1. Structure, Governance and Management
Governing Document:
Hospital Road Community Association (HRCA) operates as an unincorporated community association governed by a written constitution adopted by members.
Trustee Recruitment and Appointment:
Trustees and committee members are elected annually at the Annual General Meeting. New trustees are nominated by members and assessed for suitability according to the association’s constitution and CCNI best practice guidelines.
Management:
The committee oversees all activities of HRCA, supported by volunteers and staff. Day‑to‑day delivery is coordinated by the Youth & Community Support Worker and approved by the Chair and Treasurer.
2. Objectives and Activities
The Association exists to:
Advance education and personal development of children, young people and families.
Promote community development and social inclusion for residents of Hospital Road and the surrounding area.
Provide positive recreational and cultural opportunities that improve wellbeing.
Public Benefit:
All activities are designed to provide public benefit in line with the Charities Act (Northern Ireland) 2008. No private or personal gain is derived by trustees or staff.
Our work benefits children, young people, families, older residents, and those facing isolation or disadvantage in Omagh.
3. Achievements and Performance 2024 – 2025
HRCA successfully delivered a wide range of projects and community events, including:
Limitless Youth Club : weekly sessions for young people 13+ with additional needs; funded by Radius Housing and Arbour Housing.
Easter and Christmas Family Events: over 100 attendees at ‘Winter Wonderland’ and an inclusive Easter Fun Day supported by local partners.
Summer Camps: two 2‑week programmes for young people aged 9–13 and 13+ with special needs.
Fight2Thrive Programme : boxing and resilience training improving physical and mental wellbeing.
Kickstart Change Football Programme: using sport to reduce anti‑social behaviour and build teamwork.
Building Lasting Relationships : a 9‑month cross‑community and youth relations project funded by The Executive Office.
Volunteer Training & CPR Workshops : enhancing safety and skills for staff and community members.
HRCA also hosted intergenerational events, craft training, and environmental initiatives including a community clean‑up and seed‑planting day.
4. Financial Review

2025– The charity remains financially stable with sufficient reserves to meet planned activity for 2026.
Funds were used solely for charitable projects and operating costs. No trustee remuneration or loans were paid.
5. Future
For 2025–2026, the Association aims to:
Expand the Limitless Youth Club.
Deliver further cross‑community initiatives with The Executive Office.
Develop new adult wellbeing sessions under the Community Health & Learning Programme.
Upgrade digital and creative learning equipment for youth activities.
Continue partnership work with Radius Housing, Arbour Housing, NIHE and Fermanagh & Omagh District Council.
6. Statement of Risk Management
The trustees regularly review operational and financial risks. Adequate controls and insurance are in place for safeguarding, health & safety, and data protection. Financial statements are reviewed quarterly by the committee and independently examined annually.
7. Reserves Policy
HRCA aims to maintain a minimum reserve of three months’ operating costs to ensure continuity of community services.
At 31 March 2025, unrestricted reserves stood at approximately £5,700, meeting this objective.
8. Independent Examination
An Independent Examiner’s Report has been prepared in accordance with section 65 of the Charities Act (Northern Ireland) 2008, confirming that:
Proper records were kept.
Accounts agree with the underlying books; and
No material concerns were identified.
9. Trustees’ Declaration
The trustees declare that they have approved this report in accordance with the Charities Act (Northern Ireland) 2008 and relevant regulations.
