Governance Arrangements
Pharmacy Forum Nl (the Forum) is the professional leadership body for all pharmacists
registered to practice in Northern Ireland. The elected Board Members of the Forum are also
the Trustees of the C W Young Charitable Award. The remit in which the Forum and Trustees
operate is set out in a legal scheme of delegation between the Pharmaceutical Society Nl and
the Forum.
Background
The Pharmaceutical Society Nl is legislated through the 1976 Pharmacy Order {Nl) and
subsequent amendments in 2012 to regulate and to provide leadership for the pharmacy
profession in Northern Ireland.
Pharmacy Forum Nl was set up in 2011 to provide the professional leadership function
enabling the Pharmaceutical Society to have a regulatory and leadership remit and yet achieve
the separation of function consequent to the Government's wish to decouple professional
leadership and regulation.
A legal scheme of delegation exists between the Pharmaceutical Society Nl and the Pharmacy
Forum Nl. It outlines the remit, delegate powers and responsibilities of the Pharmacy Forum
Nl specifically in relation to C W Young Charitable Trust under section Delegated Functions to
the PharmL7Cy Forum Management Board, Item I, Delegated functions to the PFMB, I (b) To
promote pharmaceutical education and applicotion of pharmaceutical knowledge.

Every year the C W Young Charitable Trust meets this purpose by awarding research grants up
to a total amount of £7,500 to applicants.
The Fund is in honour of Charles William Young, Head of Department of Pharmacy in Belfast
College of Technology from 1929-1960.
Pharmacy Research
During the reporting period there were two 5ucce5sful applications made for funding.
Dr Sharon Haughey and Fiona Hughes were the recipients of £2,500. The project was
entitled, "Exploring Experiential Learning (ELI in an Updated MPharm Programme., This Study
was aimed at exploring the needs of pharmacy supervisors and trainees during experiential
learning; and,
£5,000 was awarded to Dr Aaron Courtenay, Dr Deborah Lowry and Dr Oisin Kavanagh to
fund their project entitled MeDeSin Study Part 3.. Valuing community pharmacy services in
Northern Ireland
remote provision of care. Following the succe55 of two earlier phases of
the study funded by C.W. Young Charitable Trust in 2021 and 2022, thi5 final phase of research
aims to explore the provision of wrap around pharmaceutical care in the community following
the outcomes of the MeDeSin Nl Study Part 2 {2022). The project develops educational
frameworks for practice sharing and explores telehealth and supports services in community
pharmacy.
Impact of Covid-19
In terms of considering the impact of the Covid-19 pandemic, it would be deemed minimal in
terms of delivery of any future activity of the charitable fund. The Fund is awarded each year
to applications deemed successful as assessed and judged by a panel of members from the
Pharmacy Forum Nls Education, Training and Research Committee. The Covid-19 pandemic
has indeed provided the need for valuable pieces of research.
Financial Position of C W Young Charitable Trust
A review of the charity's financial position at the end of the year was provided in the
Pharmaceutical Society Nl's Annual Report 2022-23. The Annual Report was laid before the

1976 by the Department of Health in the last quarter of 2023. As of 31 May 2023, C W Young
