The Trustees present their annual report and flnancial statements for the year end8d 31 March 2025.
The financial slalements have been prepared In accordance with the accounting policies sel out In note 1 to the
financial statements and comply with the Bureau's constitution, the Charities and Trustee Investment (Scotlandl AGt
2005, the Chari118s Accounts {Scotlandl Regulations 2006. FRS 102 "The Financial R8POrting Standard applicable
in the UK and Republlc of Ireland" and the Charities SORP 'Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in tho UK and Rèpublic of Ireland IFRS 1021..
Ob]e¢tives and actlvltlos
The main activity and purpose of the charlty Is to promote any charitable purposes for the beneflt of the community
in Angus by the advancement of education, the r8llef of those in need, the advancement of health and the
advancement of community development.

The Trustees have paid due regard to guldance issued by th8 Charity Commission in declding what actlvlties th8
Bureau should undertak8.
Achlevements and performance
Significant activiti&s and achievements against objgctives
Independent audits confirm that the Bureau works lo a high standard In t6mis of both business management and
quality of advlce. Internal monitoring of case records. adherence to the aims and principles and the Bureau's
policles and procedures ensure that the standards continug. Our core grant funder is Angus Council. In addition to
the core service, the Bureau has an excellent and proven track record of project work, working successively with a
wide variety of funders including the Scottish Gov8rnm8nl, Citizens Advice Scotland and National Lottery. all of
whom continued to fund projects in 202412025.

Flnancial review
The financial results for the perlod are set oul in the attached financial stalemenls.
The Bureau continues to monitor and assess the needs of the community and strives to develop projècts and work
in partnership with other local organisalions lo provid8 specialist advice and assistance for the benefit of Angus
residents.
This year has been one of considaring how best to deliver our advice services in the future. 11 has undoubtedly been
challenging year in terms of our income levels, and the demand for our advice.
Services remain consis18nlly high. Costs, such a5 Utilities, have increased. but generally Speaking our income has
not seen the increases lo match. During 24125 the Board agreed to undertake a $8rvice review, both from a financial
perspective as well as service dellvery. Thls was carned out by an external consultant. This provided a plan for the
nèw Chlef Officer to tske on and work wlth for the following years.
The chall8ng8 of providing sufficient resourclng for an advice s8rvic8 of thls slze against the Income streams we
receive continues into the next financial year. 11 will undoubtedly be a period of change and developrnant in order lo
ensure that th& organisation remains financially viable In a challenging funding landscape and al a time when our
free, impartial, confidential advice servlce is in high demand.

Resorves policy
Th8 Res8rv&s Pollcy that was formally adopted by the Board In March 2022 r8malns In place havlng been rèvlèwed
by the Finance Sub-committee.
Glven our charitable purpos8. thls reserves pollcy alms lo ensure thè vital work of the Bur8au is protected from
disruption. As part of effective financial management, we hold reserves to ensure we can manage the financlal
impact of possible risks. The Board are aware that at all limes the Trustees must act with reasonable care and skill
In their decI5ions and duties. There are a range of risks the organisalSon faces, including the risk of an unforeseen
drop in income or unbudgeled increases In expenditure. To that end, and against the background of the
unpredictable third sector funding landscape post Covid-19, the Trustees have established a designated r8sèrves
policy as detailed below..

DESIGNATED RESERVES
The designated reseryes were reassessed by the Board at their March 25 meeting.
1. Servlce Contlnulty Reserves
Sufficient r6seTves to ensure the continuity of the service and cover oparating costs for al least 6 months. Thè same
reserve previously covered an 8-month period. but increased costs have meant 11 covers a shorter period al
£200,000 {2024- £240,000).
The Bureau currently receives 600/0 of Its funding from two main sources and often r8C8lvès funding of short
duralSon. This designation Is lo provide security should any of the income sources withdraw or reduce sUPPOrt al
short nollce. It also allows lime for the organisalion lo source longer term solutions in the event of funding
Ihdrawals. Should a full closure of the service ever be required. Ihls designation would allow for a coherent and
organised wind down of the charity maklng sure that support costs are met and good govemance Is maintained
throughout.
2. Building Maintenance Reserves
The charity own5 all three Angus offices outright and as the buildings age, the costs of maintenance increases. The
£50,000 allocation was to cover the development of the Monlrose office a5 well as other ongoing building
maintenance repairs. The Monlros8 property redevelopment did not proc8ed. The Monlrose and Forfar offices
closed on 31 March 25 and as such this reserve has been released back to g8n8r81 fund5 Wlth any maintenance
osts now being met by the general funds of the Bureau.
3. Redundancy Reservo5
A designated rèsèrvè of £30.000 (2024 £60,000) to cover all current staff Ilabilltles for statutory r8dundancy
payments and associated costs.
POLICY REVIEW
Angus Citizens Advice Bureau ReseNes Policy is not a slalic document and as the needs of the organisation
hange or the charity plans aller, the policy will be reviewed. The policy will be actively monitored and reviewed by
the Board of Trustees in conjunction with the Chief Officer. Al a very minimum, il will be reviewed and agreed
annually by the Trustee5 at the February meeting pnor lo th8 beginning the financial year. The March 2025 board
meeting held such a r8view and agreed lo an amendment to the res8rve5 policy.
The total unrestricted reserves al 31 March 25 were £350,055 (2024 £449,628), therefore this policy has been
mèt.
The balanc8 held as unr8slricled funds al 31 March 2025 was £120.055 (2024 £99,618} excluding the designated
reserves of £230,000 (2024 £350.0001. Reslricled funds at 31 March 2025 amounted to £151,864 (2024
£156,967). These are disclosed in notè 16 & 17 of the financial statements
Major risks
Angus Citizens Advice Bureau is a member of the Scottish Association of Citizens Advice Bureau. The Bureau is
subject to independent audit lo ensure compliance with the Cltizens Advice Scotland Membership Starsdards and
Quality Assurance Scheme. The Bureau also has r8sponsibililies in respect of service quality lo their core funder5'.
Angus Council, the Scottish Government and other project funders. Angus Citizens Advice Bureau has carrled out
risk assessments on most areas of management including external threats to the financial security of the Bureau.
The Bureau also operates a risk register which sils as a standing agenda item at all Board meetings discussing
straleglc risks to the organisation.

Angus Citizens Advice Bureau 15 a Scottish Charitable Incorporated Organisation ISCIOI govemed with effect from
21 February 2013 by a Constilulion. Is is registered with the Scottish Charity Regulator. Angus Citizens Advic8
Bureau was originally set up as a company limited by guarantee on 14 August 1984. The main activity and purpose
of the organisation is lo promote any charitable purpose for Ihe benefit of the community in Angus by the
advancement of educalion, the relief of those in need. the advancement of health and the advancement of
community development.

The Trustees, who rneel a minimum of four tim8S P8r year. are responsible for taking strategic decisions in respect
of the Bureau. which are incorporated in Ihe Bureau's Policies and Procedures Manual or refered lo in other
documents approved by them. The Trustees are elected at the Annual General Meeting. Durlng 2021, the Board
agr8ed to the creation of a new perman8nt Finance Sub Committee IFSCI. The FSC meet prior lo each Board
m8eling lo review and monitor Bureau finances. and mor8 frequently if r8quired. The committee currently has no
declsion-maklng powers, unless deslgnat8d by the Board. The Board appointed a Finance Director in accordanc8
with their conslilulion on 9 August 2023.
The Chlef officer Is appolnlèd by th8 Trustees to manage the day lo day operations of the Bur8au's Constitulion.
The Bureau has the power lo do anylhlng whlch Is calculated lo lurther Its purpose or Its conductive or Incidental In
doing so.
The Trustees conslder the Board of Trustees, InGludln9 the Chlef Officer, to be the key management personnel of
thg 8ureau. in charge of dlrecling and controlling the Bureau and running and oporalSng on expenses paid in the
year is disclosed in notes to financi81 slatem8nts.
Truytees are required to disclose all relevant interests and register them with the Chief Officer and in acGordanGe
with th8 Bureau's policy to withdraw from decisions where a conflict of inter85t arises.
The pay of the Bureau's Chlef Officer Is reviewed annually and Is adjusted al the 8oard's d15crelion.
Induction and tr8ining of trustees
Since adoption of the 2020 Conslilution, membership ol Ihe Bureau is open lo persons aged 16 or over who Ilve or
work within the area of Angus Council and who must regi8ler or re-regisler as members in accordance wth the
Constilub'on. Trustees are nominated for office al the first m88ting after the AGM. The new Constitution has
removed reslriclions on categories of Trustees and added 6 year s8rvic8 limit for Trustees on the Board. This
ensures that represenlalion, Skills, insight and experience are drawn from across the Angu5 Community and Ihal
there is a freshness of govemance and maximum flexibility in the cornposition ofthe Board.
The method and provlslon of tralnlng for the Trustees and Members Is contained In the Scottish Citizens Advice
Bureau servlce intranet link at www.cas.org.uk. During the financlal year, the Board adopted a new induction
process for new Trustees jolning the Board.
The Chief Offlcer Is the m05t senlDr pald offlc8r ol the Bureau. The Chlef Officer r8POrts to the Board of Trustees
and is responsible for making the strategic and operational recommendations to the Trustees for consideration. The
strategic and operational powers devolved lo the Chief Officer are defined in Angus Citizens Advice Bureau Policies
and PrO￿dureS and Standards manual. The Chief Officer is supported by a managernent team in A￿roath together
with Project Officers for some of the other specialisl projects managed by the organisalion for which grant funding
has been raised.

The Trustees are responsible for preparing the Trustees, Report and the financial statements in accordance with
applicable law and United Kingdom Accounting Standards (United Kingdom Generally Acceptèd Accounting
Practice}.
The law applicable lo charities Sn Scotland requires the Trustees lo prepare financial stslemenls for each financial
year which give a true and fair view of the stale of affairs of the Bureau and of the Incoming resources and
application of resources of the Bureau for that year.
In preparing these financial statements, the Trustees are required to..
select suitable accounting policies and then apply them consistently;
observe the methods and principles in the Charit185 SORP.,
make judgements and estimates that are reasonable and prudent.,

FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities

Republic of Ireland (FRS 1021" The Bureau is a Public Benefit Entity as defin8d by FRS 102.
Th8 Bureau has tak8n advantage of the provislons in the SORP for charilies not to prepare a slatement of
cash flows.
The ffinanclal stalements are prepared in slerlSn9, whlch is th6 functional currency of the Bureau. Monetary
amounts in these financial slalem8nls are round6d to the near8St £.
The financial statgmenls have been prepared under the historical cost conventlon. The prfncipal accounting
pollcles adopted are $81 out below.
1.2 Golng concern
Th8 Board Is cognlsant of the challenging financlal landscape much of the Ihlrd sector Is operallng In. Due lo
healthy set of reserves. the Board agreed to run down Ihe reserves over the pasl couple of years. However.
we recognise this is a pattern that cannot continue. As SLsch, this pa31 year, we agreed a deficit budget on tho
condition that a full-service review look plac8 with a vi8W to bring our s8Nice within our means. Oifficull
deGlsions havg had to be made, including the closure of hvo of our offices. We have adapted our servlce
delivery m¢Jdel and have contingency plans In place should projected income not be met to be able to bring
our 8xpendilur8 down accordingly.
At the lime of approvlng the financial statements. the Trustees have a reasonable expeclalion thal the Bureau
ha5 adequate Tesources lo continue in operational exist8nc8 for the foreseeable future. Thus the Trustees
continue lo adopt the golng coneem basis of accountln9 in preparlng the financial statements.
1.3 Chartt8bl• fund•
Unrestricted funds are available for us8 at tha di$cretion of the Trusleo8 in furtherance of their charitable
objecllves.
Designated funds compns8 funds which hav8 been Sel aside at the discretion of th8 Truste8s for specific
purposes. The purposes and uses of the designated fund5 are sel out in thg notes to the financial slal&mants.
Th8 Tru51ees agre8d a revised pollcy for designated funds In March 2025 and transfer5 were rnade from
designated funds back to general unr83tricted funds in accordance with the policy.
Restricted funds are subject to specific conditions by donor3 or grantors as to how they may be used. The
PUfPOS8S and uses of the r8Stricted funds are sel out in th& not8s lo th8 financial slotgments.
Transfers are made from general res&N8S to restricted funds when Certain projects require additional funding
throlsgh support from the charity's gen8ral r8serves.
1.4 Income
Income is recognised when the Bureau is legally entitled to it after any performance conditions have been
met, the amounts can be measured reliably. and it is probable thal In￿rne will be received.

Donations are recognised once th8 Bureau has been notified of the donation, unless performance conditions
require deferral of the amount. Income tax recoverable in relation to donation5 received under Gift Aid or
deeds of covenant is recognised al the time of the donation.
Grants including grants for th6 purchase of fixed assets are r8cognised In full in the slalement of financial
activities in the year in whlch they are receivable.
Incorné from grants, where related to S8Nicè delSvery are accounted for wh8n the Bureau eams the right to
consideration by its performance.
The value of services provlded by volunteers has not been includèd In these financial statements.
In¢om8 Is deferred when it has been rec8ived in advance of all the criteria for Income having been met.
1.5 Expendlture
Expenditure is recognised on an accrual basis as a liability is incurred. Expenditurè includes VAT as the
charity is not registered for VAT.
Charitable expendllure comprises costs Incurred by the Bureau In the dellvery of its actlvitles and s8rvlces. 11
includes both direct costs and those of an indirect nature necessary to support them.
Govemance costs Include thosp costs assoclated wllh meellng constitutional and slatulory requirements of
the Bureau and include Ind8pendenl examiner's fees and costs linked lo the strategic management of the
Bureau.
Certaln other costs. which are attributable to more than one activity are apportlonèd across cost categorl8S
using an approprlate basis as the Trustees of the Bureau see fit.
1.6 Tanglble flxad assets
Tangible fixed assets are inilially measured at cost and subsequ8ntly measured at cost or valuation. net of
depreciation and any impairment losses.
Depreciation is recognised so as to write off the cosl or valuation of assets less their r8sidual values over their

1.7 Impalrment of flxed assets
Al each reporting end dale, Ihe Bureau reviews the carying amounts of it5 tangible assets to determine
whether there is any indication that those assets have suffered an impairment loss. If any such indication
exists. the recoverable amount of the a5sel is estimated in order to determine the extent of the impairment
loss lif any).
1.8 Cash and cash equlvalents
Cash and cash equivalents include cash in hand, deposits held al call with banks. other short-term liquid
investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown
within borrowings in current liabilities.

easured at the present value of the future receipts discounted at a market rate of interest. Financial assets

1.10 Employee beneflts
The cost of any unused holSday enlillement is recognised in the period in whlch the employee's services are
reGeived.
TerniinatSon benefits are recogni5ed immediately as an expense when the Bureau is demonstrably commltted
to terminate the employm8nt of an employee or to provide tennination benefits.
1.11 Retlrement beneflt8
The Bureau makes contributions to a pension scheme for those paid ernployees who wish to so enter. The
pension scheme is a defined contribuliori Scheme and the assets of the scheme are managed independently
from those of the Bureau. The charge in the Statement of Flnancial Activities r8fer5 to the pension
contributions due from the Bureau durlng the year.
