involved in our mi5sioii-Il)e preservaiion of life in and around the River Foyle,
Since 1993, FSR volunieers have slopped 6,082 people who were in dangTer of, or considered lakingy their own life, in the
river. However, sadly. IhL nunibcr dying, by 4uiLidL' in the river lia5 fL'mained almost con%ianl over the lasi 30 years since
the forniation of FSR, with an average of 5 fatalities each year.
The year just ending in March 2024 was anoiheT busy year for u%. 24 re%cues were carried ()ut, while 1911 peoplc were
slopped froin eiileriiig (he river, bul Ir(I¥IUiilly, wc had the lagk of recDverin& 4 people wlio 1051 their lives in tlie
river.

Most of our activities this year revolved around eiiher commemoraiing our 30 years of .%ervice, or lakingy aLtion to make

We cclLbraiLd our 30th year with many fundraising events, a.4 well as beiiig iiiviied 10 the Mayors Parlour for a
recognition eveningF with Mayor Sandra Duffy. We were lionoured with anoiher award when we, unexpecledly received
the Besi of Derry 999 Hero Award. We held a glamorou.% Gala Ball in Stpleniber, and what for n]e was the highlighi of
the year, a very poignant and moving Remembrance eveT)t in October, laying I￿llernS oti the river lo remember all those
who have died in the river over tlie years. We also supported our local hero Danny Quigley. who swam I l Okm io raibc
awareiies.s of nietital health. while reniembering those who have both died by %uicide and those struggling with mental
healih issue4.

%implifyingT many of our activities. We invested heavily across our multi-disciplinary leanls, with upgrades lo drones,
more equipment for our sonar and swift water teams, better Personal Protective Equipment for our boal crews, and 2 new
duty nighi teani vehicle%. We refurbishcd our two largest, most ￿Ild boats with Dc￿, enginL% a% well as a drydoLk Ic) help

We invested in 2 new addilional staff roles. a Voluiileer Manager and. a Digital Lead in ¢onjunciion with Ihe Rank

Untortunai¢ly, thri)UbFhc)ul the year we incurred damabJe and lo%% lo vessels and equipmeni which we either repaired or
are working through a plan to replace within the coming 12 months. We a150 undertook a cost saving¥ exercise and ,sold,
or are selling sorne of our older, or under- Ulilised vehicle and vessel assets. This progranune will continue ihrou&,liout
2024 10 d¢livLr saving?% wh¢re we can. 202412025 will again be another vhallenging and exciting year in the life of F.SR.

investment in new defibrillalor%, 4wift water equipmeiit. training, and .sourcingy a suitable niulti-purpose boat that will

We will be going througli our 3rd re-evaluation of our coveted 'lnveslii)g in Volunieers" accreditation, which recognises
good pr(Iclice wiihin voluiiieer managemeni, and we will re- invigoraie our manageineni comniiiiee wilh new members.
We will also continue to work with Ihe Ditnny Quigiley l-oundalion to dLvelop a symbolic Lighihouse which will be a
beacon of light and a prdclical place 10 help and inforniaiion around menial health.
The biggesl projeLI (hal we hope to compleie will be seeing phase 2 of an extension 10 our base. after a prolonged delay
due lo the recenl pandemic, which will bring much needed storage and workspace.
FSR volunteers have been providing %upport and enLouragement to thou.Sdnds of people since 1993, giving hope,

During the lasl 30 years. the River Foyle has flowed, aiid the tides have turned, but our re%olve to save lives has
remained constanl throughoul any obstacles and challenges we faced.
So many people have been involN'ed in FSR over the year%. and at this Special milcslone. I want lo express my deepest
gralilude lo our volunteers. staff, supporters, partners, funders, past aiid pre¥eiil as well as (he entire community.
Together, we have made Foyle Search and Rescue whai il is ioday - a beacon of hope, a symbol of conipassion, and a

We are only the custodianb for the next generalion. As we look ahead to the future, let us continue to work iogether, to

Sonar Team (Paul Lvnch)
Our Svnar leam carry out searches of the river using specialist equipment when someone go¢8 under the surface and does
noi re%urface.
The Sonar team consists of l O volunteers, wlio pul in a lot of lime and efyon parlicularly when a %earch happens, but also
thToughout the year.
2023 was a significant yeaT for the team t.or many reasons.
In May 2023, we conducied a training session in collaboratlon wilh the Inishowen Sub-Aqua Club, who provided divers
so that we could simulate a sonar search for a body. Many thanks to Aodhan McDaid and the Inishowen SAC crew for
their 4upport.
This was followed in June by a weekend'% Iraining with the Norbit support team.
In July, the team were la.%kcd 10 perform a mulii-day sonar search for a missing per80n in the Foyle. The individual was
eveniu(Illy found %ate and w¢ll elsewhere.
In August, the team were aga?n la4ked lo search for a missing person who wa5 believed io hav¢ enicrcd the river. This
was again a multi-day .%earch, and the ieam were able to elimAnat¢ several search aTcas before the individual was
evcnlually IoLaicd downriv¢r.
In OLI 2023 we welcoined 3 new Team members, to further .%trengihen the team. They ￿'ere .4oon called into a¢lion when
in late OLtc)ber we perfonned <7 mulii-week search of We8ilake for a mi55ing' pcr%()n. A SARDA dog l)ad indicated Ilie
person l)ad possibly enlered Ihe lake. I'his wa% a ¢hall¢ngTingy 4earch - access to the lake was dI￿l¢U11 and Ihe lakL ilself
was noi conducive to niulii-be<im %canninb due lo high levels of vegeiaiion Eeiiing tangled in the %onar head. This &Fave
us tlie opportunity to trial our new Gamiin Livescope side-scan unil, which is a small Iran%duceT 8Ultable for u%¢ in
diffiluli-lo-access area% and iii sliallow Wls lers. The Sonar leam was able to completely 4¢an the sinall lake and rule it out
of the search, w)d uliinjaiely the imssillg pepyon wa% lound el.sewhLre,
Tlie leaiii liad a fvrthey Iraining weekend in November, with ihe Norbil support team. We trialled a LIDAR unit from
Norbit {wliich .qcans above Ilie water line lo add shoreline refereiice detail.s 10 any sonar ,SLan). This wa5 conducted in
Creggan Country Park.
lil November we also welcomed our new Sonar Coordinator Danielle Francis, who took over the rein.% from Seamu%
MLCloskey.
Feb 2024 saw the resumption of regular Sonar training, we conducted session5 for all members ai ba.se and in Creggan
Country Park. WL unfortLEndtoly lo%1 our regular Soi)ar boat (Spirit of James), as il had to be relirLd from ihL tleet. For
now, we are C4ipable of operating Sonar from the Steady, and we are exploring further options tor a replacemeni boat
suitable for Sonar.
In Marcli 2024 we participated in a multi-week, multi-agency ,%earch for a male who eniered the riveT ai Sirabane. This
was challenging as the searLh ar¢'a Wd% huge, and the river is uncharted and hazardously shallo￿. in place%. We Ihereforc
fo¢used on using the Garn]in Livescope to conduct a side-scan sonar search, and used the Norbit Multibeam only on
.%pevific deeper arca% ol. the river. The search tiines were very dependent on tides and limited daylight, iievertheles5 we
managied lo Lvei teams oui for a good number of searches.

LEADERSHIP
2023 saw the introduction of a new Shure Coordinator. Thi% Iran4ilion begyan in April and tlie role was fully taken over at
the beginning of Mav. The NLW Shorc Coordinator worked very closely with Ihe Oftice siaff and other Coordinators lo
identify the need% of Foyle Search and Rescue regardingF operational aiid training needs. Addiiionally, two Deputy Shore
Coordinators (Rohan Chada and Adrian McMei)amin) were added lo Ihe leadership team 10 a.%%i%l in all a5PCCts or
Iraiiiing and operalions.
SHOKE I'RAINING
Tlie trainiiig during this year covered many areas, boih practical and Iheoretical. The diverse ranbie of iraininL provided
received excellent feedback.
In November 2023 M'e conduLled praciical Shi¥re duty-ba%ed training. This trainingF incory)oraied key skills sucli as Client
approach, throwliiie deploymeni and eleLlronic communications. Thi% was hugiely bcneficial and challcngTed ilie

based on the "Crawl/WalklRun" appr()dch. where we build towards upcomin& trainin&y to provide opportunities for our
volunieers io be able to use the real applicaiioii of these skills.
The online irainiiig provided lo our volunleer% in the fir.%[ quarler of 2024 allowed all Voluntee￿ 10 learn about Other
a%pect% of Foyle %carch and Rcscue al their own pace. The oiiline traiiiiiig covered various topics such as Foyle Search
and Re.4cue SOP4, .le%%ip traiiiinby and Manual haiidliiig, these were key Irainiiig areas Iliai all voluiileers beiiefiiied froin.
The training included refreslier IraininbT on tlie orgFanisations SOP'S and also provided the volunteer5 Wltli belter
situational awarenes% of our role in eniergency multi-agency situations (Jessip).
In June 2023 Wc were very privilebyed la welconie ARC. We received Iraining on dealing with distressed iiidividuals
who have addiction4 or who are recovering frorn addictions. This training received very positive feedback from
voluiil¢ers wlio said Ihal il gal'e them a greater understanding of these issues.
TLAM LEADERS
In 2024, our new T¢am Lcadership training was suc¢esstully rolled out. This Iraiiiing was desigiled 10 give a volunteer
Ihe cojrect skills lo lead ieams on duly and have ihc kn()uiledLye and confjdence lo de¢il wilh hi&yhly chall¢nging'
situalions. This was implernenled by cla.5sroom-ba5ed lectures covering all aspecis of Team l.eader responsibilities. We

externally. I have been on boat for approximately 6 years w'ithin the charity. l also have 3 years previous experience of
beingT a coordinator and have been involved with boat training for severdl years.
Upon lakinby the role, I moved to identify key area% where adju.4lmenls Lould be made to help bol%ter the gener81

oui with other search & rescue groups to see what they provide their crews.
Between April 2023 and March 2024, 1 I new crew membeD4 joined boat. 2 volunteepi joined boat crew with external
certificate% whilst 2 coxswains returned 10 the charity. Myself and Gareth also became RYA PWC insirnclors which
allowed us lo certify I I more volui)leers in PWC. 16 voluiiteers wlio did not have tlieir RYA powerboat level 2
certificate were also certified and there was a Vlll-' course delivered externally lo 15 voluiileers on boat. A further 2
volunleers becaine coxswains and iii 2024 mandatory Iraining was introduced again so that lime could then be diverted
into upskilling all our boat volunteers. This period of time saw the mosi Iraiiiing and progressioii we have ever had
within Ilie charity. There are over 40 volunteers now on Boat with over 20 qualiffted as Coxswains and 30 of which are
also PWC (rdined
Its fair lo say li has been a very busy year for our boat training team. The boat training team is made up of a group of
highly experienced boat volunieers who bring a wide range of 4kill.s. Myself, Gareth, Paul Mullan, Colm, Liam and Avril
are the voluntLer% wiihin the boat Iraining team. In DeLember thi% team wa.% expandcd as WL welcomed 4 new members:
Amy, Danielle, Ryan Murphy, and Conor all successfully joiiied the teain to assist with training, ils great to have their
experience and skills to add io the team. They ensure Ihal out volunieers are ￿'elL Irallied and provide invaluable
experience so Ihal when any of the crews are out on Ihe waler, they will be able to face any ¢hallenges they may

secured for the PT()Ject. ThL.4e have proven to be very usetul iii preveniing daniage lo boats durinby %lorni% bul al%0 in
reducing barnacle build up during wanner lernperaiures.
During the summer we were involved wilh a huge fundraising event or&Tanised by Danny Quigley where he swam from
Liflord to Kiniiego Bay. The boai lean) W<15 involvLd in pr()vidingT safety eover during this ei'enl as Danny swam day and
nighi to achieve his goal. Thanks lo all our boat volunteers wh() helped out duriiig this. it was a great experi¢n¢e for all.
