Structure, Governance and Management

Governing Document

The church is administered in accordance with the terms of the Deed of Constitution (Unitary Form).

Recruitment and Appointment of Trustees

Members of the Kirk Session are charity trustees. The Kirk Session members are the elders of the church and are chosen from those members of the church who are considered to have the appropriate gifts and skills. The minister, who is amember of the Kirk Session, is elected by the congregation and inducted by the Presbytery.

Organisational Structure

The Kirk Session meets approximately 12 times a year. The Kirk Session exercises governance over both the Spiritual and Temporal Affairs of the Congregation whilst delegating certain responsibilities to Committees such as Finance, Property, Pastoral Care, Worship, Prayer, Church & Society and others as the need arises.

Objectives and Activities

The Church of Scotland is Trinitarian in doctrine, Reformed in tradition and Presbyterian in policy. It exists to glorify God and to work for the advancement of Christ's Kingdom throughout the world. As a national Church, it acknowledges a distinctive call and duty to bring the ordinances of religion to the people in every parish of Scotland through a territorial ministry. It co-operates with other Churches in various ecumenical bodies in Scotland and beyond...

Worship is held at 11.00 am every Sunday with extra services, particularly at Easter and Christmas. The Sunday School is active and is held during the hours of Worship at 11.00am on a Sunday. There is also a Flower Group and a Choir.

The Church Hall is used by the Guides, Brownies, Rainbows, Boys Brigade, a dance class, and may be hired on request by local groups. We have hired the Church Hall to Social Work Groups on numerous occasions. Our hall is used as the polling station for local elections.

Achievements and Performance

2022 proved to be a very difficult year for the church. The trustees and congregation endeavoured to encourage the restart and growth of activities wherever possible post COVID restrictions. While some activities were possible, we experienced a significant fall in numbers attending, sadly the loss of a number of members due to COVID deaths and an ongoing reluctance amongst elderly congregational members to attend group activities.

The announcement in 2022 by the Presbytery, as part of the Presbytery plan, to propose the amalgamation of the two churches and the disposal of the Auld Kirk itself has led to a significant decline in attendance and regular giving/donations. In addition, there has been little enthusiasm for fundraising activities. This has had a severely negative impact on overall income.

Financial Review

As a consequence of reduced fundraising opportunities and a reduction in opportunities for congregational giving we have showna deficit of £8,337 (2021 — Deficit of £9,715). This has arisen primarily from the significant impact of COVID19 restrictions and closures during 2022. The principal sources of income were all affected by restrictions, particularly the income from the Nearly New Shop, Donations and Freewill Offerings. The churches available finances fell as a consequence of the year’s deficit as detailed in Note 8. The trustees recognise that the funds held are less than sufficient for the ongoing maintenance of a Category A listed building, a suite of halls and the manse, a comprehensive insurance cover is in place.

Reserves Policy

At the year-end, the Church held unrestricted cash funds of £63,332 of which £12,119 is designated for the fabric fund. The remaining balance of £51,213 represents more than twelve-month’s expenditure. The trustees are aware of the ongoing maintenance and remedial work required to maintain all 3 properties to an appropriate standard. The trustees may use the additional reserves for these works. The church also held £308 of restricted funds, which have been provided for the purposes specified in Note 2.

Statement of Trustees’ Responsibilities

The members of the Kirk Session must prepare financial statements which give sufficient detail to enable an appreciation of the transactions of the church during the financial year. The members of the Kirk Session are responsible for keeping proper accounting records which, on request, must reflect the financial position of the Church at that time. This must be done to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006 and the Regulation Anent Congregational Finance approved by the General Assembly of the Church of Scotland in 2007. They are also responsible for safeguarding the assets of the church and must take reasonable steps for the prevention and/or detection of fraud and other irregularities.

Respective responsibilities of trustees and examiner

The charity trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charity Accounts (Scotland) Regulations 2006.

The charity trustees consider that the audit requirements of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts under section 44(1)(c) of the Act and to state whether particular matters have come to my attention.

Basis of independent examiner's statement

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.

5 Minister's Stipend

All Church of Scotland congregations contribute to the National Stipend Fund which bears the costs of all ministers’ stipends and employers’ contributions for national insurance, pension, housing and loan fund. Ministers’ stipends are paid in accordance with the national stipend scale, which is related to years of service. For the year under review, the minimum Stipend was £28,700 and maximum £35,269 in 5th and subsequent years of service.

Appendix

During this time of vacancy our manse is being let, the rental for which is held by the Trustees of the Church of Scotland on behalf of the congregation. The funds are available for fabric repairs and maintenance; the balance of the fund held at 31 December 2022 amounted to £17,173.
