STRucfuRE, GOVERNANCE AND MANAGEMENT
Structure, Governance and Management
St Peter's Episcopal Church.. Stomoway is an uninmrporated as9xiatson, governed by a constitution da￿j
1875 and last amended in 2022. As a mermber cong￿gatIon of the Diocese of Argyll and the I￿e5 In the
Scottish Episcopal Church, It is also governed by CanDn Law and the Digest of Reg)lutions of the Scottish
Episcopal Church. The management team of the Church is known as the Vestry. For the wrposes of
charitr'es law, the memiErs of the Vesty are the Charty Trustees of the Church. Details of the Vestry
members are given on page l.
Apart from the Rector, ordinary Vestry members are elect&1 by the CongregatK>n at the annual meeting.
The Treasurer and Secretary are ap￿inted by the Vestry ar￿ do not have to be elecied at the annual
meeting. At least one ffember retires at the annual meeting, generally the1ongest serving and will not I
eligible to be r*elected that year. If the￿ is mre than one member in that category, the member to retire
shall iE cho*n by lot. The Rector's warden is apwinted by the Rector. The RectOT is appointed by the
Vestry and the &'shop of the Ditxese.
New vestry members are given an induction pack outlining their roles and re5pon9bilities. The vestry
secretary regularly updates other members of the vestry on relevant change5 in legislation and pract
relating to charities
Relationship with Diocese and Pmince
St Peterfs Episcopal Church: Stornoway is supry)rtLxl by the DICKe￿ and the Province through the pastoral
oversight of the Bishop, ￿ntral support funthons provided at Di0￿$an level and grants from central funds.
The d)urch is represented at DIc￿eSan ￿Ve1 by the Rector and the Lay Representative. As a member of
the SEC, St Peterfs has an obligabon to contribute to the costs of the Di(tese and the Prownce through
payment of an annual 'quota'. This amount is based (M) the rdative level of ino)me of the chtjrch in
comparison with that of other churches in the Dia￿Se and Provin￿.
Vestry Responsibilities
The vestry Is respDnsble for rnanaging and safeguarding the assets Df the church, and assist the Rector in
matters affecting the spiritual welfare of the corvjregation. They are also respc>nsible for keeping proper
accounting records and ensuTing that the accounts are prepared in accordan￿ with the tems of the
Charities and Trustee Investment {Scotland) Art 2005 and the Charities Accounts (Scotland) Regulations
2006. The vestry regularly considers the risks fa￿d by St Peterfs and ensures that appropriate risk
management prO￿dureS are in pla￿ to mits.gate those risks.

FINANCIAL REVIEW
Results for the year
The re￿iptS and payments account for the year is set out In pages 5 to 10.
At 30 Septemtrtr 2025 the Unrestricted General Fund had a balance of £10,404 (2024 - £5,158). [￿e to
the delay in recewing the Mad(enzie TrLJSt funding for 2025, the Unrestricted Designated Fund ￿lating to
the St Molvag s Restoration, which at 30 September 2024 had a balance of £20,000, was transferred back
to the &neral Fund. Tr intention is to restore the designated fund orKe the Mackenzie Trust fvnding has
been r￿1ved. Restricted funds as at 30 *ptember 2025 were made up from the St Moluag's Restoration
Fund £5,927 {2024 - E2,(NJO), the Windows Fund £14,99812024 - £14,998}, the Misson Seed Fund £61
12024 £111, the A￿ar Flower Fund É228 {2024 - £2551, the Sister Clare Mefflorial Fund £500 (2024
£5001, the Special Collections Fund £613 12024 - NIL), and the Pilgrimage Fund (previously named the
lona Pilgrimage Fund) £880 {2024 - £8801. Total reserves arnounted to £33,611 (2024 - £43,802}. The
investments in the S￿￿'sh E￿.￿0PaI Church Unit Tr￿ P(x)I were sold duriThJ the year, realising a totsl of
É31,099.
Reserves Policy
St Peterf5 Episo)pal Church.. Stornowavs ￿serveS fall into the category of U￿r￿tricted and restricted funds.
UnrestriLtsd funds can iE spent on any relevant acbvity,. restrirted bjnds can only be spEnt on a defined
activity.
The Vestry has adopted a policy of trying to maintsin a level of unrestrlrted reseNes sjch that, in the event
of a sgnificant drop in income, the church would be able to maintsin its current level of activity.es for a
reasonable periLKI until replacement funding is obtained.
Investment poltcy and objectives
Monies which are not needed tr) fund day to day expend￿ure, are invested in the Scottish Episcopal Church
Unit Trust Pwl (UTP}, administered by Baillie Gifford. The investment pxjlicy of the LtfP, which accords
with that of the vestry, is to earn a return on the assets, over the long term, sufficient to maintsin the rea1
value of the distribution to unit holders. The has developed an ethical investment policy. No
investrTtnts will be made in companies which derive more than 150A of their revenue from tobacco,
gamblin9 or armaments. The majority of the Ltrp is invested in UK equities.
CONCLUSION
The members of the Vestry would like to thank all tho* who C￿tribute their tirrt, energy and money
generously to ensure the continuation and development of St Peter's Episcopal Church: Stornoway as a
ntre of worship and a ftKus for the community.

Respectlve responsibilitles of trustees and examlner
The charity's trustee5 are responsible for the preparation of the accounts in accordance with the terms of
the Charities and Trustee Investment (Scotlandl Act 2005 and the (harities Accounts Iscotland)
Regvlatsons 2006. The charity trLJStees conyder that the audit requirement of Regulation 1011) (d) of the
Accounts Regulabons d(Es not apply. It is my reS￿nsIbilIty to examine the accounts as required under
sertion 4411) Ic) of the Act and Io state whether particular matters have come to my attention.
Basis of independent examinerfs ststement
My examination is carried out in accordance with Regulation 11 of the Charities Acrounts (Scotlandl
Regulations 2006. An examinatK)n includes a review of the accounting records kept by the charity and a
comparison of the accounts presented with those records. It also indudes consideration of any unusual
items or disclosures in the accounts, and See￿ explanations from the trustees Con￿rning such matters.
The pr(Kedures undertaken do not provide all the eVKJell￿ that would required in an a￿lIt, and
conseqijently I do not express an audit opinion on the view giveri by the accounts.
