The directors present their report and the financial statement for the year ended 30 September 2023.
Statement of Directors’ Responsibilities
The directors are responsible for preparing the Directors’ Report and the financial statement in accordance with applicable law and regulations.
Company law require the directors to prepare financial statement for each financial year. Under that law the directors have elected to prepare the financial statement in accordance with the United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standard and applicable law). Under company law the directors must not approve the financial statement unless they are satisfied that they give a true and fair view of the state of affairs of the company and of the profit or loss of the company for that period. In preparing the financial statement the directors are required to:

Select suitable accounting policies and then apply them consistently.

Make judgement and accounting estimates that are reasonable and prudent.

Prepare the financial statement on the going concern unless it is appropriate to presume that the company will continue in business.
The directors are responsible for keeping adequate accounting records that are sufficient to show and explain the company’s transactions and disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and the other irregularities.
Review of Business
The Trustees present their Annual Report and Financial Statements for the period 1 October 2022 to 30th September 2023 including a Balance Sheet as at that date.

Structure and Management
The Board
The board members are principally but not exclusively residents of the Glencairn area or have strong links to the area. It operates according to its Articles of Association (22nd August 2016). In the past year it has met as a board 15 times. All meetings were face-to-face but also with Zoom to accommodate any with health concerns or other difficulty travelling to a meeting. Sub- groups have convened on other occasions, such as at online meetings with local councillors and Belfast City Council (BCC)officers.
Description and Purpose
The Glencairn Community Project (GCP) is located in the Glencairn area of Belfast, which is officially recognised as being in the 6% of most socially deprived areas in Northern Ireland. There is no suitable community building to meet the needs of the local population of about 3,000. Building on ideas developed over the past two decades, in 2016 some members of the Saint Andrews Community Action Group and members of the Glencairn Residents Group came together with a number of independent people to form the GCP.
The GCP has two main aims. First, to advance community development for the benefit of the inhabitants in the Glencairn estate and surrounding area in Belfast through the provision and management of a centre which will provide space and facilities for community and voluntary organisations and by any other charitable means as the directors shall consider appropriate.
Second, to provide facilities for recreation or other leisure-time occupation with the object of improving the conditions of life for those who by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances have need of such facilities.
Achievements and performance
Work was completed under the Community Activity Micro Grant 2022-23 Tranche 1 scheme. This project undertook to write and publish 1,000 copies of a booklet in the Glencairn area providing contact information about multiple local and city-wide organisations or services local residents could access, for example, day care centres, doctors, Jobs and benefits. In March 2023 the directory was printed by Kestral Print and distributed to all households within Glencairn.
In mid-May 2023 The Board was advised that our Partner for the Build project (The Education Authority) was withdrawing from the project. This was a massive setback in terms of progress and funding for the build, Reducing the Build capital by 500K. The Board and other interested stakeholder (Belfast City Council and The Northern Ireland Housing Executive) have spent the following months working to ensure that the project for the Community Building remains viable without the Educational Authority as a partner.
We have worked with C3 solutions and Belfast City Council Officers to put together a new business case and develop new design drawings to support our application to the Neighbourhood Regeneration Fund. This work also established new parameters for the build project as a whole, we are currently engaging with BCC and NIHE to negotiate the transfer of land to the Board.
The application for funding support for the planned community centre to the Neighbourhood Regeneration Fund has progressed to stage 3 and we have been allocated 200k provided Due diligence is met in final stage of the application. Alongside this work the group have been applying for and securing small pots of funding for community programmes. In 2024 into 2025 focus will be on securing larger pots of funding for both programmes and fixtures and fittings for the centre as well as exploring funding options to employ a centre manager. In 2024 we gained three new members to the Committee: Lydia Miskimmen, Julie McCullough, Rowan Davison and Jennifer Cole. The Board remains dedicated to increasing capacity to the group and continually welcomes new board members and volunteers.

Public Benefit Statement
The GCP meets the public benefit requirement by providing benefit to the general public, particularly but not
exclusively, the residents of the Glencairn estate.
The direct benefits which flow have been in the training and education in mental health, particularly for local children. This was supported by the BCC’s Community Support Recovery Grant.
The benefits are also demonstrated through the extensive collaboration between GCP, BCC, EA and local councillors.
The beneficiaries of the GCP’s purposes have been members of the general public drawn, largely but not exclusively, from the Glencairn estate.
Private Benefit
There have been no private benefits to the trustees of GCP.
Compliance with the Charity Commission’s Guidance
In setting the GCP’s objectives and planning our activities for the year the trustees have given careful consideration to the Charity Commission for Northern Ireland’s guidance on public benefit to ensure that the activities have helped to achieve the charity’s purposes and provide a benefit to the beneficiaries.
Financial Review
The GCP had modest income between 1 October 2022 and 30 September 2023. The trustees are satisfied with the financial position at the year end. The Charity needs to continually seek out new sources of grant income.

Independent Examiners Report to the directors on the preparation of the unaudited statutory accounts of Glencairn Community Project For the Period October 2022 to 30 September 2023
I report to the trustees on my examination of the accounts of the charitable company For the Period October 2022 to 30 September 2023.
Responsibilities and basis of report
As the charity Directors are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiners statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
