OBJECTIVES AND ACTIVITIES :

The playgroup is established to:

  1. Advance the education of the beneficiaries by the provision of safe and structured group play. The beneficiaries will be provided with targeted opportunities for development within the six areas of Learning under the PreSchool curriculum by qualified staff. The playgroup’s policy of inclusiveness aims to provide pre-school opportunities for children of all abilities and backgrounds helping each one of them to fulfil their potential. The playgroup

has close links with the local primary school and aims to prepare children for entry to primary school by providing them with planned activities to develop core skills and through contact with the school and its staff. The benefit is evidenced by the continued demand for places in the playgroup, positive feedback from parents and continued good results from ETI and NHSCT inspections. There is no private benefit flowing from the purposes, other than the wages paid to staff, which are necessary for the work of the organisation and there is no harm flowing from these purposes.

  1. To provide an inclusive, structured, play based learning environment for children under the statutory school age from Maghera and the surrounding areas. The playgroup will do so within the Early Years Guidelines. We value the role of the parents as the primary educator and work to involve parents in the playgroup’s activities and provide formal feedback on the children’s progress to parents twice each year.

Charity Structure and Management

Glenview Pre-School is a registered charity with the Charity Commission for Northern Ireland under charity Number 106932. The pre-school was set up in 1989 with a formally adopted constitution outlining the objects and powers of the pre-school.

The management committee consists of 4 executive members (chairperson, vice chairperson, treasurer and secretary) and a number of non-executive members which can vary year to year. We hold our Annual General meeting every year in September/October where some members may step down from their positions and some new members will be nominated and elected. The Committee meet every four to six weeks to discuss the finances and any other issues relating to the day-to-day management of the pre-school.

The pre-school is not affiliated to any external organisation but is advised by the Early Years Specialist who meets regularly with the staff to ensure policies and practices are up to date. Both staff and committee members attend training as and when required.

ACHIEVEMENT AND PERFORMANCE

In setting our objectives and planning our activities for the year, the Trustees and Committee gave careful consideration to the Charity Commission for Northern Ireland’s public benefit requirement to ensure that the activities have helped to achieve the charity’s purposes and provide a benefit to the beneficiaries (the children, parents, families and the local community and surrounding areas).

The pre-school received funding from the Education Authority for 20 preschool children for the period to 30[th] June 2022 and for 21 pre-school children for the period 1[st] September 2022 to 30[th] June 2023. The pre-school receives the remainder of their monies through donations from parents, fundraising events and successful grants applied for.

Fundraising events were carried out during the year to supplement our income.

The management committee continues to explore a variety of options to provide new premises at our Glen Road, Maghera location. It was necessary for the Pre School to move to a temporary location for the school year (September 2021 to June 2022). The committee extends its thanks to the leader and staff for implementing this move efficiently and to Cloneen Day Nursery for allowing us to use their premises during this time.

As at the date of signing this report, the latest inspection carried out by the Northern Health and Social Care Trust was on 3[rd] April 2023. The area inspected was “Quality of the Physical Environment & Monitoring and Evaluation”. Within the inspector’s summary, she concluded that “Glenview Pre-school is a well organised setting with experienced and enthusiastic staff who are focused on promoting the individual learning and developmental needs of the children”.

The management committee extends its thanks and appreciation to all the team at the setting for their continued dedication and the provision of high quality care and education.

FINANCIAL REVIEW

Financial review for the 12-month period from 1[st] September ’21 to 31[st] August ‘22.

Total income generated in the period to 31[st] August 2022 was £53,640. This all relates to unrestricted funds.

Total expenditure was also all unrestricted and amounted to £65,870.

The bank and cash balance as at 31[st] August 2022 was £34,025.

As noted above, the pre-school moved to a temporary location for the academic year. Additional costs associated with the move and staffing arrangements required at this location resulted in the net cash out flow recorded for the period. The pre-school continues to seek other funding sources to help us to continue to be sustainable.

RESERVES POLICY

In line with recommended practice from The Charity Commission for Northern Ireland the preschool has a reserves policy to ensure the stability of the pre-school, employment and the day-to-day operational overheads. The target reserves level was set at £30,000 sufficient to cover 3 months running costs and an additional amount to cover redundancy for staff

RESPONSIBILITIES OF TRUSTEES AND EXAMINER

The charity trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act (Northern Ireland) 2008. The examiner having satisfied himself that the charity is eligible for independent examination has the following responsibilities:

*Follow the procedures laid down in the general Directions given by the charity Commission for Northern Ireland under section 65(9) (b) of the Charities Act and

*state whether particular matters have come to his attention
