The trustees present their report and the financial statements for the year ended 31 March 2025. The trusiees, who are
also direclors of FOYLE SEARCH AND RESCUE for the purposes of conipany law and who served duruig the year and
up lo the date of this report are set out on page 1 2 .This report constituies the Directors, Report required under the

The work of Foyle Search and Rescue can mean the difference between life and death.
The Manag¥ement ComTnitlee will do ilb utmosl lo ensure the conttnued provision of this vital
service and during the reporting period decided the Charity should have 4ufficieni g7eneTal reserve% of 2 years lurnover or
£250,000. whichever is the greater.
These General Reserves will be used for unforeseen events and to respond to emerging and changing needs,

Objectives and activities
CILIRITABLE OBJECTIVES
The Preservalion of life in and around the Rtver Foyle. Death by drowning is Mini￿sed. People in crisis are signposted
immediately to appropriate service,s.' Body recoveries of missitig people who have entered the River; Other agencies are
supported to ensure that lifesaving equipment is well mainlain¢d; Public awar¢n¢ss of water safety around the river is
improved through delivery of educational programmes and the issues of suicide and attempted suicides are highlighted to
the appropriate slarntory bodies. Our staiisiics identify how th¢ benefits have been demonstrated. There is no hann
arising from any of the purposes. We are a unique Charity in what we do and we are not r¢stri¢ted to helping one group
of people - we help everyone who needs us regardless of age, gender, religion, race or background. There are no private
bellefils flowing frorn any of the purposes.
CHAIRMAN'S REPOR T (Siephen Twells)
This year marks 31 years since the fonnalion of our charity.. wbich speaks volumes about the dedication, passion, and
unwavering commktment of everyone involved in our mission-the preservation of life in and around the River Foyle.
Since 1993, FSR volunteers have stopped 6291 people who weTe in danger of. or considered taking their own life, in the
river.
Over this past year, ending tn March 2025, 17 rescues were carried out, while 209 people were stopped from entering the
river, and tragicalfiy, we had the sad iask of recovering 2 people who lost their lives in the river.The work that our
volunteers Carry oul is never done in isolation. We could not deliver our services, or have the impact we do, withoui the
help of the city centre CCTV team, Cominunity Safely Wardens, PSNI, NIAS and NIFRS, who all provide vital .support
to us.
We are continually grateful to Derry City & Straban¢ District Council. the Public Health Agency and the Western Health
& Social Care Trust for their coiitinued funding, yet still, over 80% of all our annual income comes from public
donation5. We know there are Inany worthy cause5 in our city, deserving of peoples, appreciation, and fmancial suppori.
To be there, when we are needed most, is Ihe least we can do lo repay thai kindness and generosity.
Financially, the last 12 months have been very challenging for We expected to see a decline in income due to the
ongoing wider economic climate we all fmd ourselves in, and sadly.. income in the fonn of donations has declined
substantially, which you will fmd more dethil of within the Treasurer's Report.
We carried out a cost Saving exercise to release some savings where we could, disposing of unnecessary fleet andlor
assets to Teduce rLuming costs. We looked al how we could gel belter return on monies held in our aLcounis from better
interest rates, transforniing how we bank, which is proving beneficial, and Something we will continue to develop. given
the financial challenges we face.
We continued with our digital Iransforn]ation prograll]me, embedding ow NFC reporting system into our operations, led
by our Digital Lead Rossa Smallman, mak￿g for a smoother overall management ofour assets and maintenance.
Having welcomed several batche.s of new volunteers to boost our numbers, we also introduced a new style of unifomi as
well as completing our rollout of 5tandardised vehicle livery.
Longi _terni investment was made ￿ryth the purchase of a drydock qyqtem at our base in Prehen, a new operational vehi¢le
and che Compleiion of our mulii-purpose Command Vehicle.
We faced qome operational ¢hallenge.s for inosi of the yeaT, with major issues relating io one of our boats, Spirit of Joh
meanin¥ thai li had to be completely stripped and rebuilt, which unforrunately has takeii much longer than bodi
anticipated and planned, but we expect a success￿1 resolution before the summer of 2025.However, we are taking the
opportunity to remodel the boat lo make it more multl-purpose for more of our disciplines.

We passed our 3rd re-evaluation of our coveted Investing in Volunteers accredilaiion with flying colours, which
recognises good practice within volunteer management.. a lesthmeni 10 our board, management and operational
co-ordinators. We coniinue to raise the profjle of The Lighthouse Project which is offering 8Rgnposting help. hope and
advice to those who need it.
We were honoured co be re¢ognised by our peers in Ihe emergency serviceq with the accolade of Voluntary Rescue
Service of the Year, at ihe first ever NI Blue Lighis Awards al the Culloden Hotel and look fonvard to gotng forniard to
the grand final in the UK-wide event.
Sadly, late in th¢ year, we lost one of our OMI to suicide. Paddy Bowen was a popular. well liked volunleer, with an
infectious laugh thai could be heard all around the base, as well as keeping many of us awake during long duty nights. He
will be honoured throu&?h the naming of a new vessel in his meinory in late Spring: The Bowen" a name chosen by our
volunteers.
As always, we look forward positively to 202512026 in FSR. We will take delivery of our new sturdy vessel in Paddys
name. as well as brtnging our twin engine "Spirit of John" vessel back into operation.
The biggesi challenge we may face Il)i5 year will be wilh the iniroduclion of an operalional model being introduced by
the Police that changpes the way the emeruency service4 re%pond 10 calls iiivolviiig concerns aboul mental health. Ii is in
the proce%s of bein&F rolled out a¢ro%s the UK as part of ongoiDgT work between police, health providers and Government.
It ].% aimed at making sure the right agency dea15 With the health related calls. instead of the police being the defauli fir%1
respoi)der. It does not stop the police Lontinuing to perforni their key role of keeping people safe and where there is a
real and immediaie risk to lif¢ or serious harni.
W¢ are wailing lo be included in any consuliation% %0 that we can be sure we continue to deliver the besl response thai
we can to any giv¢n situation while on patrol, or call out, while al the same time, having suitable support from the
statutory emer8eiicy services.

Since our forniation, the River Foyle has flowed, and the tides have turned, but our resolve lo save lives has Temained
onstant throughout any obsthcles and cliallenges we faced.

SONAR TEAM (Paul Lynch)
Our Sonar team continue￿> to carry out crucial underwat¢r s¢arch operations using specialist equipment when som¢on¢
goes under the surface and does not resurface.
The Sonar team now consists of 6 volunteers, each of whom dedicates %ignifi¢ant time to both search operaiions and
ongoing training throughout the year.
2024 Highlights
2024 wab a year of groM¢h, innovation, and ongoing commitment for the Sonar team.
We conducled several training exerciqe% (using a dive dummy and occastonally a diver - thank5 Aodhan McDaid!). The
team also aiiended two Irainingi session led by Norbil (the Sonar equipilleni vendor), helping lo up%kill the Lapabililies
within the team.
We also perfornied some evaluations on the existing equipmcni in collaboration with Norbit (the equiprnent vendor). It
was deiern]ined Ihal FSR would benefit from an upbyrade lo the existin&J unil, which Norbit have agreed lo do ai no cost.
Unfortunately we 1051 our primary .search vessel, as the Spirit of James had lo be retired. For thc majority of 2024 we
operated off the smaller Steady vessel, which posed some challenges (particularly when il rained!). Wc louk forward to
the loiig-awailed return of the Spirii of John in (hc comingi monihèa, which i.s being refitted to better support Sonar
operations. This will significantly improve our seawh ¢ifiiiL'n¢y. our re8pon%c time and will provide betier proieciion
from the elemenis for our equipmcnl,
We also continue lo collaborale and share informalion with other Sonar I Search and Rescue experts, including
Wal¢rford SAR, Foyle Port (Clris Mcmenamin) and other%.
2024 Operation
2024 was unfortunately a busy year in ternis of Sonar 5earohes. We ¢ondu¢ied 32major multi- day searches in this
reporting period.
The First major search was in Jun¢ around the Foyle Bridge. The Sonar team conducted a tolal of 9 searches over a
12-day period.
The second major search was in Sepiember near the Foyle Bridg?e, with the Sonar team condu¢ting 12 searches in 15
days.
During all searches, there was excelleni collaboralion between the Sonar team, the Police Search Advisor (POLSA). and
the Search and Rescue Dog Association {SARDA).

We are gralefijl to our dedicated team: Paul, Anihony, Aodhan, Don, Frances, Gareth, ma￿ and Seamus. The Sonar
team's commitment, technical skill, and adaplabilily are the backbone of our operations. Every deployment, Iraining

Over the pasl 12 months the Tecl]ni¢al Rescue Team ha5 5eeJi the l¢am b¢ing rebranded from the previou8 Swryfiwater"
ieam and has made great strides in fijrther developing our operaiional capabililies through our CPD training prograrnme
which serves to continually maintain and upskill our volunteers abililies lo respond lo difficult and technical rescues in
and around the river Foyle and further afield.
We currenily have 7 Swiftwater Rescue Technicians and 3 Flood First Responders with other team members awaiting on
renewal of their Flood Firsl Responder certifications.
Over the past 12 nionths ihe ream has assisted our Emergency Response Team on numerous pager activations and
conducted water safety Cover at the annual 14ard As Oak event. The team will also be providing water safely cover
alongside our shore and boat crews at this year's event and are eagerly looking fonvard to &ssistinbY all those participating
at the event.

Recruitment
Over th¢ pasl year, the Shore team ha.% played a central role in supporting Foyle Search and Rescue (FSR)'s rerruitm¢nt
effort.4. Reco&Fni4ing the growing need to bolster our voluiiteer numbers, we coordinated and delivered three recruitmenl
drive% during this reporting period. strategically sclieduled around our shore training syllabus.

Focused development= Addressing key skill gaps
Team Leaders played a crucial rol¢ in delivering training and were provided with tailored sessions to support new and
exibting volunteers.
All volunteer5 took part in throwline training, led by the Teclmical Rescue TeatD {TRT), ensuring consisient and safe
deployment across the service. TRT also delivered a 10-session water Tescue trailer COUTse. and volunteers received
water-based first aid training.
Scenario exercises challenged teams to manage complex incidents, apply communication protocols, and respond to
medical and rescue situalions-ensuring readiness for real-life emergencies.
I would like to take this oppottsnity to thank all ibe volunteers for their professionalism demonstrated throughout the
year. They have proved again that what they do malters and makes a difference every week.
Thank you to the staff and co-ordinators for their support throughout the past year. Finally, thank you to our deputy
Shore Coordinator who I worked alongside over the past year. Their input ￿ld support over the pasl year was a huge part
in the succe&s of Shore within the last reporting period.
BOAT TEAM ( Seamus Mccloskey)
The Boat Team continued to play a vital role in our operniions throughout 2024, responding to incidents with
profe4sionalism and Skill. This year, a Strong emphL%i% w&$ placed on ongoing training lo maintain high standards in
water safety. rescue *¢hniques, and teamwork.
We extend a sincere thank you to the Training Team for their dedication and expertise in supporting our Boat Crew.
From scenario-based exercises lo joint sessions with the Technical Rescue Team, their commitsnerAI has ensured our
crews remain confident, capable, and rescue-ready ai all times.

In 2024. we continued to deliver high-quality, mandatory training to ensure operational readiiiess across all teams.

Operational Challen&F¢s
This year, we faced significanl issues with the Spirit of Jolm vessel, which is still out of service. This impacted some
areas of volunteer development, as the chairty had to prioritise proieciing the AOD boat from potential damage during
increased use.
Despite these seibacks, the commitmenl of our volunteers and support from the Training Team ensured thai essential
training and operations coniinued safely and effectively.
Leader.ship Changes
In Februk)ry, W¢ Saw the re%ibvnalion of both the Boat Co-ordinator and Depuly Co- ordinalor. We would like to express
our sincere thanks to them for their time. dedication, and Contribution lo the charity during their servic¢.
Following their departure, a review of the role5 wa8 carried out. and key responsibilities have since bccn laken on by the
Facilitie&* Manager and Chariiy ManabFer. We are grateful lo boih for sleppinby up lo ensure Lontinuily and support for the
Boat Team during this period of transition.
UA V TEAM (Rvan Muipliy)
Over the pa%1 twelve months, the UAV Icam has continued lo operate as an integral parl of FSR'S operational and
emergency response, delivering con5islenl and reliable acrial %upport a¢ro%s a wide rang¢ of in¢idenis. Drones have been
deployed regularly in support of both duty nights and emergency callouts, assi41ing with live Sl search and rescue
operations, wide-area .search sweeps, and largeied searches for high-risk niissing persons. The UA V lean) has provided
valuable assistance a¢ros5 %cveral major ta%kinbF% Ihi% ye(Ir, inLludin¥ sus(<iined support durin¥ mulii-day scar¥h¢i> and
collaborative inulii-agency responses along the river ¥orridor and surrounding terrain.
The DJI MalriLe 30T and Matricc 300RTK plJiforn)s remain the backbone of our aerial capability, with both aircrafi
routinely deployed to gather live visual and thennal imagery lo aid decision- making and direct ground resources during
time-critical incidents. Their perforniance in a variety of Lhallcnging environmental conditions has continued to
demonstrate their value as frontline iools for search and rescue.
The Mobile Incident Commaiid Unit, introduced last year, is now fully embedded in opcralional use anij has playcd a
key role in several significant search operaiions over the past year. The ICU ha4 enhanced our field coordinalion
capability. particularly during protracled incidents requiring integrated con)ms, UAV coordination: and sustained
presence on scene. li continues 10 act as a reliable mobile hub for incident ¢ommanderN and drone pilot% alike, allowing
for rapid deploirynenl of assets and inforn]ed tactical oversight.
Looking ahead, the UAV team remain% commilled lo maintaining a resilienf and capable flight crew. We continue to
support ongoing training, currency.. and upskillllig of our pilots to ensure a high slandard of operational readiness. As
ever, recruitment and retention remain a key priority to support the sustainability of the team into the tuture.

VOI.UNTEER MANAGER UPDA TE( Dawn Grieije)
As Volunteer Manager, I continue to review and update our policies and procedures to ensure they besi support both our
volunteers and the wider mission of the charity. A key achievem¢nt this year was Successfully completing the Invesling
in Volunteers accreditation with Volunteer Now-a milestone we're incredibly proud of. This re¢ognilion confmns that we
are following best practices to deliver the highest possible standard of volunteer experience.
Volunteer Numbers
We currenily hav¢ 98 volunteers on our books, with 87 actively engaged operationally. This is a significanl increase
from 66 active volunteer.s at this time last year. Of our team, 7 support ￿ndraIsIng efforts, and 3 are non-operalional
volunteers who contribute by deliveriIig educational talks. I wani io exieiid my heartfeli thank% to each and every
volunteer for your dedication and Commitment. In a lime wheii it's increa%ingly difficult for organisations to attract
long-lem) volunteer5, we are forninate to have such a passionate and united team working toward a common goal.. the
prevention of life in and around the River Foyle and beyond.
Re¢rui¢ment & Uniforn]s
Over the p&st year, we've Lompletely Tevamped OUT recruitmenl and .%eleclion process. These improvements, trialled and
retined over the past three intakes, arc helpingi u4 bring in the rig?ht people for the roles. Our next recruitment drive will
launch in mid-AuLyust and will help ￿rther %lrengthen coverage across all duty nighLs.
This year also marked the rollout of our new unifornl. We've moved away frorn having separate fornlal and casual

Counselling. Many volunteers find peer conversations helpful, but sometimes speaking to soineonc outside the
organisation can make all the difference. This service is Coiifideniial and available to support you through any life
chall¢nges-nol jusl those related lo Foyle Search actlVAlies.In October, we Antroduced a 4-week in-house filness
prograinme focused on yoga, breaihinb, ana 4tretchin&'. It was fantastic lo see volunteers takn'ng lime to relax and
deconipress. Another fitness series planned for this year.
We also hosted a health and wellbeing day offering, beauty treatment% and hoi meal% for both male and female
volunteers. The men's session included health checks, and due to the positive impact, we plan to expand health checks to
include female volunteer5 at future events. This tnitiative wtll now be held annually.
Celebrations & Social
December brougiht a visit from the big man in red-santh! He broughl lots of laugh5, sweets, and smiles, with
eniertaintheni provided by In Your Space and a deliciouq hot nieal for the kids. Our Chriqtmas party, held in January at
The Embankment, was another highlight. With Music from Jordan O'Keefe and Gary McMu51C, It was a night of great
food, drinks, and celebration. Other popular event.s throughout the year included self-defence training, a candle-makLng
workshop, and a pottery painting evening-all well received by those who atlended.
Thank you to everyone who took the lime lo provide feedback through our wellbeing survey. Your input has direcily

The majority of the expenditure was, on nornial operating costs as well as plamied spending on new recruits, new
defibrillators, completion of dry docks and hardware and software digital upgrades.ln May 2024, significani s¢fuciural
is%ues were idenlified with die spirit of John, one of our two rapid response boais.In addilion, after the retirement of two
previous obsolete FSR boats, a need was idenlified for a boai with a cab, lo support in particular Sonar operations and
resulted in an unplanned spend in exce%5 of £40k. with a further %pcnd of £40k required in the new finanLial period to
omplete the required upgTade,s. To balance this unplunned expense the Phase 11 exiension of our bas¢ infrastruc¢ure was
put on hold.

ju%iification and assurance that they are aligned with day-to-day operdtions and driving the charity forward.
