The Board of Belfast City Centre Chaplaincy Ltd (BCCC) has pleasure in presenting their report for the 2024
Financial Year.
This report is prepared in accordance with the Manual of Laws of the Methodist Church in Ireland and the
Statement of Recommended Practice "Accounting and Reporting by Charities (Revised 2015)"
The Board expresses deep gratitude to its Volunteer Chaplains for their generous giving of their time and for the
heart-felt pastoral ministry they provide in Belfast City Centre.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the
rinancial slatements and comply with Ihe charity's. the Companies Act 2006 and "Accounting and Reporting by
Charities.. Statement of Recommended Practice applicable to charits'es preparing their accounts in accordance
wilh the Finanual Reporting Slandard applicable in the UK and Republic of Ireland {FRS 102)" {effective 1
January 2019).
Objectives and activities
The Object of the Charity is the advancement of the Christian religion in Beffast and its surrounding areas by..
Provision of pastoral support lo all who work in Ihe city.
2. Outreach to the people of the city through evangelism, counselling. education and training.
Engagement wilh issues of justice, recon￿liation, faimess, equality and dignity as they affecl Ihe people of
the city-
4. Assisting local churches with their ministry in the cty.
Achievements and perfonnance
During 2024, the charity continued to build its frequency of presen￿ and therefore depth of ministry in existing
Belfast City Centre locations. In 2024 we commissioned 5 new Volunteer Chaplains. Our Lead Chaplain
continued to serve as VI￿ Chairman of the Board of the Belfast One Business Improvement District and
Chaimian of the 'Belfast City Centre Beat Poli￿. project.

Involvement
The company continually seeks to engage its volunteers in helping to strategically plan for the future. This is
facilitated through=

Time is regularly provided at Training Days to discuss the growth and direction of the Chaplaincy
A Volunleer VVhatsApp group where every volunteer is encouraged lo be active in generaling ideas
Financial review
BCCC is still a small Charitable Company. staffed by one part-time Development Officer (18 hours per weekl and
approximatety 35 volunleer chaplains. During this period sufficienl donations were received to meet the
company's financial obligations and to retain sufficient liquid financial reserves.
During the 2024 the Chaplaincy continued to build tls base of Volunteer Chaplains while developing Grant
Applications with The Methodist Church in Ireland's Home Mission Department and The Benefact Trust for an
increased scale of operalions. A successful Expression of Inlerest was also submtited to The Lauderdale Trusl,
which will result in a full application next year.
Structure, governance and management
Constitution
Belfast City Centre Chaplaincy {BCCC) was established as a pioneer mission project within Belfast Central
Mission Ltd. on 1 st July 2018, before being incorporated as a company in its own right on 22nd October 2019.

The Chaplaincy has been granted charitable status the Charity Cornmission in Northem Ireland and its
registration number is NIC108033.
BCCC is also govemed by the Constitution (Manual of Laws) of the Methodist Church in Ireland as set out under
the Methodisl Church in Ireland Act 1928.
Governance
Govemance of BCCC is provided by a Board of Trustees vthich meets four times each year. The Lead Chaplain
is responsible to the Board of Trustees for the 'day to day. running of the Chaplaincy.
Risk Management
The Board assesses the major risks to which the charity is exposed on an ongoing basis, in particular those
related lo Ihe operalions and finances of the company and is satisfied that systems are in place lo mitigate our
exposure to the major risks.
The principal risks facing BCCC relate to the safeguarding of vulnerable people wtth whom our volunteer
Chaplains interact. BCCC manages this risk through an initial training course and then ongoing training which all
volunleers must complete and through the oversight of the Lead Chaplain who is a fully trained Minister of
Religion. He is in tum assisted by two experienced Senior Chaplains. BCCC'S operating procedures require ant
safeguarding issue to be reported to the Chaimian of the Board immediatety and a detailed written report then
provided Ihe BCCC Board.

Future Developments
The Chaplaincy has maximised its growlh capacty based on the currenl staffing structure. In 2025 priority will be
given to securing ￿ndIng to build the staff needed to further grow and support the base of Volunteer Chaplains in
a suslainable way.
Going Concern
After making appropriate enquiries, the tnjstees have a reasonable expectation that the company has adequate
resources to continue in operalional exislence for the foreseeable fulure. For this reason they continue to adopt
the going concem basis in preparing the financial statements. Further details regarding the adoption of the going
concern basis can be found in the Accounting Policies.
Disclosure of infonnation of independent exmainer
Each of the persons who are Trustees at the time when this Trustees. Report is approved has confirmed that..
so far as that Trustee is aware, there is no relevant independent examination infomialion of which the charity's
independenl examiners are unaware, and
that Trustee has taken all the steps that ought to have been taken as a Trustee in order to be aware of any
relevant independent examination infomation and to establish that the charity's independent examiners are
aware of that information.

STATEMENT OF TRUSTEES RESPONSIBILITIES

The Trustees (who are also the direclors of Ihe Company for the purposes of company law} are responsible for
preparing the Trustees, Report and the financial statements in accordance with applicable law and United Kingdom
Accounting Standards {United Kingdom Generalty Accepted Accounting Practice).
Company law requires the Trustees to prepare financial statements for each financial . Under company law, the
Truslees must not approve the financial statemenls unless they are satisfied that they give a true and fair view of
the state of affairs of the Company and of tts incoming reSoUr￿S and application of resources, including its income
and expenditure, for that period. In preparing these financial statements, the Trustees are required to..
select suitable accounting policies and then app￿ them consistentty.,
observe the methods and principles ofthe Charities SORP (FRS 102).,
make judgments and accounting estimates that are reasonable and prudent.,
state whether applicable UK Accounting Standards (FRS 102) have been followed, subject to any material
departures disclosed and explained in the financial statements-
prepare the financial statements on the going cOn￿M basis unless rt is inappropriate to presume that the
Company will continue in business.
The Trustees are responsible for keeping adequate accounling records that are sufficient to show and explain the
Company's Iransaclions and disclose with reasonable accuracy at any time Ihe financial position of the Company
and enable them to ensure that the financial statements Comp￿ with the Companies Act 2006. They are also
responsible for safeguarding ihe assets of Ihe Company and hence for tsking reasonable steps for the prevention
and detection of fraud and other irregularib'es.
