Actlvlties and Achievements
The Regional Trustee Board meets on a quarterly basis and at their Annual General Meeting. The AGM was
held on I, September 2024 and following the AGM, there were presentations about 2 international
opportunitie5 held during summer 2024. Young people who attended the 2024 Blair Atholl Jamborette gave
a presentdtion ul Llieir experience5 there. This was followed by a presentation from 5COUt5 of the 28
Ayrshire whose summer camp was at the International Scout Centre at Kandersteg in Switzerland.
The Regional Trustee Board is aware of the financial challenges being faced by groups, especially with energy
costs increasing dramatica Ily. To help all groups become more financially stable, information was circulated
to all groups on potential grant funding and good fundraising ideas, with the view of this being done twice a
vear. All membership fees due from the Districts were received timeously. The Regional levy has been used
to fund some of the activities outlined in this report as well as the administrative functions of the Region.
The financial position in the Region remains strong.

John Allison was appointed Regional Lead Volunteer in June 2024. Since then, he has travelled exten5ivelv
across the Region, meeting with youn8 people and adult volunteers to better understand the challenges
facing local groups. A very succe55ful Regional Conference w35 held in November 2024 attended by 92
adults, the f irst conference of that type for over 20 years. It was a great opportunity to network, find out
important information on a range of topics and to pass on some new skills and ideas to the adults who
attended. It was a great success and something that will be repeated.
The Transformation Team ran information sessions for adults across the region on the major changes being
introduced by the Scout Association, with special emphasis on the importance oof stron6 Governance,
especially the introduction of Trustee Boards. Information was also given out on the new learning, especially
the need for everyone to complete the new safety module. The changeover to the new way of working took
place at the end of November 2024. A lot of work has been done since then by the Transformation Team and
District Trustee Boards to support groups to irnplement the new processes.
A very successful Young Leader Course was run with over 30 young leaders attending. The majority of the
trainers and facilitators were under 25 and did an excellent job. This involvement cf younger leaders
running young leader courses will hopefully continue.
36 young people represented the Region at the Blair Atholl International Jamborette in the summer of 2024
experiencing the fun of a large international camp coupled with the opportunity to meet other scouts from
across the world.
It ha5 been great to see groups and districts providing so many exciting opportunities for our young people
and a huge thanks goe5 to all the dedicated leader5 and Trustees who make this happen week in, week out.
Reserves Policy
The trustees believe that, excluding membership fees, around 12 months of annual expenditure is an
appropriate level of unrestrided reserve5 in order to cover the timing differences between receipts and
payments and to allow for any unexpected expenditure.

Independent Examiner's Report to the Trustees of the South West Scotland Regional kout
Councll
I report on the financial statements of the South West Scotland Regional Scout Council for the
year ended 31 March 2025 which are set out on pages 5 to g.
Respectlve Responslbllltles of Trustee and Examlner
The Councll's Trustees are responsible for the preparation of the accounts in accordance with
the Charities and Trustee Investment (Scotlandl Act 2005 1 the Act") and the Charities
Accounts (Scotlandl Regulations 2006 las èmended), The Council's Trustees corsider that the
audit requirement of Regulatlon Iollllal to Icl of the Accounts Regulations does not apply. It
is my responslblllty to examlne the accounts as requlred under section 44llllcl of the Act and
to state whether particular matters have come to my attentlon.
Basls of Independent Emamlner's Ststement
My examination Is carried out in accordance with the Regulations. An examination includes
review of the accounting records kept by the charlty and a comparison of the account5
presented with those records. It also includes consideration of any unusual items or
disclosures in the accounts. and seeks explanations from the Trustees concerning any such
matters. The procedures undertaken do not provide all the evidente that would be required
in an audit. 2nd consequently I do not express an audit opinion on the view given by the
accounts.
Independent Examlner's Statement
In connection with my examination, no matter has come to my attention:_
