BALLYMONEY REFORMED PRESBITERIAN CHURCH CONGREGATION OF THE REFORMED PRESBYTERIAN CHURCH OF IRELAND NOTES TO THE ACCOUNTS 31 December 2023 ACCOUNTING POLICIES BASIS OF FINANCIAL STATEMENTS As the total income of the congregation is less than £250,000 the congregation have elected in accordance with the provisions in The Charities (Accounts and Reports Regulations (Northern Ireland) 2015 to prepare its accounts on a receipts and payments basis. FUND ACCOUNTING Endowment funds are funds, the capital of which must be retained either permanently or at the consregation's discretion; the income derived from the endowment is to be used either as restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place. These Heritage assets are not included in the statement of assets and liabilities as information on the cost or valuation is not available and such information cannot be obtained at a c05t commensurate with the benefit to the user5 of the account5 and to the church. In 1967 the Manse was donated by Norman Holmes and Sir Arthur Algeo. There are no reliable record5 of tlii5 gift and valuation approach for such a building lacks sufficieiit reliability. As a result, this building is not recognised in the statement of Assets and Liabilities. The contents of the properties have been acquired over a long number of years.
