The Trustees, Report contains the information required to be provided in the Truslees, Annual Report under the Statement of Recommended Practice (SORP) guidelines. The charity is a registered charity and hence the report and results are presented in a form which complies with the requirements of the Companies Act 2006 and, although not obliged to comply with the Statemenl of ReGommended Practice applicable in the UK and Republic of Ireland FRS 102. the organisation has implemented its recommendalions where relevant in these financial statements. Mission, Objectives and Strategy Mission Ststement Since our last AGM in October 2023 CANS continues to develop apace and the Board wishe5 to acknowledge the hard work of our staff. sessional stsff and volunteers. We remain twe to our mission to improve the mental health and quality of life of people from minority ethnic groups through talking therapies and other support and our vision of a future in a jusl. supportivé and inclusive society. which recognises the importance of mental health. In everything we remember our values of respect, honesty, Confidentiality, person centred care. and excellenGe. Objectives Stsff Mr Lekan Ojo-okiji Abasi and Ms Junta Naumane conlinue as Clinical Coordinator and Assistant Clinical Coordinator respecttvely and are joined by part time administrative assistant Dasha Hanzharova. Francesca A Dada continues as a salaried part time counsellor supported by sessional counsellors and interpreter5. Counsellors and therapists Our counsellors and therapists are from BAME communities and are all trained to work with professional interpreters who are an integral part of our team. They are trained in EMDR and other psychological therapies e.g CBT. Our counsellors continue to deliver a professional. high quality setviGe for people from the BAME community living in Northem Ireland with care and compassion. We are also indebted to everyone who has supported CANS in a voluntary capacity. Fundraising We would like to thank Nisha Tandon for her time as fundraiser and business development officer and to welcome back Mr Paul Atherton. The National Lottery Community Fund (TNLCF): BAME Counselling Project £284,168.00 over 3 years from September 2022 to fund 1 part time Clinical Co-ordinator Salary . 2 part time Counsellorfs Salary ' 1 part lime Book- Keeping & Admin Support salary. We are finalising an 'end of granl, report and have made it through to the final stages of a further application is for £302.472 over 3 years. Evaluation for Big Lottery Thank you to Alison Keenan from EOS who undertook this evaluation.. Summary- 'Between September 2021 and March 2024, CANS provided support to 715 individuals. 58'h ¢lients were female and 450/0 were male Two thirds of clients were from a Black, Asian or Minority Ethnic background, and many ol the remainder although not from a BAME background were not native English speakers. 94/0 Glients rate the counsellor I therapist's performance as very good or good" Dormant Account (managed by TNLCF).. £64,492 annually (50 % of which we have received for this financial year) is for the part time Business Development role and some other cosls. The funding Tuns to September 2025. Henry Smith Trust= £117,500 over 3 years which pays for the Deputy Clinical Coordinator salary. Grants= We have received £2500 from a joint project with Mindwise funded by CFNI and Oak Housing. Children in Need= In June 2023 the Board. responding to a proposal from the Clinical Coordinator and some counsellors agreed that there is recognised need to for specialist work with BAME young people and their families. We are delighted Ihat we have been successful in an application to CIN for £43,700 over 3 years for a pilot youth project. Pending Applications National Lottery Community Fund.. as mentioned above. We await a decision in December 2024. Halifax Foundalion.. We have applied for £40.000 over years for core Gosls and await a decision in December 2024. Peaceplus.. CANS is part of a consortium bidding for Belfast City Council Peace funding. We a￿ applying for £45,000 over three years. Belfast City Council and Health Trusts appli¢ation for two smaller grants of £5,000 and await a decision in December 2024. CANS delivered 480 counselling sessions over 2.5 years with interpreting for 60 people. CFNI - Wesleyan Assurance Fund.. £10,000.00 November 2022 - October 2023 CANS delivered 96 Mental Health Awareness Workshops for new entrants Children and Young People. Premises Financial and IT updatss Recognising the importance of digitalisation CANS has almost completed the implementation of finan¢ial, clinical and office management IT systems. We believe this is essential to the development of CANS moving forward. We are indebted to the finance committee, accountant, staff and everyone who continue to 5UPPOrt these developmenls. ANNUAL REPORT for the financial year ended 31 March 2024 Sadly, over the summer, racism which is so often unseen erupied into parades and violence which brought, in particular, racism and Islamophobia into plain sight. This deeply affects the mental well being of our clients, staff, counsellors, interpreters and many Board members and their families. We remain convinced that CANS provides much needed unique client centred service. Our Board and counsellors see Ihe need for CANS in their work and in their own communities. As we look forward, we are embedding ongoing changes in structure and technology so we can build on the growth of the past years and continue to develop the work of CANS increasing the depth of psychological therapies we offer and the number ofclients we can help. Flnancial Review The results for the financial year are set out on page 9 and additional notes are provided showing income and expenditure in greater detail. Financial Results At thé end of the financial year Ihe charity has assets of £133,973 (2023 - £123,630) and liabilities of £18,436 {2023 - £27,318). RESPONSIBILITIES for the financial year ended 31 March 2024 The Iruslees. who are also directors of Counselling All Nations Service {CANS) for the purposes of company law, are responsible for preparing the financial statements in accordance with applicable law and regulations. Company law requires the trustees as the directors to prepare financial slalements for each financial year. Under that law Ihe trustees have elected to prepare the financial statements in accordance wilh United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law) including FRS102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland" Under company law the trustees musl not approve the financial stalements unless they are salisfied that they give a true and fair view of the state of affairs of the charity and of the net income or expenditure of the charity for Ihal period. This report is made solely to the charty's members, as a body, in accordance with Chapter 3 of Part 16 of the Companies Act 2006. My work has been undertaken so that I might compile thé financial statements that I have been engaged to compile, report to the Board of Trustees that I have done so, and state those matter5 that I have agreed to slate to them in this report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the chartty's members. as a body, for my work, or for this report. Respective responsibilitles of trustees and examlner The charity's trustees {who are also the direGtors of the company for Ihe purposes of company law} are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006. The charity's trustees consider that an audit is not required for this financial year under Chapter 3 of Part 16 of the Companies Act 2006 and that an independent examination is required. The registered office of the charity is Chinese Welfare Association, 1 Stranmillis Embankment, Belfast, Co Antrim, BT7 1 GB which is also the principal place of business of the charity. The financial slalements have been presented in Pound {£) whi¢h is also the functional currency of the charity. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The following accounting policies have been applied consistently in dealing with items which are considered material in relation to the charity's financial statements. Basis of preparation The financial statements have been prepared on the going concern basis under the historical cost convention, modified to include certain items at fair value. The financial statements have been prepared in accordance with the Statement of Recommended Practice {SORP) "AcGounting and Reporting by Charities preparing their accounts in accordano with the Financial Reporting Standard applicable in the UK and Republic of Ireland FRS 102" As permitted by the Companies Act 2006. the charity has varied the standard formats in that act for the Statement of Financial Activities and the Balance Sheel. Departures from the standard fomiats are to comply with the requirements of the Charities SORP and are in compliance with section 4.7, 10.6 and 15.2 of that SORP. Statement of compliance The financial statements of the charity for the financial year ended 31 March 2024 have been prepared on the going concern basis and in aGcordance with the Statement of Recommended Practice (SORP) "Accounting and Reporting by Charities preparing their accounts in accordanGe with the Financial Reporting Standard applicable in the UK and Republic of Ireland FRS 102" Cash flow statement The charity has availed of the exemption in FRS 102 from the requirement to produce a cash flow statement because it is classified as a small charity. Fund accounting The following are the categories of funds maintained.. Restricted funds Restricted funds represent income received which can only be used for particular purposes. as specified by the donors. Such purposes are within the overall objectives of the charity. Unrestricted funds Unrestricted fijnds consist of General and Designated funds. General funds represent amounts which are expendable at the discretion of the board, in furtherance of the objectives of the charity. Designated fvnds comprise unreslricted funds that the board has, at its discretion. set aside for particular purposes. These designations have an administrative purpose only, and do not legally reslrict the board's discretion lo apply the fund. Income Income is recognised by inclusion in the Statement of Financial A¢tivities only when the charity is legally entitled to the income, perfonnance conditions attached lo the item{s) of income have been met. the amounts involved can be measured with sufficient reliability and il is probable that the income will be received by the charity. Income from charitable activities Income from charitable activities include in¢ome earned from the supply of Services under contractual arrangements and from performance related grants whiGh have conditions that specify the provision of particular services to be provided by the charity. Income from government and other co-funders is recognised when the charity is legally enlilled to the income because it is fU￿illIng the conditions contained in the related fvnding agreements. Perfomiance based conditions: whereby the charity is contractually entitled lo funding only to the extent that the core objectives of the grant agreement are achieved. Where the charity is meeting the core objectives of a grant agreement, it recognises the related expenditure, to the extent that it is reimbursable by the donor, as income. Time based conditions.. whereby the charity is contractually entitled to funding on the condition that it is ulilised in a particular period. In these cases the charity recognises the income to the extent it is utilised within the period spe¢ified in the agreement. In the absen￿ of such conditions, assuming that receipt is probable and the amount can be reliably measured, grant income is recognised once the charity is notified of entitlement. Grants received lowards capital expenditure are credited to the Statement of Financial Activities when received or receivable, whichever is earlier. Expenditure Expenditure is analysed between costs of charitable activities and raising funds. The costs of each activity are separately accumulated and disclosed, and analysed according to their major components. Expenditure is recognised when a legal or constructive obligation exisls as a result of a past event, a transfer of economic benefits is required in settlement and the amount of the obligation can be reliably measured. Support costs are those fvnctions that assist the work of the charity but cannot be attributed to one activity. Such costs are allocated to activities in proportion to staff time spent or other suitable measure for each activity. Debtors Debtors are recognised at the settlement amount due after any discount offered. Prepayments are valued al the amount prepaid net of any trade discounts due. Income recognised by the charity from government agencies and other Go-funders, but not yet received at financial year end, is included in deblors. Cash at bank and in hand Cash at bank and in hand comprises cash on deposit at banks requirtng less than three months notice of wilhdrawal. STATUS The charity is a company limited by guarantee not having a share capital. The liability of the members is limited. Every member of the company undertakes to contribute to the assets of the company in the event of its being wound up while they are members, or within one financial year thereafter, for the payment of the debts and liabilities of the company contracted beft)re they ceased to be members, and the costs, charges and expenses of winding up. and for the adjustment of the rights of the contributors among themselves, such amount as may be required, not exceeding £ 1. 12.
