Achievements and performance

Summary of the main achievements Although the main sanctuary was closed due to structural defects at the of the charity during the financial end of 2019, regular weekly worship continued to be provided in the period church hall up to the point of Covid lockdown at the end of March 2020. Regular worship then continued to be provided on-line, by members of the other churches, for the whole pastorate. Following the cosure of Dunning URC the Minister only serves 2 other Fife/Tayside churches. This appointment was due for review at the end of 2020 and was extended to the end of 2022 when another review was due to take place. However, with the reduction of the pastorate to 3 churches a review was rescheduled for the end of 2021. Following discussions with the minister and elders regarding the future of the church, considering, particularly, the increasing age of the congregation and the reducing membership, it was decided to propose closure of the church to the membership. At church meeting on the 25[th] July 2021 the church voted unanimously to close with immediate effect and seek to close the charity with the assistance of the Synod of Scotland of the URC. Up to the point of closure, pastoral care by telephone continued to be provided by the Minister and through informal links between members. During the year the church continued to support Glenrothes churches together, GROW, and the Foodbank within the local community. Following the closure decision, the appointment of the minister was reveiwed. The minister then left the pastorate on 31[st] October 2021 and took up a position in the north of England. In addition, one elder resigned and sadly the church secretary died on the 14[th] December 2021.

Financial review

Brief statement of the charity’s policy As the church has decided to close there are no requirements for on reserves reserves. Details of any deficit Donated facilities and services (if any) The charity has the right to occupy and use for its charitable objects certain tangible fixed assets, including the church and halls and manse, vested in the United Reformed Synod of Scotland. No consideration is payable for the use of these assets

The charity’s trustees are responsible for the preparation of the accounts in accordance
with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the
Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the
audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It
is my responsibility to examine the accounts as required under section 44(1) (c) of the
Act and to state whether particular matters have come to my attention.
My examination is carried out in accordance with Regulation 11 of the Charities
Accounts (Scotland) Regulations 2006. An examination includes a review of the
accounting records kept by the charity and a comparison of the accounts presented with
those records. It also includes consideration of any unusual items or disclosures in the
accounts and seeks explanations from the trustees concerning any such matters. The
procedures undertaken do not provide all the evidence that would be required in an audit
and, consequently, I do not express an audit opinion on the accounts.
In the course of my examination, no matter has come to my attention
1.
which gives me reasonable cause to believe that in any material respect the
requirements:

to keep accounting records in accordance with section 44(1) (a) of the 2005 Act
and Regulation 4 of the 2006 Accounts Regulations, and

to prepare accounts which accord with the accounting records and comply with
Regulation 9 of the 2006 Accounts Regulations
have not been met, or
2. to which, in my opinion, attention should be drawn in order to enable a proper
understanding of the accounts to be reached.
