Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustees Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the 2006 Accounts Regulations does not apply.It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.
Independent examiner’s statement
In the course of my examination, no matter has come to my attention

which gives me reasonable cause to believe that in any material respect the requirements:

Objectives and Activities
BFCA acquires, maintains and operates specialised transport for the benefit of elderly and/or disabled residents of Blairgowrie and its district. In doing this it liaises with voluntary organisations, local authorities and suppliers and others who have an interest in improving the quality of life of the elderly and/or disabled. Trips are arranged for the residents of local care homes and there is a weekly shopping trip.
Structure, Governance and Management
BFCA was founded in 1981 and is an SCIO. The members elect a board of trustees who are subject to re-election at each Annual General Meeting. The daily management is in the hands of an Administrator who organises the care and maintenance of BFCA’s vehicle, known as The Freedom Coach. The Trust has appointed a Driver/ Coordinator and an Accounts and Payroll Manager. These three officers receive payment for their services.
Achievements and Performance
In the year to 5th April 2025 The Freedom Coach was kept busy and the Trust achieved its aims. The Freedom Coach which was purchased in 2012 has been carefully maintained and is in good running order. The Trustees and the Administrator have reviewed the the risks to which BFCA is exposed and they are satisfied that the risk assessment policy is appropriate for the activities undertaken.

Fundraising is a constant concern as local authority support has dwindled in recent years. BFCA receives grants and seeks alternative funders. It has been fortunate to receive a wide variety of donations mainly from local organisations and residents. A number of legacies have been received over the years. The Trustees and Officers carry out fundraising events. Blairgowrie and District Seniors Outings (“BADSO”) collects donations and arranges outings which are provided by BFCA.
Financial Review
In the year under review BFCA’s receipts were £39,889 (23/24 £31,619) with higher hirings, fund raising, donations, legacies and deposit interest more than offsetting the reduction in local authority support. Payments at £24,803 (23 /24 £25,591) were lower as the previous year bore the costs associated with the recruiting and training of the new Driver /Coordinator. Thus there was a surplus for the year of £15,086 (23/24 £ 6,028). It is in the nature of BFCA’s business that both receipts and payments are liable to unexpected changes and the Trustees endeavour to maintain adequate reserves to maintain its activities through good times and bad. Also it needs to be noted that the Freedom Coach which cost £79,000 is fully depreciated.
Future Plans
The Trustees and Officers have seen a recent increase in demand for their transport services and expect a busy year. They are aware that The Freedom Coach needs replacing and after reviewing the specialist vehicles available, they have chosen a supplier and ordered a replacement coach which is due for delivery early in 2026.
Conclusion
The trustees place on record their enormous appreciation for the hard work, much of it unpaid, which is needed for the efficient running of the Freedom Coach service in and among the Blairgowrie community.
