Twaddell & Woodvale Residents Association is managed by a committee consisthg of not more than
13 and not less than 7 members of Twaddell & Woodvale Residents Assoclatlon.
Appointment of Irustees
The charity in g8n8ral meetlng shall elect the Trustees.
The Officers shall be elected annually by and from the members of the Committee at their first
meeting following AGM.
The Trustees may appoint a person who is wllling to act as a Trustee.
Each of the Twstees shall retire with the effect from the conclusion of the AGM next after hislh8r
appointment but shall be eligible for re-election at that AGM.
Relatlonshlps wlth relatedpartles
None of our trustees receive remuneration or other ben8fit from Iheir work with the charity.
Rlsk management
TWRA recognises that the organisatlon is exposed to certaln rlsks due to the nature of its actlvlties
and the environment in which it operates. The key to TWRA'S Success is the effective management of
rlsk to ensure Its charltable purposes are achieved.
Risks arise due to TWRA'S op8rational undertakings and from external sources. Risks occur In
numerous ways and have th8 POt8ntial to have an impact on financial performance. reputation. health
and safety, community and the overall perfomance of organisation.
In order to fully understand such risks. TWRA has established a Risk Management Policy whi¢h
provides the framework for how risk will be managed within the organisation. It form5 part of the
govemance framework of the organisation. The Policy addresses both strategic and operational risks.
The trustees have a risk management strategy whlch comprises:
an annual ￿VIeW of the principal risks and uncertainties that the charity faces:
the establlshment of poficies, systems and procedures to rniligate those risks ￿entIffied in the
annual review: and
Ihe implementation of procedures designed to minirnise or manage any potential impa¢t on the
charity should those risks materiali5e.

Objectives and activltie3
Th8 purposes of the charity are:
To provide courses and training for employment to residents of TWRA.
To assist members of the community in trying to address housing, community and employability
issues.
Provide training within the community
Assist intemal groups eg. Forever Young and TWIG with future programme plannlng.
To support local people to tske part In peace and reconclliation activities as well as actfvitles that
address the legacy of the conflict.
In shaping our objectives for the year and planning our activitles, the trustees have considered the
Charlty Commission's guidance on public benefit.
The strategies employed to achieve the charfty's aims and objectives are to:
To aS￿st residents with the campletion of fonns and contact appropriate agencies on their behalf.
To provide a mediationlnegotiation service for resldents In dlspute wtthin community.
To educate and develop those for future employment.
To provide tralnlng and educational opportunitles whlch Increase the capaclty of the local people
to engage with peace and reconciliation adlvitl8S.
To provide opportunities for local p8opI8 to engage wlth others from different comrnunity and
cultural backgrounds.
To increase community avtareness of home safety. health using statutory agencies for support;
and
To provid8 a range of activities and programmes that promote a better understanding of culture.

Achievements and perfomiancè
Twaddell & Woodvale Residents Association, through continuous consultations. surrfeys and
informatron gathering, engaged with groups and individuals to assess how, as a funded organisation
and charity. we can enrich the lives of the residents in the geographical area w8 represent.
Having demonstraled a rapld response to the Covid 19 crisls - through the supply of regular Yood and
ess8ntlals' parcels, contacting the elderly and those in need of support, having a help line avallablè to
th8 community. ensuring prescriptions are collected and generally visiting shops. chemists and
medical cenlres for residents, TWRA continued to demonstrate a caring atlitude to those in most
ne8d. When it was de8m8d safe to try and retum to a nomBI routine. TWRA encouraged residents to
start getting out of the house again, to engage in community events and gatherings.
Aqua Fit was organi5ed for senior citizens to counteract failing mental health issues, loneliness and a
debilitating fe81ing of isolation brought on by th8 Covld crisis. The opportunity to m88t new friends.
tak8 part In a healthy activity, to feel good aboul th8mselves and their indivldual situations was an
absolutely tremendous success for this group and was massively over-subscribed.
TRWA organbsed the Woodvale Festival 2022 - a very successful dlverstonary programme that has
been running for some years. Over 9000 people from all over Northèm Ireland attended the 3 day
festival. A family fun day. art programm&. football coaching, musical workshops was delivered and this
festival was overseen by the PSNI. 8elfast City Council. Educatlon Authority and a Security
Organisatlon that had employed local people who had tsk8n part in SIA training courses over the year.
Local businesses were encouraged to take part in any way they could e.g. SUPPOrting the festival
fnancially or supplying a service on Ihe day - lending and overseeing equipment.
Support for the main groups assoclated with TWRA contlnued. The Women's group took part in 'fides'
training and the 'Challenging Conversations, programme. Some of the group took part in a
PortadownlDundalklDublin residential in which they visited Drumcree Church - the burial ground of
William Twaddell, - they met with a local women's group from Dundalk, reps from the Gardai Siochana
and some political reps. and they vlsited historical sites in Dublin. Good foundations were laid to work
with groups from the Soutti of Ireland In the futurè. The Women's group also organised a Jubilee
celebration for the Queen which was attended by over 300 people. They visited Crumlin Road prison
for a tour of the prison accornpanied by an ex-prisoner. Information days were organised for the group.
TWRA conlinued to support the youth group NBYG. Interventlon5 at the Lanark Way riots were
organised by TWRA and some of the NBYG were actlng as intermediaries at Ihese interventions
helping lo calm a very volatile siluation.
TWRA facililated the Nl Proto￿1 Strategic Group In a conference - resulting In a detailed explanation
of all issues connected with the Protocol.
The organisatlon Continued its support of the AQE transfer tsst programme - thls programme provldes
qualifted Teachers to tutor young people taking the transfer lest - parentsl support for the programm8
was fantastic.
TWRA also maintained Its close relationship other communty organisation like ACT and Nl
Altematives. Blackmountain Shared Space, Tessit. Epic. TWRA continue5 to support local people in
housing. social. and domestic matters.

Financial review
The financial p8rformance ha5 increased from the prévious year with a surplus of £31.600 {2022:
£7,855). At Ihe year end the unrestricted, free resèrves of the organisation amounted lo £52,688 whllst
restrided reserves of £21,826 remalned available.
Reserves policy and golng concern
Reserves are needed to bridge the timlng gap between spending and receiving of income and to cover
unplanned temporary shortfalls in incorne should they arise. Holding adequate rese￿e5 safeguards
the provision of our servic8s in the event of unexpected significant financial pressures. The trustees
consider that the ideal level of reserves would be belween three to six months expendTrture which for
the year ended 31 March 2023 would be between £70,721 and £140,842.
TWRA delivers a range of programmes and seNi￿S arKI has been successful In obtaining funding
from a variety of sources.
The Management Committee have reviewed thè Charitys need for reseNes and consider that these
are necessary:
1. To protect the charity against:
late payrnent of grants by funders
non-renewel of existing grants and so ensuring continuity of seNices whlle altemative sour¢es of
funding are sorted or to allow a smooth and gradual wind4own of one or more services.
2. In circumstance5 where th￿e is a redundancy.
The equlvalent of three months annual revenue costs is considered by the Management Commlttee to
be a reasonable target: amountlng to approximately £18.655. this figure as far as possible to be
accumulated at a rat8 of £2.500 p8r year from 2017.

social disadvantage. educational underachlevement.
Incr885e skills and capacity of Local People in order to meet challenge5 in Local Communty.
Support the Regeneration & Inveslment plans for the local area.
Consolldate Peace & Stabilty & Contribute to the Transfomation from Confflict to Peace in
