ACHIEVEMENTS AND PERFORMANCE
Charitable activities
This year has seen a Gontinuation of the seNices that VABV has provlded for many years with the addltion of the
C8rbon Neutral Initiative Project and VABV acting as its anchor organisation.
There have been many challenges faced through the year but our staff continue lo address these and the servlces that
our community has relied upon over the years.
By far the biggest Ghallenge has been associated with the costs connected wllh Community Transport. The age of the
Iwo oldest vehicles has meant that repalrs has been mor8 frequent and more costly. In addition, electrical issues with
one of the EV minibuses has also meant trip5 to the mainland for diagnostic works. A reduciion on the number of dienls
requiring tha transport services has also affected our income.
In order lo address this Imbalance, the trustees have taken the decision lo look lo reslruclure the Community TranSp￿t
servi¢e by selling on the current stock of mlnibuses and make way for the two new vehicles due in January 2026. In
addition. ils building known as the WOTkshop is to be placed on the open market in the new year.
Additional grant appllcations wS1181g0 b8 made in January to protect and continuo the vital services that we provlde.
Guth Bharraldh
Increase cos15 relatlng to printlng the Gulh Bharraidh have been picked up and In ordor to 8ddres8 this, we have
terminated the lease of one of Ihe two printeT5. Our TTUStees are taking discusslon$ forward with local grant fvndlng
organlsations to address the charitvs financial pressures.
Carbon Noutral Islands ICNII
Carbon Neutral Islands ICNII Is a Scottlsh Govemmenl programme supportlng Islands to b6¢0me carbon neutral by
2040. 11 delivers key commitments in the National Islands Plan by creallng local jobs, stren9lhening island economies,
and prolecting island environments from dlmale change, while Conlribubng to SGOtland's wider 2045 net zero largel.
In May 2022, the Scottish Govemment announ¢ed that Barra & Valersay, Great Cumbrae, Hoy. Isl8y. Raasay and Yell
would lake pert in the Inlllal phase of the programme, demonslraling how Scotland's Islands can lead In renewable
energy innovatlon and dimate resilience.
In (he flrst phase of Ihe projecl, wde ranging baseline carbon 8udlls were carrled oul for each l$18nd. These identified
key caTbon sour￿5 and slnks with the aim of slimulaling dlscussion #nd engagement with the local communities. Each
Is18nd Worked wilh the lechnl¢al team al Communlty Energy Scotland lo ensure local data informed the basellne carbon
audit, which also included work by extemal consultants.
The nexi step was for each Ssland to create its own Communlty Climate Action Plan, or CCAP. A CCAP Is a roadmap for
th8 island's decafbonlsalion joufney, combining Community ide8s, local knowledge, and technl¢al data to set out
projecls and actlons for reducing emissions and bullding a suslalnable future. Each plan is a Ilving document, owned by
the community, and can bè updated as progress is made or new challenges arise. Barra & Vatersay's CCAP was
published in June 2023 and is available to view OD the CNI website- https'.Ilcnl.scoV.
In 2023124, each I￿and received Its first capitsl investment. wlth £1 mlllion dlstribuled equally across the slx islands.
2024125 introduced the current funding system. the CNI Capital Fund was established as a competitive bid process, with
èach island's local aulhodty leading applications for larger, shovel-ready projects with a minimum budget of £75,000.
Proposals are reviewed by the CNI Capital Fund Investment Panel, which awards fundSng based on alignment with core
programme oble¢lives. 2024125 also saw the launch of the CNI Direct Allocatlon. providlng each island with fundlng lo
support smaller Capital projects that align with CNS objectives.
On Ba￿a & Vatersay, the CNI Capital Fund has focused on the DecaTbonising Communlty Spaces Programme,
SUPPOTting renewable energy installations and energy-efficiency Improvements acros5 key community buildings. At
Cobhair Bharralgh, roof-mounled solar PV, battery storage. plus healing and energy efficiency upgrades were
completed in October 2025. The nexi ph8se. at Valersay Hall, will include similar upgrddes and a new wind turbine. duo
for completion in 2026.
Through the CNI Direcl AIIorAtlon, Barr8 & ValÈrsay has delivered smaller phases of the Decarbonising Community
Spaces Programme, including upgrades at Garadh Bagh a Tualh and plans for ground.mounled solar al the Heritsge
Centre in 2026. Funding has also supported the purchas8 of Community transport elOGliic vehide5, e-bikes and energy
monblors, along with a tree planting initiative and the Snstallation of an EV charger al the VABV office.
Looking ahead, the fo¢us will ￿Main on the Decarbonising Community Spaces Programme while also investlng in local
training and skills development to build caparity on Ihe islands. The project is also exploring innovative approaches to
tackllng emissions. including scoping the poknlial for biochar PToducJon on Barra & Vatersay.

Reserves pollcy
It 15 the policy of the tharlty that unrestricted funds thich have not been designatsd for a specific use should be
maintained al 8 level equivalent to between three and six months expendilure. The dlrectors consider that reseryes al
this level will ensure that, In the event of a ￿gnificant drop in funding. they wlll be able to continue the ¢hariVs current
activlties thile consideration is given to ways in which addillonal funds may be raised.

A5 of 31 March 2025, the charfty's free r6seNes stood at a negative £43.332. The board of trustees, however, regard8
Ihls financial situation as temporary. Since the yearryend, they have tsken several measures to reverse the deliut.
The charity 15 in the pro¢ess of selling a property, which has attracted multiple expressions of interest, and the salè Is
expected lo con¢lude by the end of March 2026. In addS1ion. the board is reslrucluring the vehlde Ileet, plannlng to sell
exisling vehicles tp rais6 funds 8nd replaca them ￿th more cosl-effective allemallves lo enhance operation81 affidoncy.
To address any p)lential delays In propety and v&hlcle sales, the board Is also Investigaung a brldging loan for p0$9ible

Furtherrnore, the tru5te8s are exploring grant fundSng to conduct a revlew of the charltls ￿ganISatiOnal structure.

There are ongoing commilmenis e.g. the weekly community paper Guth Bharraidh, the Isle of BaTra webslte and Ihe
provision of facllilies, support, inforrnalion and advSce for the community and the wde r8nge of Community organlsalions
in Barra and Vatersay. lsleofbarra.com is the main website for local infomialion, ¢ommunity support and tourism
enquiries. There are a number of specific projects that come under the overall m8nagemenl of the organis21ion such the
Community Transport project, the Barra Youth Cafe and the Comrnunty Radio Pfoje¢t. Staff and volunteers play an
important part In the development of the organisation and their input is valued. The need lo maintain and develop skills
and to Identify trainlng needs 1$ a conlnuous process. The manager is also on the Board of Management of Ihe
Vcluntegr Centre We5tem Isles.
