## **STRUCTURE, MANAGEMENT AND GOVERNANCE** 

St, Margaret’s Gallowgate is a member congregation of the Scottish Episcopal Church within the Diocese of Aberdeen and Orkney, governed by Constitution and recognised as a charity incorporated in Scotland. 

Expenses paid to the members of the Vestry in the Financial Year, other than re-imbursement of expenses actually incurred, comprised solely the Rector’s Stipend and Mileage Allowance. 

The Vestry has in place approved policies for the Protection of Children & Vulnerable Adults, and for Health & Safety, which are reviewed – and where necessary updated – annually. 

A work-based pension is provided for the Rector through the SEC Pension Fund. Having contributed under this scheme for the maximum of 42 years allowable benefit, liability to contribute to this scheme ceased on 1 July 2020, resulting in no payments being required in the current Financial Year, at a saving to the Parish budget in 2025 to £7,548, which has been offset by an above-inflation increase of £875 in the Church’s share of Quota, resulting from the removal of the discount previously agreed for churches with stipendiary clergy when in 2010 pension contributions rose from 22.0% to 32.2%, but remains a major reduction in total expenditure required. while the current Rector remains in post. 

The consequences of impending changes to Charities Law have been addressed as necessary. 

## **REPORT ON ACTIVITIES DURING THE YEAR** 

In accordance with its Mission Statement, Saint Margaret’s seeks to continue to provide a focus for worship in the Episcopalian and Catholic tradition; and to be a centre for social outreach in the local community and further afield.  A Partnership Agreement is in place with Aberdeen College [now part of Northeast of Scotland College], who have similar community objectives in the educational field – and which allows us to access their fund-raising expertise.  A further Partnership agreement was set up in 2010 with St Margaret’s Convent in Haiti, following the earthquake there; and the parish is also twinned with St James New London, Connecticut, USA. 



Mass continues to be said or sung on Sundays, Tuesdays, Wednesdays, and other major festivals, the Principal Sung Mass of the Week taking place on Sunday at 10.30am. and, in Passiontide 2025 a lunchtime Mass on Thursday, aimed as workers, students & visitors to the City Centre was trialled.  An earlier 8.00am Mass was also reintroduced in March 2021 when the Church reopened following COVID, with an average weekly attendance across the two services of 35-40. Children and young people attend throughout the main Sunday morning service, with younger members of the congregation fully incorporated into the rosters for readings and intercessions, While Evensong remains suspended, the weekly service sheet, including details of readings, hymns and intentions form intercession, along with the Parish Magazine, continues to be circulated by e-mail to those who still feel unable to return to worship in person. Footfall both at worship and community activities remains however a matter of concern, which has been a standing item of business at recent Vestry meetings. 

During the year the Ministry Team was amplified by the Permission to Officiate given to Fr Jack Lindsay, resident until mid-December 2024 in the Rectory while completing his PhD studies at the University of Aberdeen, and to Fr Gary Clink, Priest in Charge of St Salvador’s Dundee. 

In addition to the services of Father Emsley, Father Jack and Father Gary, the parish during the year had the assistance in taking services of the Revd Isaac Poobalan and the Revd John Walker.  While he is no long active, the Parish was also pleased to mark the 102nd birthday during the year of Fr David Wright. The Rector has continued in his capacity as Chaplain to the Sea Cadets of TSS Scylla, St Machar Academy, HM Theatre and Northeast of Scotland College, 

The concordat on how Bishop Anne as a woman intended to exercise her ministry within, and pastoral oversight of, the Congregation, approved and signed following a meeting of the Congregation in November 2018, remained in force during the year following the lifting of Bishop Anne’s suspension and ending of the related canonical process. A service of Confirmation was conducted in November 2024 by former Bishop Bruce Cameron. 

Following the resignation of the previous full-stipendiary organist, Dr John Horton has continued as organist for two Sundays per month plus Holy Week with arrival, other Sundays being covered until his departure 



by Father Jack and since February 2025 of Cormac Levinthal or when no organist is available by recorded music, assembled on disk by Chris Anderson and operated by Keith Anderson. The organ has also been played on occasion by other visiting organists.  The Church continued to receive a grant from the diocese to part-fund organ tuition, though only limited expenditure from this as incurred in the current Financial Year. 

A Gregorian Plainchant Workshop, led by John Horton, was held in May 2025 funded by a specific donation. 

Expenditure from the Fabric Fund in addition to routine maintenance of the alarm system and fire extinguishers, including major works to the roof of the Church and Rectory, and survey & remedial works required by the Church’s insurers to comply with the terms of. Other recommendations from the Revaluation will be taken into account within the Vestry’s normal Health & Safety responsibilities.  While Community Bingo remains suspended, income for the Property Fund continued to be provided from Gift Aid, the 50 Club and other fundraising donations. Income remains however significantly below pre-COVID levels, necessitating transfers from the Reserve Fund and Capital Fund dividend income, including cashing in of £22,500 of investments. 

Re-opening of the Comper Hall generated an income of £11,200 against costs for cleaning & utilities of £3,950 

Car Parking spaces have also continued to generate income with all spaces occupied at the year end. 

The state of the Old School continues to be monitored and has been flagged as a cause of concern to the District Council. 

## **ACCOUNTING POLICIES** 

The accounts have been prepared in accordance with Statements of Standard Accounting Practice recognised in the United Kingdom, under the Historic Cost Convention. 

Land and Buildings are included in the Financial Statement at a Net Book Value of Nil. Following a survey by Ecclesiastical in January 2025 the buildings are currently insured at fractionally under £10.37M and contents at £809.0K, both sums being index linked. Only expenditure on the Capital Fund is capitalised.  Investments are included at value on 30 



September 2025. Sundry stock, of altar supplies, are not included in the Balance Sheet. We expect that all stocks to be used in the current year. 

The General Fund includes all income and expenditure pertaining to the ordinary running costs of the church throughout the year. 

The Property Fund was set up specifically for long-term projects – renovation of the Rectory, Church, and Hall – expenditure for which straddles financial years.  A separate Fund exists to cover the cost of renovating the Hall. 

The Reserve Fund is a source of funding for emergency repairs, where costs cannot be reclaimed in full under the excess clauses which are a term of the Church’s insurance policy. 

Legacies and in memoriam donations are credited to the Capital Fund unless otherwise specifically determined. 

## **FINANCIAL RESULTS** 

The accounts this year are again presented in three sections – Unrestricted, Restricted and Endowment Funds, along with this Report – to conform to the Return which we are required to make to the Office of the Scottish Charities Regulator (OSCR). 

In setting its General Fund budget, Vestry was aware that due to the new heating contract as well as routine inflationary pressures, an uplift of £5000 to £6000 would be required. 

To address this, it was agreed that income streams be set at the higher of 2023-4 actual or of the cash figures which applied to fund-raising streams in the final year before COVID. 

This was always going to be challenging, and while FWO & Cash Collections showed a welcome collection, with a number of the congregation responding to appeals to increase Standing Orders in line with falls in the value of money, footfall at fund-raising events was less than expected. 

A number of additional expenses were identified, including an overdue bill for altar supplies from 2023-4, and the need, following Fr. Jack’ departure to pay Organist’s fees on a weekly basis. 



Together with the 1% earmarked for charity this led to the need to draw down £1300 from Capital Fund income.  This includes £400 to replace interest from General Fund investments cashed in to fund works on the Church roof. 

Strength in the Stock Market, however, coupled with new donations led to an increase in the value of investments held of £7,003 and meant that – even after capital disposals of £22,600, and other transfers from Dividend income of £3,000 [£1700 to the Property Fund, £1300 to the General Fund] and other fees & expenses of £450 -the Capital Fund fell however by only a net £16,000, with £3,600 in cash remaining available for reinvestment or as an emergency income buffer. 

Looking forward, under the policy approved by General Synod, Standard Stipend is due to increase further on 1 January 2026 from £34,308 to £36,381, with pension contributions [were these required] taking total stipendiary ministry costs to £44,385, and inflationary increases also predicted in quota, council tax, insurance premia and other costs. 

**These mean that an additional income requirement of c.£300 per month, to fund which an increase of 5% in giving, fund raising, hall income and community events from 2024/5 levels is likely to be required.** 

## **POST-BALANCE SHEET ITEMS** 

Although renovation of the John Comper Hall was substantially completed during 2023/4, the Church contribution to contract retention and other costs outstanding is currently costed at £6,666.  This is against a balance remaining in the Hall Renovation Fund at the year-end of £9,505. 

A balance of £5,668 remained outstanding at the Year End for the Quote on Roof Works undertaken in March-April 2025. 

In February 2025 it was announced by the UK Government that funding for the Listed Places of Worship Scheme, under which since 2001 churches has been able to claim back VAT incurred on qualifying repairs made to the fabric of listed buildings used for regular worship, would now be extended to 31 March 2026, subject to a maximum of £75,000 per claim.  Onn 30 September 2025 it was calculated that £3,560 would be eligible for award under this scheme, based on the interim payments made to date for the roof funding projected and for the Fixed Wiring 



Survey & Remedial Works required to the Church by its insurers.5.
Funding under this Scheme can be daimed only On￿ annually within 12
months of the relevant invoices.
Both gas and electricity continue to be on 3-year fixed price contracts,
which commenced in March 2024 in the case of the Church gas, Hall
Gas in April 2024, and new electricity contracts on 01 January 2025.
Under the new contract the cost of heating the Church each Sunday has
effectively tripled.
The Church's Insuran￿ policies remain with Ecclesiastical plc,
increased premia reflecting indexed linking under a 5-year agreement.
A revaluation, including of the effects of Hall renovation, was completed
in January 2025, leading to the requirement to obtain an updated Fixed
Wiring survey, work for which was completed over the summer. The
Hall's valuation for Business Rates was also increased substantially,
though as it and the Church are primarily used for charitable purposes
exemption from any charge remains in for￿.
Following agreement between the SEC and HMRC on the eligibility of
parishes as legally individual charities to qualrfy for the National
Insuran￿ Employment Allowance, the benefit of which the Church has
been receiving Sin￿ April 2014, remains applicable removing any
liability to employers. Nl. the allowance for which was substantially
increased to £10,500 in the UK Budget of October 2024.

## **Nature and purpose of funds** 

The General Fund is the principal operating fund of the Parish from which day to day recurrent costs are met.  The Property Fund is that portion of Unrestricted Funds designated by the Trustees for major property repairs, for which income may need to be accumulated over a number of Financial Years; and to which income from the 50 Club and community bingo sessions is attributed.  Separate other designated funds are maintained in relation to Youth Work and Organ tuition.  The Reserve Fund is for emergency and unbudgetted expenditure below the excess of the insurance poicy; and is supported by donation of 1p & 5p coins.  Expenditure from the Property Fund in 2024/25 included repairs to the Church roof (interim cost including fees £21.8K), costs of a fixed wiring survey & remedial work (£4080) maintenance of the alarm system (£848), Rectory kitchen cooker maintenance (£200), fire extinguisher maintenance (£204) and minor maintenance works (£190).  There was no expenditure from the Reserve Fund.

## **Nature and purpose of funds** 

The four restricted funds of the congregation are for specific maintenance projects for which specific fund-raising efforts apply.  The Organ, Crucifix and Memorial Window funds are maintained as open to provide for future restoration cost in these areas.  Expenditure from the funds in 2024/25 has included £4892 for installation of heaters in the renovated Hall [covered by fund raising the previous year] and £155 for a Gregorian music workshop, funded by a specific monthly Gift Aid donation of £50 per month.
