Structure, Governance and Management

The charity’s affairs are conducted in accordance with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006, the Code of Canons of the Scottish Episcopal Church, the Digest of Resolutions of the General Synod and the constitution of St Margaret’s Episcopal Church.

St Margaret’s Episcopal Church: Leven is a registered Scottish charity, a member of the Diocese of St Andrews, Dunkeld and Dunblane and is in full communion with the Anglican Church.
The superior authority is the Bishop of St Andrews, Dunkeld and Dunblane.
All the Church’s affairs are governed by the Vestry.

Recruitment and Appointment of Trustees

Vestry members are appointed by the Annual Meeting established by Constitution and under Canon Law of the Scottish Episcopal Church (SEC). There is no formal induction programme, but ongoing guidance is given to ensure that members are familiar with church aims, responsibilities and values as the designated trustees of a charity.

Objectives and Activities

The Church’s principal activities include public worship in sacrament and prayer, Christian education, charitable work and fund raising for local, national and international needs.

Achievements and Performance and Financial Review

The Church continues to make its facilities available for use by and provide worship for the local Levenmouth community.

During the year under review the Church reports a deficit of £3,230 (2024: £2,542). The deficit in the year increased due to increased expenditure in the year, particularly quota, heat & light and council tax costs.

Congregational giving again increased in the period through cash offerings and standing orders. The Vestry has a policy of trying to maintain a level of unrestricted reserves such that in the event of a significant drop in income, the Church would be able to maintain its current level of activities for a reasonable period until replacement funding is obtained. Stipendiary support from the Diocese has allowed the church to function without great financial pressure during the year. The Church’s remaining reserves comprise a modest investment fund with the Scottish Episcopal Church Trust Pool, referred to in the accounts.

Statement of Trustees’ Responsibilities

Charity law requires the trustees to prepare financial statements for each financial year, which reflect a true and fair view of the state of the affairs of the charity and its financial activities for that period.

In preparing those financial statements, the trustees are required to:

Select suitable accounting policies and then apply them consistently;
Make judgements and estimates that are reasonable and prudent;
State whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements; and
Prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operational existence.

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. They are responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the detection and prevention of fraud and other irregularities.

Independent Examiner’s Report To the Trustees of St Margaret’s Episcopal Church Leven For the year to 30 September 2025

I report on the accounts of the charity for the year to 30 September 2025 which are set out on the following pages.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10 (1) (a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44 (1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner’s statement

In the course of my examination, no matter has come to my attention

which gives me reasonable cause to believe that in any material respect the requirements:
to keep accounting records in accordance with Section 44 (1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and
to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations have not been met, or
to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
