STRUCTURE AND MANAGEMENT
Presbytery
Under the Presbyterian Church in Ireland form of governance the corporate overslght of a congregation
is the responsibility of a Presbytery which superlntends generally the spiritual and temporal affairs of
the congregations asslgned to it by the General Assembly of the Presbyterian Church in Ireland.
The following nineteen congregations of the Presbyterian Church have been assigned to The
Carrickfergus Presbytery of the Presbyterian Church in Ireland:

STRucfuRE AND MANAGEMENT
Presbytery
A Presbytery makes arrangements for the election of ministers in congregation, ordains, installs or
inducts and appoints ministers and licentiates in the congregations assi8ned to it. They also ordaln or
Install and appoint elders. commission and appoint deaconesses, senior lecturers, auxiliary mlnisters, lay
a8ent5 and missionaries who have been called by an authorised body in the Church. A Presbytery has a
role in seeing that mlnisters preach the Word faithfully to thelr congregations, regularly visit the families
under their charge, visit the sick, promote peace and temperance and see that the duties of the
eldership are properly discharged. Presbyteries oversee the resignation and retirements of ministers
and elders.
Presbyteries provlde advlce to Kirk Sessions and Congregatlonal Committees when required and have a
role in approving matters in relation to congregational property. They report annually to the General
Assembly and have the right to make a nomination for the office of Moderator of the General Assembly.
The membership of the Presbytery consists mainly of the active ministers of congregations assigned to It
by the General Assembly, minsters who have retired from active duty and an elder appointed by the Kirk
Session of each congregation. Thls provides an important link between the congregations and the wider
structures of the church.
Stated meetings of PreSb￿ery are held on the first Tuesday of February, March, May, October,
November; the second Tuesday of September.
All members are entitled to propose, speak and exerclse equal votes at meetings. except that the
Moderator has no deliberative but only a casting vote.

STRUCTURE AND MANAGEMENT
The General Assembly
The General Assembly Is the supreme court of the Church, representing In one body the whole Church
and acting as its supreme legislative, administration and judicial authority, in dealing with all matters
brought before it. The General Assembly is normally constituted for several days in June for worship and
to conduct its business. At the end of business it is dissolved. The membership of the General Assembly
consists mainly of the active ministers of each congregation, retired minsters and a representative elder
appointed by the Kirk Session of each congregation.
DESCRIPTION AND PURPOSE
The charitable purpose of the Presbytery is the advancement of religion.
The Carrickfergus Presbytery is a Presbytery of the Presbyterian Church In Ireland. The Presbyterlan
Church in Ireland, a5 a Reformed Church wlthin the wider body of Christ Is grounded Sn the Scrlptures,
and exists to love and honour God through falth in His Son and by the power of His Spirit, and to enable
her members to play their part in fulfilling God's mission to our world.
The Presbyter¢s mission purposes include:
'connecting 'with the many commuter famllles who have come to Ilve In our Presbytery area;
effectlve mlnlstry among young people and younger adults;
• showing the Gospel in action as well as sharing it in words - especially at a time of uncertainty in a
global socio-political context and in challenging economic conditions, nationally and globally.
It Is important to recognlse that much valuable work is already being done by all the congregations in
our Presbytery and that many people are engaged in work which clearly involves 'outreach, and some
have done fresh and imaginative thinkin8 about mission activlty, and are seeking to develop new and
creatlve approaches to evangelism and Christian social witness.

DESCRIPTION AND PURPOSE
Presbytery is committed to supporting and encouraging this approach to mission, and wishe5 to
challenge all its congregations to ask themselves if there are further steps that need to be taken in
understanding the needs of the communities in which they are located, in identifying ways in which they
can serve people unconditionally, and in developing strategies by which the spiritual reality and hope of
the Gospel can be effectively shown and shared in their communities.
ACTIVITIES AND OBJECTIVES
The Presbytery meets on the first Tuesday of February, March, May, October, November, the second
Tuesday of September, and on other occasions as required. During the recent pandemic, by resolution

of Presbytery on 5 May 2020, provision was made for the busine55 of Presbytery to be conducted by
Presbytery Standing Commission12020) for the duration of restrictions during the pandemic, This
Commission normally met via "Zoom" video conferencing, However, from May 2021 all meetings have
been conducted "in-person" Indeed, all scheduled meetlngs of Presbytery are now "in-person" and the
Standing Commisslonls no longer required.
All meetings of Presbytery commence with a time of worship and are opened and closed with prayer.
By resolution of Presbytery a Business Committee, actin8 as a Commission, may, if necessary, conduct
routine and non-controversial business between scheduled meetings, especially in the extended periods
between the November and February, March and May, and May to September meeting5.
The Presbytery carries out the followlng regular actlvlties:
Supports those candidating for the MinSstry
Installs Ordalned mlnisters and elders
Provides pastoral support for ministers and their families
Holds a number of training and re50urcing events, as well as occasional public servlce5 of worship.
PW Link is an initiative of Presbyterlan Women intended to improve communicatlons and build
relationships between Presbyterlan Women. PW Link includes a representative from each
congregation and runs events to support the mission and outreach of Presbytery, Duringthe year
there will also usually be events designed to encourage, 5nform and resource PW members.

usually servlces of worshlp and/or training opportunlties in response to specific needs, developments or
resource release e.g. Safe8uardln& GDPR.

During the year credentials were received from other Presbyteries in respect of 3 ministers who
were installed in congregations assigned to the Presbytery. Credentials were presented to another
Presbytery in respect of I minister, serving as the Clerk of Assembly, who transferred to another
Presbytery.
l Minister without charge (O Transferring ministers. and O students) is under the care of
Presbytery during the year.
The Presbytery encourages the congregations assigned to it to support the United Appeal for Mission
whlch Is a central fvnd of the Presbyterian Church in Ireland. Thi5 fund enables congregations to support
the wlder mission of the denomlnation and to do mlssion and outreach on a denominational basis
beyond what the congregation could do on its own. The United Appeal Fund provides financial support
for mission personnel at home and oversea5, assists congregations with the deployment of locally based
staff, enables church plantin& provides grant support for the upkeep of church premises, assists wlth
the running costs of Union Theological College, the Church's tralnln8 college for ministry students, and
flnanclally supports congregatlons In the areas of worshlp, dlsclpleshlp, global misslon, outreach,
leadershlp and pastoral care.
The Presbytery also encourages congregatlons to contrlbute to the denomination's annual World
Development Appeal, Youth & Sunday School project and any other special appeals.
General Assembly
Presbyteries are represented on the various Councils of the General Assembly of the Presbyterlan
Church in Ireland and report on an annual basis to the General Assembly.

The Carrickfergus Presbytery has no property.
Volunteers
The Trustees wish to acknowledge their deep appreciation of those who give freely of thelr time by
serving on Presbytery, Its commlssions and panels.
PUBUC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benefit to its
mernber5 and the general public by maklng known the Christian Gospel of the Lord Jesus Christ through
the advancement of rellglon. The direct benefits which flow from the purposes of the Church include the
gaining of an understanding in Christian beliefs as set out in the Bible and in the Church's subordinate
standards (the Westminster Confession of Faith and the Shorter and Larger Catechi5msl leading to
spiritual and moral development and opportunities for response to Bible teaching. In turn, this
framework leads to practical expressions of Christian beliefs and standards in the local community such
as throu8h the care of those in need lincludSng the slck, dlsabled and bereaved}. Generally, the above
benefits are delivered locally by congregational churches and members, or are facilitated through
presbyteries or are organised and delivered centrally. Local delivery is facilitated by central resources in
almost all cases. Public access is made known through the use of noticeboards, prlnted material, press
advertisement, websites, and Social media or in other ways. The benefits are demonstrated through
regular evaluation of the services and informal and ad-hoc feedback from members, their families, and
members of the publlc. The purpose does not lead to harm. The charities beneficiaries are its members,
their famllles, other Individuals that the Presbyterian Church In Ireland 15 in direct and indirect contact
with, the community in which pastoral servlces are provided and other communities throughout
Northern Ireland, the Republic of Ireland, and worldwide which benefit from our engagement wlth and
support for both Christian and other secular organisatlons, charities and Indlvldual members of the
public. The only prlvate benefit flowlng from our purpose Is related to Mlnlsters, Mlsslonarles,
Deaconesses, Irlsh Mlsslon workers and Lay Agents who receive beneflts as a result of their holding
office or employment. However, thls Is Incidental and necessary In order to further our charitable
purpose. There are no other private beneflts. The Presbytery has had re8ard to the Charity
Commission'5 Public benefit requirement statutory guldance.

FINANCIAL REVIEW
The Presbytervs main source of income is an assessment that is levied on the congregations assigned to
it and £14,580 was received in the current year {2023 £13,958).

Total expenditure decreased from £13,177 in 2023 to £12,722 in 2024. The main reason for this
decrease can be attributed to no Students.
RESERVES POLICY
The Trustee5' policy is to retain a level of free reserves or general reserves which matches its needs at
the current time and in the foreseeable future. Free reserves are those unrestricted reserves not
invested in fixed assets, which are available for general use.
The maln reason for holding reserves Is to ensure that the charity has enough resources to fund its
programmes and to hold sufficient resources to meet its commitments. The Trustees believe that our
reserves policy is both responsible and prudent but have not specified a particular level of reserves to be
held.
At 31 December 2024 the charity held unrestricted funds of £13,719 representing more than 12 months,
expenditure which is in line with what is regarded a5 an appropriate level.
The charlty also held £6,136 of restrlcted funds whlch have been provlded for the purposes specified in
Note 7. No endowment funds are held by the charity.

FUNDS HELD AS CUSTODIAN TRUSTEE ON BEHALF OF OTHERS
There are no funds held as custodian trustee on behalf of others.
PLANS FOR FUTURE PERIODS
The Trustees have no speclfic plans for future periods, however as at 31 December 2024 the charity held
£4,202 of restricted funds for the provision of grants to Students for the Ministry of the Presbyterian
Church in Ireland.
STATEMENT OF TRUSTEE RESPONSIBILITIES
The Trustees are responslble for preparlng the annual report and the financial statements of the
Presbytery in accordance with applicable law and generally accepted accounting practice.
As the Presbyter¢s total income does not exceed £250,000, the Trustees have elected under Section
64131 of the Charities Act {Northern Ireland) 2008 to prepare a receipts and payment account and
Statement of assets and liabilities.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show and
explain the Presbytery's transactions and disclose with reasonable accuracy at any time its financial
positlon. They are also responsible for safeguarding the assets of the Presbytery and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.
