves adequate for the charity’s working capital needs. 

## Principal funding sources 

The principal funding sources during the year were bank deposit interest income and rent from the office premises owned in St Enoch Square, Glasgow. 

## Financial Results 

These accounts have been prepared on the Receipts and Payments basis in accordance with the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. 

The Trustees were accepting of the deficit of £18,380 for the period to 30th September 2025. The fact that there is currently a dearth in contract opportunities available within the employability sector is a major barrier in supporting our organisation in creating financial income streams, the inevitable deficit is acceptable and is well covered by both the bank balances and property assets. 

The charity will continue to self-fund our online employment support project and will engage in any governmental employability contracts that may arise. 

The Trustees hereby submit their report for the year ending 30th September 2025.
