rnembers. compared to 8 the y¢ar Ecfore. Sadly 17 Tncrnbers died during the year and 5 membcrs
left us as a consequence of moving io anotherpaJt of the coullty or for other re&8ons.

The average attendance was 127, bastcally at the same level as the past two years. Bla¢khall St
Columba's still rernains one of the best attended congregations across the Presbytery. Meml*rs
continue to have the option of ￿atchIng the Service beino live Streamed or catch up You Tube
at soine later tim¢. Our Christmas Eve Services wer¢ again iTery ivell attended espcciauy the
Christingl¢.
We are not alone in having an ageino congregation and our dual focus remains lookin(tr after our
existing membership ivhilc ii'orking at attrdctstig young pcople into the fold, thc latter is very much
the challenge of all Churches.

Total income in the y&qr has decreased by £34,731. Weekly offertnos. including related gift aid,
have dEcreased by 0.20/• compared to thc 1.50/. fall itl the CoM￿U￿l0D roll. Charitable inconic
{con4)iising incon]e frorn ￿'eddIngS, fiJueraIs, cofftt D)omings and the church n￿gaZille) has
dccrcased by 3.020/0, additional fun(ts of £3,843 ￿ere Taised from fundraistng. The Church Halls
continue to generat¢ funds for the Church froTll activi(ies ranging froR] Blackball Playgroup,
Badminton, Dance and Art Class¢s, this income has intteased by s7.￿/0.
There has been an increase iti expendtture cornpared with the prelryous }'ear of £27,705. Thts
increase is largely from increased building COS￿ repairs, and other expeLqes duTing the year.
lllvestment policy and performallce
The chllreh holds an investment in the Churcb of Scolland Inv&gtors Trttst Growth Fund. This fL￿d
is very largely equtty-b2sed and is intended for long-t¢rn) investmenL The fi￿d is opernted on a
unitiscd basis and aiTh to pro3ryde capital growth. Units cal] be pllrchased or sold monthly. Income
is distributed gro&% in May and Novembei. The Cjrowth Fund is professionally rtknw￿ged by Newton
Investment Management Li[llite￿ bascd in London.
Th¢ Trust¢es use a benelunark to monitor the performance of the fund mallaoers. The benchmark
was changed from 24th Febnw 2020 10 reduce the ovenvelghting to UK equiues and Bonds and
to allow invcsttn¢nt in new asset types llo￿. preNalent in both iDstiOJtional and ret2il iniTestJnent
fiinds. The asset split of th¢ benchmark is noiv.. Global Equities 750/0, Global Bonds 10/0,

perforniance of the three Fund Managers. This is mitigated by the inves(ment expertise of tbe
Trllstees 2nd their rcgular motiitotillts of thc relative perfornjance of the investnLen( maTrigers. In
response to such mollitoring, the Trustees Tnay vary the terms of the n￿ndateS gaven to each Fund

They are also asked from time to time to give to specifLC fi￿d raising
ap￿als, mainly for fabric related pu￿seS and have respollded
generoLtsly. The principal risk to this incorne is loss of TneTnbers through
death and moving aivay and members not increasing their offerings in
line with inflation. This is miugated by n¢w members and member8
incr¢asing their offcrings. Howevcr, it femal￿S a major issue for the
church that the Kirk S￿10￿ are aware of and monitor.
The risk of loss of conttibutions for the of our hal]s is mitigated by
iDsufdnce of the buildings alld by the fact thttt there is a lack of
comparable faci]ities in the victnity.
The risk of legacies noi being received is ￿ltigat￿ by possible fitture
legacies not being in¢luded in the plaDn¢d budgets of the church.
The risk of expenditure being higher than budgeted Is alivays present
and is mitigated by monthly managett￿nt accoun(s reporting the illcome

the Treasurer and the Finance Team together with the fact that any iteEn

Reserves Policy
The Trus￿es, haiie revieived their r¢sents policy and consider il prudeni policy to bold reserves of
at least three mollths, ex￿ndItll￿ but if possible to hold a reserve of six montbs expenditure. This
will be determined year by year by the leN'el of gil￿g to the Church relative to expenditure. In
addition a designated reserve is maintAined for fi￿re fabric spendins Designated reserves are also
maintained where the Kirk Se55ion has ]uled that mon¢rory gifts to the church should be used for a
specific purposc but Whe￿ the designation is not binding. In tbis caicgory. we hold a reSe￿e to
fimd a Youth Worker and a rcs¢rve to meet servicing and repairs to our .
Restricted reserves are held where a gift to the chutcb has been n￿de ivith the use of that money
restrictcd in the t¢r￿￿ of the gift. In that catgory ￿'e hold sma]I reserves to fund the ser%qcing and
replacement as nece&82ry of the church's hvo ivheelchaits.
At the year end tbe Church held unrestricted c&sh fillKls of £246,805 and investhicnts of £48,609.
Total unrcstricted funds now slightly cxceed the desionaied reserves and approximately six nionths,
expenditure target. This is as a result of legacies rcccivcd durino 2024. During 2025, the
desigrAated reserves will be incre&%ed to allow for fikn fabric expenth.turc ￿'bEc￿ due to the nature
of the church building, is likely to be substalltia] ii'ben it is required.
The Church also held £86,687 of restricted which have been provided for the pU￿oSe8
$pecified in Note 14.
Structur4 Governallee and M2n2gement
The congretsation is a registered charity. number SCOO8756 and is athninistered in attordance Thith
the terms of the Deed of Constitiitiott (Unitary Form) ￿,hiCh was adopted dutitLg 2017.
At pre5enl rnembcrs of the Kirk Session are the charity trllstees. The Kirk Session memlxrs are the
elders of the church and are chosen from those meinbers of the church ivho arc considered to have
the appropriate gifts aud skills. The minister, ￿,hO És a menther of the Kirk Session, is elected by the
COn￿egallon and inducted by Presbytery.
Within the Church ccrtain responsibilities are delegated to the Finance. Fabric and Premises & Staff
workin￿ Teams as appropriate. These trams rewrt to the Kirk Session. The Kirk Session n]ee￿ 10
timeb a alld is rcsponsible for SPAriDJal and managcment affairs within the church.

Aecounting Policies
The principal accounting policies, which havc been applied consistently in the current and preeeding
year in dealing with items which are considered matcrial to the accounts. are set out below.
The presentation cutrency of the financial statements is Pound Sterling (£). Monetary amounts in these
fmancial ststements are rounded to the nearest £.
The charity is a public bcnefit ents"ty.
Basis of preparatiojj
The fjnancial ststements have been prepared in accordance with Accounting and Reporting by
Charities: Statement of Recommended Practice applicable to charities preL)aring tbeir accounts in
accordance with the Financial Reportino Standards applicable in the UK and Republic of Ireland
(FRS102) issued on 16 July 2014 and the Financial Reporcing Standard applicable in the UK and
Republic of Ircland {FRSIO?), tbe Charitics and Truslee Investment (Scotland) Aet 2005 and the
Charities accounts (Scotland) Regulations 2006 (as amended).
Fund accounting
Funds are classified as either restricted fi￿dS or unrestricted fi￿ds, der￿ed as folloi¥s.
Rcstricted funds are funds subject to specific requirements as to their use ivhich may be declared by the
donoi or with their authority or created through legal processes. but still within the wider objects of the
charity.
Endowment fulld% are funds which have been giiien on the condition that the oritsirAal capital sum is not
reduced, but thc income there from is used for the purpose defined in accoidance witli the objects. of
the charity.
Unrestricted funds are expendable ￿ the discretion of the trustees in furtbeTance of the objects of the
Charity. If parts of the unrestricted funds are eartllarked at the discretion of the trustees for a particular
purpose, they ate desiunated as a separate ftmd. This designation Iw an administrative purpose Ollly
and does not legally restri¢t the t￿￿treS. discretion to apply the fimd.
Ineoming resollrces
Income is recognised when the Ch￿lty has cntitlement to the fi￿ds, any perforniance conditions
attached to the item(s) of income have been meL it is probable that the income will bc received and the
amount can be n]edSUted reliably.
Donated services and facilities
DotLated professional services and donated faciliti¢s are recognised as income wh¢n the cbarity has
control over the item, any conditions associated with the donafrd item have been mel the receipt of
economic benefit from the use by the charity of the ilem is probable and tllat economic benefit can be
rncasurcd reliably. In accordance with the Chatiti¢s SORP {FRS102) the general volunteer time of
congregation members is not rccognised.

On receipt, donated professional services and donated facilities arc reco.￿lsed on the basis of the value

then recognised as expendicure in the period of receipL
No recognition of the value of the Church premises provided by Church of Scotland is made in the
accounts in line Church of Scodand policy.
Interest rteeivable
Tnterest on ￿ndS held on dep)sit is included when ieceÈvable and the amount can be measured reliably
by the charity. this is nomally upon notification of the interest paid or payable by the Bank.
Tangible r￿ed assets
The cllarity has the right to OCCUPY 2nd use for its charitable objects ccrtain tangible fixed assets.
including the churc￿ halls and manse, I'ested in the Church of Scoiland General Trustees. No
consideration is payable for the use of these assets. Expellditure incurred on the repair and
maintenance of these assets is charGed as resources expended in the Statement of Financial Activities in
the period in which the liability arises.
All tangible fixed assets costing in excess of £5,000 having a value to the charity greater tball one yeaT,
other than those acquired foT specific purposes, are capitalised. Depreciation is provided on a strai(rht-
line basis to I￿lle off the cost or initial value. of tsngible r￿ed assets over their estimated useful lives:

Taxation
Blackhall St Columba's Church of Scotland Edinburgb is recognised as a cELarity for the purposes of
applicable t&iation leuislation and is therefore not subject to taxauon on its charitable a¢iivities. The
eharitv is not registered foT VAT and resources expended therefore inelude irrecoverable input VAT.

Financial instruments
The Charity only cnters into basic financial instrument transactions that rcsult in the recognition of
firLancial assets and Iiabitities like trade and other dcbtors and payable& loans from baT)ks and other
third parties.
At the end of each reporting financial assets that are measured at cost are assessed for objectivc
evidence of impairmcnt. If obj¢ctive cvidencc of impairnient is found, an impainnent loss is recognised
in the Statement of Comprehensive Income. If there is a decrease in the impaÉrment loss arising from
an event occurring after the impairrnent ￿'aS reco￿lSea die impairmetLt is rei'ersed. The reversal is
such that the current canying amount does noi excecd what the carrying amount would have been had
the impairnient not previously been recognise(L The impainnent reversal is Teelbgnised in the Statement
of Co￿p[che￿sIvC Income.
Financial &sseL8 are derecogtiised when (a) the contractuaI rights to the cash flom's arising from the
asset expire or are settleQ or (b) substantially all the risks and rewards of the ownership of the asset are
transferrcd to another paty, or (c) control of the asset has been transferred to another paty.
Financial liabiIities are measured at a￿OrtiSed cost less ally accumulated impaimlent Iobses. Financial
liabilities are derecognised when the liability is extinguished. that Is when the contractual obligation is
discharged, cancelled or expires.
