**Objectives:** (i) the formation, training and equipment of specialised rescue groups within the East Sutherland areas with the ability to assist the police and other rescue organisations in any type of operation as and when required, and  (ii) the encouragement of public support and interest in the maintenance of local voluntary rescue facilities.
