5trutture, governance and management
Governing L￿cUment
The Church operates under the Unitary Constltution of The Church of Scotland.
Recruitment and oppointmentof trustees
Members ol the Kirk Session are the Charity Trustees along with the Treasurer. The Kirk
Session members are Elder5 of the Church and have been chosen from those members of the
Church who are £onsidered to have the appropriate gifts and skills. The Minister. who is a
member of the Kirk Session, is elerted by the Con8re8ation and indurted by the Presbytery.
The Congregation has an adopted procedure for the appointment, ordlnatlon and induttion
of new Elders but no new Elders have been ordained or inducted during the year.

The Kirk Session is resporisible for the spiritual affalrs wlthin the Church and Is chaired or
moderated by the Minister. The duties of Session Clerk were carried out by the Minister in
the absence of an appointed Session Clerk. Th@ Kirk Session is responsible for all
adrninistrative aspects of the Congre8ation.
The Congregation typical￿ meets on at least one occasion during the year to transact the
business of the Stated Annual Meeting. Additional Congregational meetings are convened as
and when necessary to attend to any urgent. unplanned business which may, from time to
time. arise.
Worship was held in the St Andrev/s Building and has been attended by a small group.
generally of up to 30-35 people. Music is provided by the Praise Band, and services continue
to be broadcast on YDuTube usin8 recording equipment loaned to the Congregation by Crieff
Connexions.

Objectlves and activlty
The Church of Scotland. of which Crieff Parish Church of Scotland (the Church) is a part, is
Trinltarfan In docrrine, Reformed in tradition and Presbyterian in polity. It exists to glorify
God and tD work for the enhancement of Chrisys Kingdom throughout the world.
As a national church, the Church acknowledge5 its distinctNe call and duty to brin8 the
ordinances of religion to the people in every Parish of Scotland through a territorial ministry.
It co-operate5 With other Churches in various ecumenkal bodies in Scotland and beyond.
Crieff Parish Church of Scotland is the sole Church of scotland Congregation in the town and,
as Such, r( Is the Pansh Church. It is an amalgam of the former Church of Scotland
Congregations of St Michael's Churth, St Andrews Churcb. Crieff South and Monzievaird
Church. The present minister is the

At the beginning of the year the Church had access to and responsibility for three buildings
all of which are owned by the Church of Scotland General Trustees.. the former Church

and the Manse which is the home of the Minister and his family.

Church Or8anlsatlon$
The following Church organlsatlons continued dunng 2024 a Prayer Group. The Guild and
Friday Club. The Flower Group continued in the provision of flowers for Sunday Worship. A
Summer Holiday Bible Club took place with the assistance of Scripture Union.
Wider Mission
The CAP Debt Centre in Crieff continued to operate during 2024 and Crieff Parish Church
remains the lead Church locally in this work. The finances of CAP Strathearn continue to be
managed by the Parish Church Treasurer and their funds are held separatety and shown as a
Restricted Fund in these financial statements at note 12.
Crieff ConneKions, where ￿￿are Trustee5, remain a
mission partner wtthin the CongregatlDn. This c.iaiity is 5epdr<l:e from Crieff Parish Church
and independentlyfunded separateWfrom the CongregatiOT), and it supports a wide range of
community enterprise activities for the town. Its website is www.crieffconneKions.or
Athievements and Perfomiance
As reported last year, falling membership and reduced attendance at worship have
characterised Church life in retènt years with an attendant krK>d( on. adverse impact on the
Finances of the Congregation.
These are dlfflculr tlmes and the TrLStees, having received regular financial reports from the
Treasurer during 2024, are in no doubt as to their responsibilities for finante. for mana8ing
the Charity's affairs in a responsible vjay and in a manner which aims to ensure continuing
suNival into the future. This, cornbined wtth the fact that many trustees are of more
advanced age, provides additional challenges. The detail of this financial struggle is outlined
below in the Financial Review.

Flnancial Revlew
The financial results of the Charity for the year ended 31 December 2024 are set out in the
Receipts and Payments account on page 8. The year-end Statement of Balances is given on
page 9 and a breakdown of many of the headline figures shown in both these statements,
along with comparative figures for the year ended 31 December 2023. More information can
be found in the detailed notes on page 10 and beyond.
For the third year runnin8 the year was a difficult one from an operational level. The
operational result in the General Fund is a deficit of £15,38712023 - £17,477). funded by the
sale of investment and transfers from other funds.
Overall, in the last three years the
operational deflcit amounted to £57.868 (2023 - £42.481).
At the end of December 2024 there was no general fund, and the 'rainy dav Legacy fund
investments had fallen from £46.681 to £41,189. Sale of investments during the year helped
fund the current year cash flow deficit.
At the yearend the Statement of Balances shown in the CharityAttounts can be summari5ed
as totalling £133,099 (2023- £131,020). It must be bome in mind that of this sum, £68.861
{2023- £80.891) is held as Restricted Funds and £23,04912023-£3,4481 which include5funds
mostly realised from the Consolidated fabric fund at 121 George Street totalllng £19,205 plus
£500 donation transferred into a fabric fund to facilitate the installation of a new heating
system in February 2025 are designated. The remaining designated funds are part of the
legacy fund previously mentioned.
Reserve5 Pollcy
A summary of the Reserves of the Charty is noted in the Financial Review and note 12 shows
the split between restricted reserves. designated unrestricted reserves and discloses a Sum
of £nil {2023 - £nill held as an unrestricted reserve.
This unrestricted balance is signtficantly less than the recommended level of 6 months of
available expenditure which Charities should aim to have in their general fund. However, to
allow the Congregation to continue to operate in these difficult circumstances, it will be
possible to draw down on funding held in the Legacy Fund which is currently set at £41.189
12023- £46,691).
The Trustees are aware that at the rate of deficFts generated over the last three years this
legacy funding could be extinguished in little more than two years.

The Trusteos are responsible for p￿parIng these financial statements which give sufficient
detail to enable there to be an appieaation of the finances and the finanaal transacElons of
the Congregation during the year.
The Trustees are reswnsible for keeping proper accounting records which disclose with
reasonable acoJr3cy the financial wsrtion of the Charity and which enable them to ensure
that the Financial Statements comply with the Charities and Trustee Investment (Scotland)
Act 2005 and the Charkties Accounts (Scotlandl Regulation5 2006 la5 Amended). together with
the Regulations Anent Congregational Finance approved by the General Assembly of the
Church of Scotland in 2IXJ7. They are also responsible for safeguarding the assets of thÈ
Charity and hence for taking all reasonable steps for the prevention and detertion of fraud
and other irregulèrities.

Note 12 of thesefinancial statement5 sets outthevarious unrestrIrt￿ Designated Funds and
the Restricted Funds which form a partof the activities of the Charity. The use5 and purposes
of each fund listed at note 12 are described below.
Unre5trirted Deslgnated Funds
Legacy Fund
Thisfund is to hold legacies given tothe Church Witho￿ restriction. the use of which (an be
determined by the Trustees. This fund was established from the legacy of £89,C￿0 received
from the late
Soclal Funds and Teo and Coffte
These fund5 carry any surplus from Social related activities with the objective of usinE any free
funds to help purchase catering related equipment. This fund accommodates the finances
associated with the supply of refreshments followin8 Sunday Worship.
Youth Fund, Sunday Seeker51SchoolJ Fund. The Gulld, Rower Group and the Friday Club
The attivities of each of these groups whith operate in the life of the Church are described in
the TrustÉe's Report. Each 8roup operated under the Congregation's Charity reference
number and a5 such the outcome of thelr flnanclal actlvlties Is amalgamated into the full
Church financial statements. Each group which remains operational appoints an approprtate
individual to record the financial transartions and all groups operate separ3te bank accounts.

Fobrlc Fund
During 2024 four monies were upltfted from the Congregation's Consolidated Fabric Funds
held at 121 George Street. Edinburgh for the purpose of replacing the heating system in the

This fund has origins dating back to 1921 stemming from a legary from the late

Acheson Bequest Fund
The estaie of the late￿ dated 1975 made provision for a legacy to the former
Crleff South and Monzievaird Church. There are no specific restrirtions as to its Use and the
Income from this fund is repatriated to the general fund to help meet local congregational
needs.
Christina Low Fund
This fund has the specift stipulation thatthe annual income should be used for the'sunday
School Christmas Treat and Sunday School Outin<.
Welr Fund
Crieff, South and Monzievaird Church received a legacy of £2,6(NJ from the late Miss Weir on
4 July 1920 with the stipulation that £500 be used forthe general schemes of the Church as
the Minister and Kirk Session shall see fit, £500 be used for Foreign Mission Schemes of the
Church, £500 be used for Women's Foreign Mission Fund. £100 be used for the Poor of the
Church and £l,OCh) be directed 'to funds subscribed by members of the Church for the
purpose of the central Fund of the Church.. A¢cordin8Jyi annual income from this fund is
repatriated to the General Fund to help meet the annual central misslon contrlbutlon.

Hendetson Fund
Historically income from thisfund was used for 8enevolent purposes, however as the income
is very small each year due to low prevailin8 interest rates. it has been credited to the seneral
fund for use towards the ongoing running cost5 of the Congregation.
Play Leader
Funding provided specifically to be used to pay for a play leader to work with young people
in the Congregation is transacted through this fund.
Christians Against Poverty
The Congregation participates in the activities of Christians Against Poverty which operates in
the local area. A £50 monthly contribution is funded from contributions given by individual
members of the Congregation and hencethetransactionsare refletted through this restricted
fund.
Drop In Café
Funding was secured in Financial Year 2017 and earlier to help finance the costs of running a
regular outreach drop in café in Church premises.
CAP Stratheorn
As fully reported in the Trustees Report, Crieff Parish Church was appointed lead Church as
part of the formation of Christians Against Poverty ICAPI in Strathearn. CAP Strathearn
finances are channelled through Crieff Parish Church and are held separately as a restritted
fund.
