The directors present their report and the financial statement for the year ended 30 September 2022.
Statement of Directors, Responslblllties
The directors are responsible for preparing the Directors, Report and the financial statement in accordance
with applicable law and regulations.
Company law requires the directors to prepare a financial statement for each financial year. Under that law
the dIre￿Or$ have elected to prepare the financial staternent in accordance with the United Kin8dom
Generally Accepted Accounting Practice (United Kingdom Accounting Standard and applicable lawl. Under
company law the directors must not approve the financial statement unless they are satisfied that they give a
true and fair view of the state of affairs of the company and of the profit or loss of the company for that
period. In preparing the financial statement the directors are required to:
Select suitable accounting policies and then apply them consistently,"
Make judgment and accounting estimate5 that are reasonable and prudent;
Prepare the financial statement on the 80in8 concern unless it is appropriate to presume that the
company will contlnue in business.
The directors are responsible for keepin8 adequate accounting records that are sufficient to show and explain
the company's transactions and disclose with reasonable accuracy at any tirne the financial position of the
company and enable them to ensure that the flnancial staternents cornply with the Companies Act 2006. They
re also responsible for 53feguarding the assets of the company and hence for taking reasonable steps for the
prevention and detection of fraud and other irre8ularities.
Review of Business
The Trustees present their Annual Report and Financial Statements for the period l October 2021 to 30th
September 2022 Includlng a Balance Sheet as at that date.

The Board
The board members are principally but not exclusively residents of the Glencairn area or have strong links to the area.
It operates according to its Articles of Association122nd August 2016). In the past year, it has met as a board 15 times.
All meetings were face-to-face but also with Zoom to accommodate any with health concerns or other difflculty
travelling to a meeting. Sub-groups have convened on 5 other occas5ons, such as at online meetings with local
councillors and Belfast Clty Council (8CClofficers.
Descrlptlon and Purpose
The Glencairn Community Project IGCP) is located in the Glencairn area of Belfast, which is officially recognised as
bein8 in the 6% of most soclally deprived areas in Northern Ireland. There is no suitable community building to meet
the needs of the local population of about 3,000. Bullding on Ideas developed over the past two decades, In 2016
some members of the Salnt Andrews Community Action Group and members of the Glencalrn Residents Group came
together with a number of independent people to form the GCP.
The GCP has two main aims. First, to advance community development for the benefit of the inhabitants in the
Glencairn estate and surrounding area in 8elfa5t through the provision and management of a centre which will
provide space and facilities for community and voluntary or8an5sations and by any other charitable means as the
d•rectors shall consider approprlate.
Second, to provide facilities for recreation or other leisure-time occupatlon with the object of improvin8 the conditions
of life for those who by reason of their youth, age, infim)ity or disablement, financSal hardship or socialand economic
ircumstances have need of such facilities,
Achlevements and performance
The main achievements were two awards from BCC. The first was for up to £S,CO) under the Communlty Recovery
Support Grant.. Medium Grant Tranche 2 - 2021/22 scheme. Funds {80% upfront) were received in mid-october and
varlous sub-projects had taken place by the end of March 2022. The rnain one was provided by Fresh Minds timited
which provided trainln8 for 10 teachers in how to teach emotional resilience lo children. The teachers then went on
to deliver this training to their pupi15. Jo Jingles provided storytelling and other fun activities for the children. The
second was under the Community Activity Micro Grant 2022-23 Tranche I scheme. This project undertook to author
and publish I,(KO copies of a booklet in the Glencatrn area providing contact information about multiple local and
city-wide organisations or services local residents could access, for example. daycare centres, doctors, Jobs and
benetits. (This was a re-attempt at a similar proposal the previous year when illness prevented lis completion and
funds had to be retuined.)
In rnid-may 2022 a very detailed application for funding support for the planned community centre was submitted to
the Neighbourhood Regeneration Fund. Several Zoom and Teams meetings were held to finalise this. Similarly, other
remote meetings were held with councillors and BCC officers to discuss how to progress GCP'S alms. The key
outcome was that BCC officers were primarily responsible for sorting out issues such as land acquisition and liaising
with the Educalion Authority.
In June the GCP board members joined in with helping With the celebration of the Queen's Platinum Jubilee in
Glencairn. The funding for this had been arranged by the locally based Glencairn Residenls Group and several
hundreds of people attended a very happy day.

Public Benefit Statement
The GCP meets the public benefit requirement by providing benefit to the general public, particularly but not
exclusively, the residents of the Glencairn estate.
The direct benefits that flow have been in the training and education in mental health. particularly for local children.
This was supported by the 8CC's Community Support Recovery Grant.
The benefits are also demonslrated throu8h the extensive collaboration between GCP, 8CC, EA and local cout)cillors.
The beneficiaries of the GCP'S purposes have been members of the general public drawn, largely but not exclusively.

Harm Miti8atlon
The purposes of the GCP do not lead to hèrm. In the year reported on the GCP did not or8anize any cornmunity events.
Board meetin8s were of a hybrid nature, where any who felt unwell could still attend via Zoom without potentially
passin8 on any infection or worsening their own conditlon.
Prlvate Beneflt
There have been no private benefits lo the trustees of GCP.
Compllance wlth the Charlty Commi55ion'5 Guidance
In selting the GCP'S objectives and planning our activities for the year the trustees have given careful consideration to
the Charity Commission for Northein Ireland'$8uidance on publlc benefit to ensure that the activlties have helpedto
achieve the charlty's purposes and provide a benefit to the beneficlaries,
Financial Review
The GCP had a modest income betweeh l October 2021 and 30 September 2022. The trustees are satisfied with the
financial po5itlon at the year-end. The Charity needs to continually seek out new sources of grant income.

Independent Examiners Report to the directors on the preparation of the unaudited statutory accounts of
the Glencairn Community Project for The Year Ended 30 September 2022
I report to the trustees on my examination of the accounts of the charitable company For the Year Ended 30
September 2022.
Responsibilities and basis of report
As the charity trustees land also the Directors for the purposes of company law), you are responsible for the
preparation of the accounts. The trustees consider that an audit is not required for this year under section
65(2) of the Charities Act (Northern Ireland) 2008 {'the 2008 Act,) and that an independent examination is
needed.
Having satisfied myself that the accounts of the Company are not subject to audit under company law and is
eligible for independent examination, it is rny responsibility to

I have completed my examlnation. I conflrm that no rnatters have come to my attention In connection with
the examination 8ivin8 me cause to believe that in any material aspect:
l. Accounting records were not kept in respect of the Company as required by section 386 of the 2006
Act: or
2. The accounts do not accord with those records; or
3. The accounts do not comply with the requirements of section 396 of the 2006 Act other than the
requirement that the accounts Bive a 'true and fair view, which Is not a matter considered as part of
the independent examination; or
4. The accounts have not been prepared in accordance with the methods and principles of the Statement
of Recommended Practice for accounting and reporting by charities applicable to charities preparing

1.1 Basis of Preparation of Financial Staternents
The financial statement have been prepared under the hlstorical cost convention, except for
investment which are included at market value and the revaluation of certain fixed assets and in
accordance with the Charities SORP (FRS 102) 'Accountin8 and reporting by Charities: Statement of
Recommended Practice applicable to charities preparing the accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) (effective l January 2015),,
