The Market Development Association (MDA) was established in 1995 to promote the woll-being of all residonts living
in the Market area of South BelFast. It aims to develop the community into on8 where peop16 want to Ilve, work, and

residents, by adopting a community development approach. The MDA engages with statutory agèncles. government
departments, political representatives, the prlvate soctor. and other stakeholders to advance tho development of Ihe

Our Community W8alth Buildlng 8trand lakes In both physlcal regeneration and economlc d9velopment projects. and
ranges from support for individuals wilh employablllly tralnlng. through lo spatial planning and the development and
delniery of18rge e¢onomlG regeneration projects.
Regeneration & Economlc Development- we continued to devolop wider housing and economlc davelopmen14ed
regeneration plans for the area. Th1$ included progressing ihe pre-applicalion discussion {PAD) for the Tunnels Project
wllh BCC planners, wflning plan5 for the her118ge Centreltenement museurn experienoe al Sussex Place, and a social
economy backpacker hostel. Several fundlng applications w8r8 lodged r8gardlng these prolecls, and the hostel secured
outline planning, as part of a wlder parcel of land zonod for oommunity infrastNclure, and cooperative and social
economy development. W& continuè to make steady progress on thls front.
Stewart street- a particular highlight tr) dose out the year was securing the large sit8 at the luncllon of Stewart
StreoVEasl Brldge Street for a housing-led regeneralion scheme, This site had been a concem for residents for ov8r
50 years, and over Ihe last decade was subject to an extendod planning dispute whiGh Saw Ihe community go through
two plannlng committees. a judicial review, and an Inqulry by the Ministerial Advi80ry Group. The housing4ed
regen8r8tlon wlll go somo way to meating the communlky's Sustainability needs, a wider clty housing need, and wider
economic regeneratlon In th8 aroa, partl¢ularfy as it now unlocks th8 Tunnels Prolect.
Employability Training Support.. in 2022r2023 92 r88idents were supported thrO￿h employabillty Iralnlng at a total
ost of £33,500, This equates lo approximately 4QA of the local populatlon or 15% of households. 35 of those supported
were women. 38Yo of trainees, at a cost of £14,700. or 44% of th8 total t￿ ining spend. The sectoral breakdown of the

R8buikling tha Local Economy.. A survey was drafted based on a vafiely of sour(*s, such as YouGov po118 and
Trad6 Unlon suNeys. The resultwas a 170-questlon suwey broken into 10 sections ￿VerIng a variety of issues relevant
to 8conomlc life In the area. The survey was produced as a hard copy, and kn copies were distributed to each
household in the area In a pack along wlth a cover latter. It was also 8vallable onllne vla Surveymonkey, The survey
was launched in October 2022. Survey colloction look k)nger than origlnally Intended, due to adverse weather,
resources being redirected to deal with the cost of Ilvlng @tc., and Ihus extended Into the late sprfro of 2023, Al (he

94 New Homes se￿re Planning- linking in with tho reg￿eratiOn oulputs above. the most significant houslng
out(x)m8 for this financlal year was securing 94 new homes in the are8 at the BCC planning ￿MMIttee In June 2022
for th6 vacant land belween th8 cnmmunity and the Gasworks business park, which had previou81y been thè sit8 of
some of tho oldest housing cortstructed in the Market a￿a. Residents had been campaigning for a housing-18d
regenerallon of tho sltè for over two d8cadeB, and It represents one of the largest social housing developments In tha
Inner City for decades.11 wlll have a slgnlflcant ImpaGI on redudng the local houslng waltlng list.
Resid6nl Support.. W8 completed cases wlth 61 resldonts durlng the rewrting period with houslng specific requests.
This includ￿ a wide variety of issues, damp on walls, roofs leaklng to moro serious cases like homelessness and
environmental health Ihreats. In all (xses the resldent8 attempted lo resolvo tholr conc8ms through the relevant
agencies. Flloslly Housing Executive, but met such obstacles that Ih&y requlred our advocacy lo find resolution. We use
established links within and knowledge of the r61evant agencies sy8t6ms to help rosldents overcome the hurdles they
encounter.
EduGatlon
Communlty EduGalion Programme. Building on Ihe success of Phase 1 of our Community Educatlon Programm8,
the Market Development Associallon ran OCN Levels 1, 2, and 3 in Community Development and C8paclty Bullding,
which helped bulld resldent's skllls to develop projects, organise events, apply for funding and lobby 8latutDry and

Educallon Acllon Group,. Tho Educatlon Acllon Group has met throughout Ihe year, the group Is made up of staff,
voluntee￿. r8sldent8, educatlon providers, youth provlders and QUB resear¢hers. The aim of the action group is lo
develop a place•based approach to aducatlon locally to build on educalional attalnmenl and educallonal opportunltles
locally.
Surestart Play Area Upgradg.. we helped to Secure £20,000 in fundlng from All Stale as dov6loper contrlbullons.
Thls was used by BCC lo upgrade the outdoor play area of the local Markot Sure Start Facility. The Market Sur& Start
58Nices are a vital provlslon In the area, for chlldren, young people and families and plays a key role In child
dwelopment and family support. Thi5 fijndlro transformed a disused spa¢e Into one where Ghildren are now spending
a lot ol tholr tlm&. Tho r8Storation cr8at8s additional resources for our young people and Improves the services which
Sure Start can p￿Vide. The MDA campalgn8d for the devalopm@nt of a standalone Sure Start facillly. whl¢h was
delivered in 2015. the all(￿atiOn of funding to further develop ils outdoor play fadllty was fYbOSt welcome.
Enrichment Activities.. Following on from the initial planning me8ting8 With the MDA, w8 SUPPOrted St Malathy's GAC
in developing and delivering GaeliG games fundamentals training. This has been hlghly succe8slul wllh weekly sessions
Ih around 40 children allending each week aged from 5-8 years old. The club has recruited 5 volunt88rs lo run tho
camps and Initiated parent-tO-coaGh workshops which have resulted in some local pa￿nts getting involv8d in the
Sesslons, these Involved theoretlcal and praGlical trainlng which equippad the parents wilh the experience to help run
and eventually take over thg sessions. We also supported the Glub in running a weeklong Cul Camp in Augusl 2022,
whlch was attended by 50+ chlldren.
Health:
Market Health Action Group: The Markel Health A￿lDn Group w&8 established at the 8nd of 2022, wllh monthly
meeting5 taking p18ce from then on, resulting in a steady momentum of programs and research devgloping. The Actlon
Group Is made up of 7 Market residents, 2 MDA staff members and 6 Queens slaff. The firsl steps taken were to create
a Health plan whlch has resulled In 6 fundamental areas of focus.
Substanco Us6 EdU￿10n program: The Action Group has moved Carefully through 2 separate ￿-creatIOn sessions
MAlh 35 resldents. Tha goal Is to dèvalop a programme that enhances th8 communlly's understandlng of the i88ue, learn
ways to addre8s them. and then de8lgn solutlons thal flt the Market community and residents, own ￿rSon￿
circumstances. Many p80pI8 t8kiro part have had firsthand experlence wllh famlly m6mbers suFf8rlng from substance
use and have used this to inform us along the way. We will hav8 fljrther codeslgn sessknns after this reportlng perlod
Ih the aim of launching the program in early 2024. 35 residents p8rticipated In 2 workshop8 wlth 6 QCAP staff and 4
MDA stsff.
Therapies.. From January to June 2022 the MDA tr￿￿81ed 3 health therapisls in the Community Centre every Monday
momlng. Residents were invited to book a slot and benefft from free advic* and treatmenl from experts. We off8red
raflexology, physlotherapy, massage, and aromalherapy. This involved 10 residents getting treatment every Monday,
the project allowed for 90 dlfferenl resldents to benefit from the treatments during Ihe reporting period. The project was
funded through the Houslng Executlve and Urt)an Vlllages as a trial run which will hopefully lead to more bein9 offered
as part of a wid6r health Inllialiv6 In 2023.

Communily Organising & Engagement..
Community Transformalion Iniliativg: The Community Transformallon Initiallve Is an ongoing wmmunlly
development programme aimed at generating transformative change in the Market communlly of Innér South Beffast.
The Markel Is one of the most deprived communities in Belfast, featuring in th8 top 10% of the various NISRA Multiple
Deprlvatlon Measures, Many of Ihese Inequallties are rooted in the structural marginali881ion of the area through urban
developmenl pradices over the last 50 years. The CTI Wds deslgned through reflection on both the community's
historical experIen￿ and the day-to-day reflecllon of communSty development practitioners on tyin9 to link the syslemlc
cha118nges th8 communlty facos wlth the daily challenges experIen￿d by residents. The CTI has three broad slrands..
1. Organlslng & Engagomènt 2. EdUCa￿On & Skills 3. Economlc Development & Employablllty Training. Much of the
other aspects of our work covered in this raport are the outworking's of Ihgse strands,
Community Action Groups: Th8 cor8 of thg Acllon Groups Is the exlsllng community infrastructure of NDA commillee
m8mbers and staff working on that theme, Joined by residents Interested In Ihg area of work and starung to become
more active in lh6 communily via the organi8ing efforts of th& Acllon Groups, and establlshed communlty slakeholders,
such as the Primary School for the Educalion Aclion Group. and external sp8dall8ts wilh expèrtise in the area
concerned. The latter has been assisted by the establishm6nt of a partnership wllh Queen8 Unlv8rsty. Queens

Communlty Clean-ups.. at the end of September 2022 our M8rket Cloan-up crew organlsed an area-wide (jean-up.
50 voluntaèrs took part, and there was a visible differenoe in the area afterwards. We also worked with the Houslng
Executlv8 to gel damaged walls 2nd footpaths repalred,
Cost of Llving Supp)rt, In the build-up to Chrfstmas the MDA look r8ferr81s for 100+ families in the area to support
them during the Current cost of living crisis. Thls was delivered In conjunotion ￿th the Inner South Neighbouthood
Partnership wlth fundlng from Belfast City Council vla the Departmentfor Communities. 120 households were supported
utility vouchers, to a tolal value of £12,485, while an additional 26 ￿u$&hOld$ were supwrted wllh food voucher8,
at a value of£2600.
Christmas Hampers: We d81iver6d over 170 food hampers to every family in the Market with a chlld under the ag&
of 18. These wer6 funded by the MDA and our partners In QCAP at Quegns Unlversity. This cost £4.833.10 and was a
r8ai-tlme resportse to feedback given by familigs as part of th& research for the Gro￿ng Up in the Markel (GUIM)
longitudlnal study being conduoted by QCAP.
Resldent SupporL' W8 a$slsted 70 residents with a wide range of18sues, from fllllng in passport foms. support with
8mploymenl tralning 8tc. W8 asslsled resldents in 32 i%ses which involved th8 Departmont for Infraslruclure. These
induded reportlng bl(K*ed gullies, trip hazards on footway8, pest infeslalions atc. We helped 12 rgsldenls wlth benefits
advico and r8ferred a further 20 to South Belfast Advlce seTViCe,
Festivals & Events..
Summer Intervenlion ProgTamme'. The MDA havo continued lo organise positive alternatives al cont8ntlOU8 dat&s
over the summer months. This summer interventlDn Includ6s an away day on the 1st of July, 12th of July and 8th of
August lo decrease the chance of antpsocial behaviour in the area. On July 1 st, the MDA organi5ed a tr(p to Spruce
Meadows activlty fami for young people aged 11-1810 tske part in varlous actlvltles such as archery, tractor & and train
rldes, lunlor & and senlor quad biking, clay pigeon shi)oling, paintballing, and bubbl8 footballlng & footyalf. This Irip
8ucces8fully docrèas8d ASB In the area wlth none occurring in and around the area at thls tlme. The trtp was funded
£1500.00 by Belffast Clly Councll - Micro Grant.
On July 12th, the MDA arranged a famlly trlp for 15010(21 adults and children to go to Tayto Park, County Meath. Thls
included entry lo Ihe park and Iransport there and back. Tayto Park offers many activities to suit all ag88. includlng
falrground rides, roller coasters, Ginemas, flight simulators. many play pad<s, GIr(￿ activities, shops, restaurant8, a z(K>,
and a farm which makes ft>r an enjoyable family day out.
In August 2022, the MDA organised a trip lo Funtasia Therne Park for 170+ rosld8nts as an approach to reduce bonfire
latod activities kncally. It was a positive alternative as it includ8d play areas, txazy golf, bowllng, an arcade. sky
climbing. wall climblng, zip lines, falrground rldes as well as a waterpark. The8e trlps were part Df the Summer
Intervention programme and succ&ssfully, Ihere were no disturbances lo(¥lly in Juty or August 2022. BDlh trlps were
funded £2500 each by Belfast City Council's Medlum Grant and the remaining balance was famlly contributlons.
Summer Festival.. The Summer Festlval 2022 a successful week-long programme with activi￿8 for all ages.
The week included a party in the park: includlng bouncy castles, faoe painters, rides and food and drink wllh an
allendance of approximalely 250- a cinema trip, attendod by 90 people. a pensioners outing to Newry and Warrenpoint
lo visit varlous shops and mathets, attended by 60 senior citlZ6ns', an outing to Leys Go Hydro for young peopl8 aged
11-18,. 45 young people took lo Ihe waters and a family trlp to N8wc*le whero famili8S took part in independent
acllvltles. all8nd8d by 70 resldents.
The Market- A People's Hislory: The MDA and Pangur Ban partn&r6d to launch the first volume of hlstory
of the Market in October 2022 in St George's Market with the hislorian Kieran Glennon. Kieran's rèmarkable
research tells the story of the Market during some of the most turbulent years In mod&m Irish hlstory, from
1920- 1922, against the background of a City redlr)g from the aflermath of World War One, the ongoing Irlsh
Revolutlon, and the reaction lo11 thal would lead to the partition of Irgland. Forthcomlng lilles in The Market- A
People's History will cover th8 area's boxlng history, Its aKperience of an Gorta Mor, Irish languag& ￿ritage,
and much mor8 bosldes.

Christmas Celebratlons- In December 2022 the MDA hosted Iwo Christmas c*lebratlons in the community.
The first was a Christmas Dinnerfor tha Sènior CItF£ens of the area which included a 3 cour88 meal, tèalcoffee,
music, ballots and blngo ￿￿th the aim to reintegrate10&91 pensioners Into th6 communlty post-covid. The event
was funded by MDA'S unrestricted funds. Sècendly, the MDA Drganisod a Santa Clau8 VlSIt in the loca]
playground forfamlli6s and young peopleto enw)y. The event included Santa 8nd his grotto. a vl811 from Santa's
relndeer and friends, a Christmas train rlde, and refreshments. Thls event was funded by tho Belfast City
Council - Park Event Grant.

Queens Communities and Plac& {QCAP)'. our QCAP partnership with Que8n's Unlvarsily Belfast (QUB)
continues to prosp8r. The Market Is the communlty, place-based QCAP approach Is belng piloted and is
unlquely pla￿d to utilise Ihe expertise and Influence of QUB to fundamentally change outcomes in the area.
The work of QCAP Is partloularly ellgned with the health, education and work 8lrands above. and has played
an actlve part In the commLfnily aclion group8. As a ras&arch-based pro1￿1. much of the work will take Ime to
bear fruit,. of particular note for 202212023 was the launch of the Growing up in Ihe Market (GUIM) study. This
extonsive. longlludlnal study involves over 60 Child￿ and thelr parents. and Is tra¢klng the children's pr￿reSS
over several year5 in relation to key transition polnts in their edU￿tIonal and posl-education81 IIF6. The study
will help Identify what works and what doesn'l in th8 I(￿al educational landscape, as well as rnaking real time
interventions in areas of pressing concom. Th8 project completed its firsl year of participant interviews in Ihe
summerof 2022.

Neighbourhood Partnershlp. along wllh group5 from tX)ngJall Pass and the Lower Ormeau. We asslstwllh the

communlly-ba8ed regenerallon leads in their respective communities. It transforms a historlc Interface site at
Ihelunotion of Donegall PasslOrm&au Road Into a cross-communlty prolecl where residents and organlsallons
from the thre& areas work, organise and educate togelher. The CRI Building Is fully occupied al present. The
last audited acoounts show Ihat the assel was valu8d at £1,005.000 and the balance has been growlng ov8r
that tlme and In the last audlt8d accounts sits at +£30,631.61.

delivered the tliird annual 'Festival of the River,, This was a trgmendous succoss, and 15 growing year-on-year,
quickly establishing itself as a highlight of the summer months In Belfast, despile its recent provenancè and
IhE) inablllly to organise It in what would have been its second year in 2020 du6 to th8 threat of the oovid-19
pandemic. The highlight of the programm8 was th8 caTnlval along the towpath itself on Sunday 7th August.

opportunity, to delve into Ihe world of soienGe. technology, engineering. arts, and maths creating pathways into
education and employment from an early age.
Community Education Programme.. After the success of the Community Development OCN students attending the
degree In the Unlverslty of Ulster, we hop8 lo ¢ontinue wllh thls typ8 of educallonal work. We are currenty exploring
other pathways for residenls to get b￿k lo and build on thelr education and exploring opwrtunilles for resldenls lo lake
part in course5 Ilkè th6 Communlty Dovelopmanl OCN and d6gre8.
The Educatlon Action Group aims to meet on a bi-monlhly basis and LX)ntinue to work on a local education slrategy and
work with QCAP to develop a plaC￿based approach to providing opwrtunities.
Health.. The work strands of the health plan have all been d9veloped these past 12 rnonths wlth ¢onslstent input
from resld6nts gulding th8ir creation. We Mrill continue wlth this co-creation strategy throughout 2023134 and eXp￿t
more resldont lead Inltlatlvos lo sprfng out of thè Health Actlon Group.
Famlly Support Group.. we mad8 plans lo establish a group which will include a facilitator and residents who have famlly
m&mb8rs that have probloms with substance use. The aiTn is for the group to receive training end capacity building so
they Gan become 8elf-8uslaining. We hope leaders will emerge from it to help establish further groups over Ihe nextfew
years, Meeting on a weekly basi5 & supported by a professional fa￿lItatOr the members will recetve training in how to
cope better with family members who have substance use issues. The group have a150 been co cr&*ing on the heallh
plan end will support the creation of a second family support group. The group will also assist us ￿th setting up 8 male
only FSG whlch we hope to have started by eady Spring 2024.
