The trustees have adopted the provisions of Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to charities prcparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective l January 2015). OBJECTIVES AND ACTivrriES Objectlves and aims We have referred to the guidance contained in the Charity Commtssion's general guidance on publi¢ benefit when reviewing our aims and objectives and in planning our future activities. With constru¢tion of the Hall complete. the CoMp￿Y'S key objective is to promote the use of the Hall both to rnaKimize opportunities for individuals , clubs and buslnesses in the local Community to use the Hall, but a150 to help ensure that the Hall is in a position to meet its ongoin8 fjnancial obligations. Additionally, the Company is focused on developing a practical operating model for the Hall to ensure appropriate access, upkeep and $￿urity of the Hall whilst minimising the ongoing associated costs. In accordance wilh its governing documents, Hillslx)rough Scout and Community Hall Group's strategi objective5 relate to promoting use of th¢ hall for the benefit of the inhabitants of Hillsborough and its surrounding are& ACHJEVEMENT AND PERFORMANCE Charitable aetivities The year ending on 31 January 2023 Saw the sixth full year of operntion for the Scout and Community Hall. The Hall has now attracted several regular users from both the Scouting community and local community. A review of actlvity has shown activity throughout the week and a¢ros5 the day and into the evening. This activlty include5 Usage by Little Explorers, a business which offers a breakfast club, after schools and holiday lub for primary school aged children and The Scout group, which continues to thrive with sections using the hall every evening from Monday to Friday. Other cor¢ users deliver Pilates, Tai Chi, Yoga and dance classes. In addition to regular users the centre ha5 been booked for occasional events by Felthakers Nl and individuals and organi5ations holding events and meetings. ITnportantly, the Hall has several regular users, helping to ensure that the Hall is in a positionto meet its flnancial obligations and is th¢r¢fO￿ able to operate on a viable long-terni basis. FINANCIAL REVIEW Flnancial positioo Incoining resources for the year amounted to £42,048 with £ E5,199 of this balance relating to capital grants released to the profit and loss in the year. Excluding th¢ capital grant release, the balance of the income was therefore £26,849, up fro￿ £24,467 for the year to 2022, and was primarily gen¢rated frorn income for the use of the Hall as set out below: £5,000 of the income w&s derived froin 1st Hi11sborough Scout Group for the use of the Hall for the year. Little Explorers s4ssional ¢hildcare genernted £17,000 to the end of th¢ financial year. £4.849 w&8 generated from the hire of the Hall to a range of other users. Resources expended in the year of £39.492 primarily related to the depreciation charge of £18.049. The largest other expenses repairs and maintenance represented £7,627 and cleaning of £5.056. A further sum relates to Capital and interest paid on the outstanding loan balance provided by 1st Hillsborough Scout Group. The loan balance outstanding at 31 st January 2023 was £11,143. STRUCTURE, GOVERNANCE AND MANAGEMENT Coverning document Hillsborough Scout and Cominunity Hall Group was incorpordtcd on 30th January 201 i as a privatc company) liinited by guarantee. The company is also a Registered Charity and is governed by its Memorandum and Articles ofAssociation. The Board of Directors administer5 the charity. It is comprised of peoplc with the necessary skills and experience to manage the work of th¢ organisation. The board ineets monthly, OT irore frequenlly if i'equired. The Directors have assessed the major risks to which the charity is exposed: in particular those related to the operations and finances of the charity and are satisfied that the systeins and procedures are in place to mitigate their exposure to thos¢ major risks.
