## **Structure, Governance and Management**
## **Governing Document**
The Church is a registered charity, number SC007080, and is administered in accordance with the terms of the Church of Scotland Unitary Deed of Constitution.
## **Recruitment and Appointment of Trustees**
Members of the Kirk Session are the charity trustees. The Kirk Session members are the Elders of the church and are chosen from those members of the church who are considered to have the appropriate gifts and skills. The Minister, who is a member of the Kirk Session is elected by the congregation and inducted by Presbytery.
## **Organisational Structure**
The Minister is the Moderator of the Kirk Session which meets as required but on a regular basis four times per annum. The Kirk Session is the governing body of the church.
## **Objectives and Activities**
The Church of Scotland is Trinitarian in doctrine, Reformed in tradition and Presbyterian in polity. It exists to glorify God and to work for the advancement of Christ’s Kingdom throughout the world. As a national Church, it acknowledges a distinctive call and duty to bring the ordinances of religion to the people in every parish of Scotland through a territorial ministry. It co-operates with other Churches in various ecumenical bodies in Scotland and beyond.

## **Achievements and Performance**
Following the review of the nature of the Kirk Session in 2023, The Mission Action Plan was revised to take account of the changes in the shape of the Kirk Session and the various Committees and Forums have been operating as envisaged.
The Minister and Elders are operating a team ministry of leadership, oversight and spiritual guidance in and out with the congregation.
2025 was again a difficult year for the Church nationally as well as locally at our church with further decline in numbers despite our continued efforts of outreach through work with the Touch Trust. In 2025 we celebrated our 200th anniversary as a church but also equally as important agreed to a union with St Ninians church effective from 1st January 2026.
The church continues as a busy place every single day of the week where we see people from the local community coming in significant numbers to avail themselves of significant and life-changing services that are on offer. This, through the Touch Trust, is something that needs to continue and will be supported by the Kirk Session.
The Touch Trust, with a full-time leader and part time workers, continues with its wide range of activities including the organisation of an out of school club and has been highly commended by Presbytery’s Mission Director as one of the outstanding outreach projects in Fife.
The Kirk Session has seen a decline in numbers and decided to seek “new blood” and are delighted that five new Elders were ordained in January and two other Elders, already ordained, were welcomed by the Kirk Session.
Services have been well attended throughout the year and our work with young people on a Sunday Evening continues to be well run and well attended through “Let’s Connect”
None of the good things that go on every week in the Church would be possible without the goodwill and commitment of so many of our members. The next stage in our development is to find funding for a “link” person between the Trust and all that it does and the Kirk Session and Congregation and try to begin the process of “integration” between what happens during the week and getting people into mission and discipleship. So we look forward to a period of renewal within our new union and pray for the development of the faith within our parish.

## **Financial Review**
Total income was boosted slightly this year by the £10,011 sale of some of the Investment Trust units held by Church of Scotland. If we exclude the unusually high grant income received last year, income increased 8% to £99,731 for the year (2024 £92,096). The main source of income continues to be the General Fund weekly offerings and monthly standing orders and related Gift Aid tax. This income has fallen slightly for the year to £55,871 (2024 £58,269). Despite the small drop in donations shown above we increased rental income from use of the church halls to £9,813 (2024 £9,648). We also had a variety of successful fundraising events which raised £19,741 (2024 £21,060).
Total expenditure decreased to £93,911 (down 37% on 2024 £149,546). The most significant decreases were in our Manse Fabric expenses of £3,407 (2024 £30,427), Manse Council Tax of £304 (2024 £3,033) and Minister Expenses of £1,404 (2024 £4,379).
The net result is an increase in funds of £5,820 (2024 decrease £21,557) over the year to £16,678.
Note 8 shows the movement for each fund in detail.
## **Reserves Policy**
The Trustee’s policy is to invest, as far as possible, funds in the Church of Scotland Deposit and Income Investment funds. As at 31st December, investments held have a market value of £46,141 (2024 £54,725). These investments are designated between the Kirk Session Legacy Fund, the Fabric Fund and the Mission Fund as shown in note 8 to the accounts.
The Trustees review the financial position regularly and are satisfied that the funds held, together with the investments noted above, are sufficient to meet any unforeseen financial requirements over a six month period. At the year end the Church held unrestricted cash funds of £14,756. The funds held represent the various funds as shown in note 8 to the accounts.
The Trustees have assessed the major risks to which the Church is exposed and are satisfied that the systems in place are adequate to mitigate against exposure to any major risks and that the ongoing sustainability of the Church is assured.

## **Statement of Trustees' Responsibilities**
The members of the Kirk Session must prepare financial statements which give sufficient detail to enable an appreciation of the transactions of the Church during the financial year.
The members of the Kirk Session are responsible for keeping proper accounting records which, on request, must reflect the financial position of the Church at that time. This must be done to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006 and the Regulations Anent Congregational Finance approved by the General Assembly of the Church of Scotland in 2007. They are also responsible for safeguarding the assets of the Church and must take reasonable steps for the prevention and/or detection of fraud and other irregularities.

## **Independent Examiner's Report to the Trustees of St Margaret's Community Church of Scotland**
I report on the accounts of the charity for the year ended 31 December 2025 which are set out on pages 9 to 16.
## **Respective responsibilities of trustees and examiner**
The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).
The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
## **Basis of independent examiner’s statement**
My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006 (as amended). An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
## **Independent examiner’s statement**
In the course of my examination, no matter has come to my attention
1. which gives me reasonable cause to believe that in any material respect the requirements: to keep accounting records in accordance with Section 44 (1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and
- to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations have not been met, or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **7 Trustee Remuneration and Related Party Transactions**
During the year the Minister received reimbursement of expenses totalling £1,404 (2024 - £4,379) and Council Tax for the Manse was paid of £304 (2024 - £3,033).
Mrs I Cunningham, an elder of the church, received £1,709 (2024 - £1,365) for services provided as Church Secretary.
Mr M Giraldas, an elder of the church (retired Oct 25), received £0 (2024 - £930) for services provided as Church Officer.
The following trustees are also trustees of The Touch Trust (Dunfermline) SC048217: Rev I Greenshields
Mrs I Cunningham
The Touch Trust provided cleaning and caretaker services throughout the year and the church paid £4,170 for these services (2024 - £4,828).
Other than as noted above, no trustee, or person related to a trustee, had any personal interest in any contract or transaction entered into by the charity during the year and, other than the Minister, no other trustee received reimbursement of expenses.

## Purposes of Designated Funds
Kirk Session Legacy Fund: The Trustees have set aside the capital from the R Kerr Legacy as contingency reserve for any major work.
Drop In Cafe Fund: Income and expenditure of the weekly Drop In Café. Parish Fund: Historic fund to help the needy in the Parish. Fabric Fund: fund for the upkeep of the church and its buildings Mission Fund: fund to expand the mission and outreach of the church
## Purposes of Restricted Funds
Flower Fund: This is a fund to provide flowers for display during services of worship. New Roof Fund: This is a fund to assist with the cost of the upkeep & re-roofing of the Church. Energy Survey Fund: This is the grant money received from the Church of Scotland for an energy survey. Spiritual Development Fund: This fund is used to provide people with the chance to study and extend their knowledge and understanding of spiritual matters within the Church of Scotland. Church Chairs Fund: This is a fund to replace church chairs as required
New Cooker Fund: A fund from the Community Council to purchase a new cooker for the church kitchen Manse Renovation Fund: This is a fund from Church of Scotland to carry out renovation work on the manse Other Restricted Funds: This includes the balances for Let's Connect Funds and Singing in Harmony Fund.

## **9 Minister's Stipend**
All Church of Scotland congregations contribute to the National Stipend Fund which bears the costs of all ministers' stipends and employers contribution for national insurance, pension and housing and loan fund. Ministers' stipends are paid in accordance with the national stipend scale, which is related to years of service. For the year under review the minimum stipend was £32,433 and the maximum stipend (in the fifth and subsequent years ) was £39,856.

## **12 Volunteers**
In common with all congregations of the Church of Scotland, the congregation benefits from the contribution made by volunteers who give their time and talents willingly for the benefit of the Church. The areas of congregational life which rely on the contributions of volunteers are many and varied and much of the activity would be unable to continue were it not for the commitment shown.
## **13 Basis of Accounts Preparation**
The accounts have been prepared on a Receipts and Payments basis.
