Structure, Governance & Management

Governing Document:

Stichill Village Hall, SC012362, was recognised as a charity on 3 May 1990.

Trustee Recruitment & Appointment:

The office bearers shall consist of a Chairman, (Vice-Chairman), Secretary and Treasurer, all of whom shall be elected by members of the Committee at each Annual General Meeting. Only members of the Committee shall be eligible for election as office bearers. Retiring office bearers shall be eligible for re-election.

Objectives & Activities

The Charity’s Charitable Purpose:

As set out in the ‘Constitution’ and ‘The Charities and Trustee Investments (Scotland) Act 2005’ the purpose(s) of Stichill Village Hall are the following: -

e The advancement of education ® The advancement of health e The advancement of citizenship or community development e The advancement of public participation in sport

Any other purpose that may reasonably be regarded as analogous to any of the preceding purposes.

Achievement & Performance for Stichill Village Hall

The Hall remains a focal point for activity in the village as we strive to meet the main purpose and aims of the charity. In 2024-2025 hall use was consolidated: footfall across the year increased to 4665; the number of events held was 275, 233 of which were paying lets with the remainder (42) being a mix of community events, get together and Village Hall meetings. Whilst the number of events fell slightly on the previous year, this was due in the main to the hall being closed to business for two weeks for the Greening Our Hall project to be completed.

To address excessive energy costs, we installed an Air-to Air Heat Pump system together with insulation in the main hall. These works were made possible thanks to both the Scottish Government's Community and Renewabie Energy Scheme (CARES) and the generosity of the Margaret Carlaw Trust (SCPOA). The work has already had a significant impact on energy consumption due to greater energy efficiency. It has led to lower electricity bills which have been further enhanced by timelier switching the system on and off for lets remotely and by recent reductions in the tariffs. Users have welcomed the improvements. A programme of work has also been carried out to upgrade parts of our electrical installation following an EICR inspection. ral 2 OR

Awide variety of community get togethers took place over the year. Various events organized by the hall committee once again provided opportunities to socialise: monthly film showings, the vintage café linked to the mobile Library visits, a quiz, the Halloween Lantern Hunt and the New Year's Day get together. These events are made possible by small donations from those who attend helping to cover costs but also increasing our fund raising efforts. Participation in the National Theatre Live scheme attracts both village residents and customers from further afield, 45% of all ticket sales coming to the hail accounts.

The Village Hall organized a Stichill History weekend in October, made possible through the energetic leadership of one of the trustees and a team of enthusiastic volunteers. It attracted over 200 visitors who were able to see displays of documents, books, photographs and artefacts loaned to the Hall for the event and to reminisce with friends and neighbour's past and present. Refreshments and produce were also enjoyed and contributed to the significant cash donations made to the hall on the day.

A full programme of paying lets has continued this year. Even though we had to increase hire charges, our progressive approach still allows us to offer generous discounts for Stichill Parish residents and (to a lesser degree) for community groups from across the wider area. These activities continue to meet local interests such as SWRI monthly get-togethers and the Short Mat Bowling Group which is supported by what remains of a BAVS grant to ensure rising hall charges and small membership do not threaten its viability. The Borders Community Sewing Club is growing in strength and is now a regular hall user.

The Hall continues to promote citizenship through its use for MP/MSP surgeries and its use for Community Council Meetings and related business, including Our Place and Resilient Community planning. It was again used as a Polling Station in the 2024 General Election.

Furthermore, the Hall continues to host a range of wider community activities (and commercial activities) that promote physical and emotional well-being and bring people together such as Pilates, Tai Chi, Bowling and Bridge. Arts and Crafts have been served by the hosting of the U3A Craft Group, the Sewing Club, a weekly Dancing class (a private hire) and of course National Theatre presentations. The hall has hosted an increased number of private functions this year.

The Village Hall Facebook page, Newsletter and the Village Website continue to provide information about village activity. Most booking enquiries and confirmed bookings are now managed online.

The Hall application to OSCR for SCIO has been delayed due to the Greening Our Hall project taking up much of our time but is expected to progress in 2025-2026.

Financial Review

Statement of Reserves Policy:

Due to inflationary pressures in the wider economy, it is now Stichill Village Hall policy to maintain a contingency fund of £7000 per annum. Funds are also designated to projects for implementation in 2025-2026:

Maintenance £2,758 Repairs £ 680 Small Improvements £ 900 Hail improvement (AV) £4,000 Contingency £7,000 TOTAL £15,338 The balance of funds in the account will allow the charity to meet any plans for the development of hall activities and facilities that may arise during the year. The Trustees will continue to monitor the balance in the light of continued inflationary pressures and any risks to business continuity.

Details of any deficit

Expenditure exceeded income from hail hire, fund-raising and donations. The costs of the Greening Our Hall project were almost ail met by restricted funding from CARES and from the Margaret Carlaw Trust, with additional costs met from the reserves. The increased cost of the EICR inspection was unforeseen and the Direct Debit payments for electricity use significantly exceeded the actual cost of energy used. In 2025-2026, thanks to significant reductions in energy costs, a projected surplus of hall income over day-to-day running costs means that there will be no need to increase hall hire charges this year. This will be kept under review.

The Charity benefits from the time given by all the Trustees to the running of the Charity.

Statement of Trustees Responsibilities

The members of the Charity must prepare financial statements which give sufficient detail to enabie an appreciation of the transactions of the Charity during the financial year. The members of the Charity are responsible for keeping proper accounting records which, on request, must reflect the financial position of the Charity at that time. This must be done to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006.

They are also responsible for safeguarding the assets of the Charity and must take reasonable steps for the prevention and/or detection of fraud and other irregularities.

Report to the trustees of Stichill Village Hall Registered charity number SC012362 On the accounts of the charity for the period to 30" April 2025 Set out on Pages 8 - 10

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of Independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees conceming any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, | do not express an audit opinion on the accounts.
