Independent Examiners Report To The Trustees Of Creating Help In Local Districts
I report on the accounts of the company for the year ending August 2022 as set out in the attached
documentation.
Respertive Responsibilities.
As the chariVs trustees land also the directors for the purposes of company lawl you ae responsible for the
preparation of the accounts in accordance with the requirements of the Companies Att 2006.
Having satisfied myself that the charity is not subject to audit under company law and is eligible for
independent examination it is my responsibility to-
Examine the accounts under section 65 of the Charities Act
Follow the procedures laid down in the general Directions given by the Charity Commission for
Northern Ireland under section 6519llbl of the Charities Act.
State whether particular matters have come to my attention
Basis of independent examinerfs report
I have examined the charity accounts as required under section 65 of the Charities Act and my examination
was carried out in accordance with the general Directions given by the Charity Commission for Northern
Ireland under section 6519llbl of the Charities Att . The examination included a review of the accounting
records kept by the charity and a comparison of the accounts presented with those records. It also included
consideration of any unusual items or disclosures in the accounts and seeking explanations from you as charity
trustees concerning any such matters.
My role is to state whether any material matters have come to my attention givtng me cause to believe,.
That accounting records were not kept in accordance with section 386 of the Companies Act 2006
2. That the accounts do not accord with those accounting records.
That the accounts do not comply with the accounting requirements of section 396 of the Companies
Act 2006 and with the methods and principles of the Charities Statement of Recommended Practice
applicable to charities preparing their accounts in accordan￿ with the Finanaal Reporting Standard in
the UK and the Republic of Ireland.
4. That there is further information needed for a proper understanding of the accounts to be reached.

I have completed by examination and have no concerns in respect of the matters111 to141 listed above and, in
connection with following the Directions of the Charity Commission for Northern Ireland, I have found no
matters that require drawing to your attention.

Structure, governance, and management
Creating Help In Local Distritts, t/a CHILD Training Academy is a charitable company limited by guarantee and
does not have a share capital. It IS governed by a Memorandum and Articles of Association and the liability of
each member is limited to an amount not exceeding £1. The charitable company which is governed by a board
of Directors which drives the strategic direction of the charitable company and carries out the day to day
management with the assistance of onsite volunteers.
Trustees
The trustees who are also directors of the charitable company as at 31 August 2022 and hav¢ been members
for the whole year ended, unless Otherwise noted our outlined on page l.
The appointment of Trustees/Directors is laid out in the constitution of the charitable company. The board of
Directo.-s meet at least four times per year. Upon election each trustee is introduced to the legal and
operational aspect5 of the charitable company to ensure they have an understanding of the nature of the
charity trusteeship, the responsibilities and the duties that go with this position and to see the role of Trustee
in artion.
Statement of Trustees, responsibilities in respect of the financial statements.
The trustees Iwho are also the Directors of Creating Help In Local Districts for the purposes of company lawl
are responsible for preparing the Annual report in accordance with applicable law and regulation.
Company law requires the trustees to prepare annual statements for each financial year. Under that law the
Trustees have prepared financial statements in accordance with United Kingdom Accounting Standards,
comprising FRS 102 ' The Financial Reporting Standard applicable in the United Kingdom and Republic of
Ireland" and applicable law (United Kingdom Generally Accepted Accounting Pratticel. Under company law
the Trustees must not approve the financial statements unless they are satisfied they give a true and fair view
of the state of the affairs of the charitable company and of the incoming resources and application of
resources, including the income and expenditure, of the charitable company for that period. In preparing these
financial statements, the Trustees are required to:
Select suitable accounting policies and apply them consistently.
Observe the methods and principals in the Statement of Recommended Practice. Accounting and

Make judgements and estimates that are reasonable and prudent.
State whether applicable UK Accounting Standard5, comprising FRS 102, have been followed, subject
to any material departures disclosed and explained in the financial statements, and
Prepare the financial statements on the going concern basis unless it 15 inappropriate to presume that
the charitable company will continue in business.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show and
explain the charitable company's transactions and disclose with reasonable accuracy at any time the
financial position of the charitable company and enable them to ensure that the financial statements
comply with the

Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and
hence for taking reasonable steps for the prevention and detertion of fraud and other irregLJlarities.
The Trustees are responsible for the maintenance and integrity of the charitable company's website.
Legislation in the United Kingdom governing the preparation and dissemination of financial statements may
differ from legislation in other jurisdictions.
In accordance with Section 418, Direttors" report shall include a statement, in the case of each Director in
office at the date the Directors, report is approved, that:

by the provision of facilities for, and coaching, trainin& and mentoring in, the playing of sports and other
recreational activities.

To act as a resource for young people by organising programmes of physical, educational and other
ctivities as a means of advancing in life and helping young people by developing their skills and capacities and
their mental, physical and moral capabilities through leisure time activities.
Our Charity, Creating Help In Local Districts T/a C.H.l.L.D Training Academy is the first of our sports training
academies based in Belfast City Centre which has become a centrally shared hub where youth 8roups and
community organis8tions can work together with young people to improve and develop their health, fitness,
social and mental well-being.
Our life skills centre is dedicated to providing young people of all abilities with the opportunities to grow
personally and professionally. We offer a wide range of courses which not only focus on physical well-being
but employability skills and mental health. Our dedicated coaches have worked with a wide range of groups to
develop tailor made programmes.

Impact
During this period we were still heavily impacted by Covid restrittions, however we were able to maintain our
reach through our live online classes which enabled us to slowly and safely reopen and re-engage with our
young people once the restrictions had been lifted.
During this period our finances were supported through the delivery of programmes for Belfast City Council
and TheJohn Moores Foundation.
We successfully delivered our first online Community Health And Motivation Programme ICHAMPI alongside a
successful online TBUC programme supported by the Education Authority.
Due to re-development of our College Street buildin& there was a need to establish new premises, which we
found in Corporation Street in Belfast and moved into in October 2021. This central location allows us to
continue to engage with young people from all over Belfast and assists our plans for growth, due to it being
larger and has disability access. The requirement to repurpose the new building to suit our needs came a cost
to ourselves which is the reason that our expenditure was so high during this period.
Our core uses came from challenging back grounds. Learning or physical disabilities, homeless young people,
young people in care, young offenders, not in employment or education

For the year ahead 2022123 we will continue on the same contracts and arrangements however will be
focused on delivering additional classes within our cap8Clty therefore we project that our income and
expenditure for the year 2022123 will both increase slightly however the Directors see no reason why this
should have a negative impact on our Charity's ability to continue to succeed.
