Objectlves and activitie5
The objects of Helton Village Hall Ilhe Chartyl are to maintain and let the Village Hall foi social, recreational and
edueAtu)al Purposes for th8 local community at large. The Trustees have deFeg81gd lo thè Managwnenl Committea the
responsibility for maintenanca, heating and lights'ng. cleaning, provision of fvmishings and equipment, insurance of
buildingslcontents and lor publicJemployer's118bility and for the general running of the Hall. This indudes the letting of
the H811, booking fees and fvnd-Taising to ensulè that the Hall is used as much as possible.
The Trustees have paij due regard tty guidance issued by the Office of the Scotb'sh Charity Regulator in deciding wh81
activf(igs the Charity should undertakè.
Aehlevements and ptrforniance
I'm pleaséd to report that desprte Ihls being 8 challengitl9 year for me personally, I have had the unwavering support of
a great Managem8nt Committee, and we have done our best to look after the Hall. take bookings, look after the
finances and all things Village Hall relatedl
Firstly, an update on changes wlhin rotes. We were delight6d tts welcome a new Tiuslee and a Management Committee
member", John Littjewood of Helton joined us as a Tnjstee. He has been a regular attendee al our events, in particular
our residents, evenings, so ifs g￿at to have John loin us.
Also, Chartes McK8En of MÈisondieu joined as a Commrttee MembeT. who is marrie<l to Jo, the wonderful lady who,
although not on our Managernenl Committee, helps out èvery fortnight with Brenda al our community cafe. Charle5 has
already h8lped OLtI with the Installation of the basè for our new shed, and will be a great help for Sure.
We have had i&signations within the Management Committge, but I'm pleased Ihat we still ha￿ an active, engaging
team tsf four Trustees, nine Management Committee members and one Treasurer.
I thank &ach and every one of them, and cannot praise th8m enough., a super team of people.
Hall hires could be better, and our tèam are working on thi5. We do use our plafforms lo advettise of courss. social
mèdta, websile, Vis11 Kelso. postats and suchlike, but despite this, we sts"Il manage to rneet Ihe financial obligatitsn
necessary to keep the Hall open, so fingers crossed. it wtll stay that way into 2025.
This coming year we will have had a new shed installed for Storage, with a grant criming from Charity Begins al Home
ICBAHI for £500 tt>wards it. Our thanks go to CBAH for their support.
Our Hall rec01￿d a beaulrful framed piece of 18rtan from 'Borders Togeth*, a group of people across the Borders who
created this os a COVID Memorwl. It takes the ft)rm of a new tartan. woven for display in community spaces acro55 the
Borders. 11 honou15 tha people we have lost, marks what has been lost and changèd in ou¥ lives and preserves tr)e best
of what we have learnèd and created together during the COVID pandÈmie. We were delighted to accept this for display
in our Hall.
Our quiz nights We￿ fewer this year than before, duè to other eommitsnents within our Management Committee. People
do this volunlafily and wé cannot expect everyone to be avai18ble every timè. so wè do thèse when we ean. Our
meetings are well attendèd so communications are strong. Therefcxe, we hope to ensurè fttbjre events will go ahead
more rèadily in the coming years.
We also had thè young musiaans from Feis Rois p8rfom this summer, a notable and well attended annual event. We
work wlh thèse talented young people to ensure 8 go(xl avèning, but felt it necessary lo highlight the fact that Heilon
Village Hall does not chargé ticket fèes for Ihis event, nor do we charge for Hall hire. 11 is actLtally run and pronY)ted by
the organisation themselves. The musicians set the ticket prices and keep all rnnies raised by that. Other venues in the
Borders host them for free, giwng a rnisrÈprèsèntab"on that Helton was capitalising on this, so we were keen to sel thè
T9￿rd straight. We look foTrvard tr> h05ting them again next year.

Our gratitude also goès to loral businesses vtho SLtpport sorne of our events by donating 50rne incredible Taffle prizes, in
particular the Schloss Roxburghe Hotel, FI￿r$ Castle and Bom in Scotland Brewery. These organisations usually give
for our annual Hogmanay evening, which is our biggest fiJndrais¢r. and affectionately nicknamed "Heitonanay"
fabulous ttmè for our community to get together.
In respect to Helton gnd Roxburgh Community Counul, we have excellent ¢ommunicabons. This hard working group
keep us informed of everything we need to know aboijl, and have reaehtrd out to us in the hope of having a Hélton
residènt joirtr them, but to no avail. We do ty to recruit for them in our newsletter etc, so hopefully somèonè in the village
W711 take up thi5 offer soon. They do a great job, and were instrumèntal in bringing the new play park to our vi118ge. 11 is
very much an Impr0￿Ment on the old one, and already woving popular with our residents and visitor5 too.

Nohmthstanding the dgfidl, the Trustees and Manogèment Committee consider the financial positnn ol the Charity to bs
satssfactory.
That said. the Tiuslee5 and Management Commlttee do recognise that income is stsmetimes not suffiaent to fully eover
amortiS8tion and depreciatron arising on those assets funded by Spe￿[IC grants received in prior years. Mlhough th15
does not adversely impact on the operatlOll81 cap8¢ity of the Hall. t17is means that funds are not being generated 81 a
rate ttr cover the repla¢*mant of a51 the assets over their esb"mated usefvl life. entirely from our own fund5. We therefore
note that we may require assistancÈ from grant fvnding for any furttrw improvements or we 8ndèavour tg increase and
M￿miSe all fundraising opportunities when they materialisé.
Reserves and fund$ pollcy
The ¢J&ficit for the year of £6,507 12023- £6.931 defiLytl on restrietad funds, being moslly the amortisation and
depreciation of assets fvnded by specific grants and donations recaivtrd in prgvious years. has been addèd lo the
restricied funds brought forward. against which fvlure amortisation and depreciation on relevant assets will be eharged.

The Charity aims to hokl free reserves in unrestricted ftsnds equ¢valent to our annual Tunr5ing costs. for cash flow

longer-term responsibilities in respect ol m8intenan¢e of Ihe shared acetrss roadway and lo save for a future rwf
replacement. Currerfy general Un￿Stricted funds arè considered to meet with thès• oble¢tives.

wblic benefit has been provided in accordancé with the Charities and Trustee Invèslmenl (Scotlandl Act 2005 and

Risk management
Tha Trustees have examined thè m8lor risks lo which the Charity is èxptssed and are establishing systems to miligale
those risks. The Charity has insurance cover against a rangé of risks appropriate lo the act￿vI￿*S of the Hall. The level of
Insuran￿ cover. which Is ¢onsidered adequate, is reviewed on an 8nnual basis.

Heilon Village Hall (the Charity) 1$ govgrn$d by a Deed of Twst dated 16 May 1952. It is a recogni5ed $￿ttISh Chtrity,
No. SC013764.
The gentrrol managemenl and control of the Charity. subjocts and the arraroemenls for their use is vested in a
Management Committee whos6 number should not exceed eight. This number may be increased if local organisations,
th consistent aim5 of a social ￿CreatiOnal or educational character, wish to appoint additional members lo the
Manag$ment Committee. Two member5 sh811 rettrè èach year at the AGM and shall not be eligible for re*leclior% for one
ye8r. The Trustees shall have powers lo fill vacancies during the year as deemed necessary and 5h811 elect from their
number a Trustèè to acl as Chairperson, as Secretary and as Trèasurar. The Twslees shall be ex officio members of the
Committee.
Nèw Trustees are given a copy of the Trust Deed. the latest report and accounts of the Charty. Subject to their
expertise. they are also givèn pamphlets issued by the Office of the Swttish Chanty Regulator explaining their duties as
Trustèes of Charities and offered training in any arèa ol their duties which they think they would like strengthening.

Republic of Ireland IFRS 1021" leffectiva 1 January 20191. The Charity Is a Public Benefit Enfyly as defined by
FRS 102.

continue lo adopt the going eoneern basis of accounting in preparing the financial statèments.
1.3 Charitablè fvnds
Unresthcted general funds represent the free funds tsl the Charity. tc* be used at the Trustees, discretion in
furtherance of Ihe chariiable objective5 Qf the Charity and which have not been designated for other
purposes.
Re5tri¢ted lunds are funds which are to be used in a¢¢ordanc& vdth specific restrictions imposed by the
donors or which have been raisèd by the Charity for particular purposes. Costs of raising and administering
such fund5 are eharged agamst the sPe￿fiC fund. The purpose of e8th restricted fund is set out in thè notes
to th8 financial slatemenl5.
1.4 Ineoming resc•ur¢es
Income is recognised whèn the Charty is legally entitled lo it after any performancè condllions have been
rnel, the amounts can be measuied reliably, 8nd it is probable thal income wll be received.
Cash donations are recognised on reeeipt. Other donations are recognised once the Chaisty has been nobfied
ofthe donalion. ￿n￿$S perfomiance conditions require dtrftrrral ot thé omount.
Dona*'ons in kind of seryices provided are indu¢Jèd at the value to the Charity. where this can be quantified.
Grants receivable are credited to Ihe Statement of Financial Activities vthen th8 Charity is enlilled to receive

All expenditure is accounted for on an accru81s basis and has been incltjded in expense categories that
aggregate all costs for allocation lo aclivilies. Where costs cannot be directly attributabla to particular

Expenditure on charttable activities comprise the w5ts incurred by the Charrty in working to meet ils

Tangible fixed assets are stated at cost less depreciation wth the exception of land and buildings, which is
included at an initial carrying cost equal to ts current value. Property Hall Improvements are capilalised at
