Objcctives aud activities
Tlie charitable ¢oinpany objectives are:
Encouraging and fostering coinmunity cngag¢ment with delivery agencies and organisations in the Outerwest
area providing coinmunity safety interventions, so that everyone is awarc of what needs to be done and what
iinpact the interveiitions are meant to Iiave.
Ensuring the delivery of Community interventions and programmes appropriate to the area, inforn]ed by the
needs of residents, tailored to meet tliose needs and delivered cooperatively within and in partnership with the
coininunity.
Ensuring the bcst use of available resources to iinprove the quality of life for residents living in the Outerwest
arca.
Providiiig a partnership for statutory and noii-statutory organisations and communities in which to discuss
issues of Community saf¢ty and ways of addrcssing them.
Developing and delivering a system of perfonnance management to establish progress against agreed
objectives and outcomes.

The organisation is a charitable company liinited by guarantee. The entity was incorporated and registered as
charity on 17 July 1998. The company was establislied under Memorandum & Articles of Association which
outlined the area of benefit and tlie objccts of tlie charitable organisation. Every member of the company in
accordaiice with tlie Memorandum, undertakes to contribute to the assets of the Company, in the event of the
saiiie being, wouiid up while it is a member, or within one year it Ceases to be a member, for payment of the
debts or liabililies of the Company contracted before it ceased to be a member, and of the costs, charges and
expenses of winding up, and for the adjustments of the rights of the contributions among themselves, such
amount as may be required not exceeding £1.

Appointment of Directors
Directors are appoiiited at the Annual General Meeting and hold office until the next AGM following their
appointment.
New board members are given an induction by the chairman covering the charity's structure and how it
operates, tlie board meets once every month to receive reports from management and deal with strategic and
policy matters.
Risk Management
Tlle directors liave a risk management strategy which consists of establishing a system of identifying risks and
mitigatiiig such risks.
Aehievements & performance
Ballyinagroarty Hazelbank Community Partnersliip (BHCP) is a partner and is represented by its directors on
tlie Outerwest Neiglibourhood Renewal Partnership Board. BHCP takes the lead on Social Renewal and its
pillars of Education and Health, and has representation on all of the Outerwest taskforces. BHCP is in regular
contact witli the Outcrwest Strategic Manager and Administrator, and communicates on an ongoing basis with
all relevant statutory, voluntary & coinmunity groups and funding agencies relevant to the area and our work.
BHCP led on ilie Outerwest Health Needs Analysis and this is being used to infonn ar] action plan designed to
reduce health iiiequaliti¢s within the area.
BFICP provides in-scliool support to students at St Marys College to provide mechanisms to ensure the most
discngaged pupils receive ilie support they need to reacli thcir potential. The programme has been re-named
SMILE- St. Marys Individualiscd Leaming Experience.
OW Community Education - BHCP had been liaising with the NWRC and other training agencies to ensure
that the cominunity education programme is delivered successfully within the OutC￿eSt NRA. and that all
barriers to participation are removed.
New Build project at Ringfort Road- DCSDC provided fuiiding for a Design Team who engaged with BHCP in
developing tlie designs. A New Build Taskforce, made up of BHCP, DCSDC, HMD Architects, WHSCT and
residents was set up. Two consultation s¢ssions were held to eiigage residents in tlie consultative design for the
iiew facility. Tlic d¢5ign phas¢, which includes botli BHCP and WHSCT as anchor t¢nants, is now complete
and was submitted to Planning in August. Planning was approved in October 2020 and the decision was taken
to proceed with tlie constru¢tion with BHCP being the only tenant. The WHSCT were unable to cominit to
engaging with tli¢ project any further.
Pitch & Play - These new facilities open up a range of exciting opportunities for BHCP to engage with the
cominunity in a more meaiiingful manner. The pitch generates revenue for BHCP whilst providing an excellent
facility for community use, Council have advised that it is tlie busiest of all the pitclies in the City. The play
park has flourislied since it opened and is a treinendous asset for the community.
BHCP engaged in a nuinber of funding applications in partnership with The Glen Development Initiative and
Outerwest to ensure that there was adequate provision of programmes and projects for the residents in
Ballymagrorty, Hazelbank and the wider Outerwest. We collaboratively worked on applications for the
Colicsion Fund & Good Relatioiis. We also worked alongside the OuteThvest and Glen Development Initiative
to provide a Community Fridge for the local residents including benefits advice and training opportunities.
BHCP also has significant Youth Provision in the area with funding from both the Education Authority for the
provision of a FT voluntary youtli club 5 days per week and additional funding from BBC Children in Need to
deliver outreacli and detached youth work 3 niglits per week. We were also fortunate to receive funding from
PCSP to deliver one to one intervention and diversionary activities.

We are continuing to provide much needed programmes in the community for residents including mental
Iiealth, physical heallli and to deal with social isolation witliin the community. We have also been able to
secure DFC funding for the staff througyhout the year to sustain our work in the community. We are continuing
to develop relationsliips within th¢ community and engage with the people we support to ensure that we are
continuing to be responsive to the needs of the local people.
We have also compl¢ted a summer of fun filled activities for th¢ young people within the local community
includiiig fainily events and diversionary activities to minimise the anti-community behaviour that can occur
throughout the community in the summer months.
Impact of Covld 19
Restrictions were reduced incrementally whicli allowed BHCP to host and arrange social gatherings and these
have been instrumental in Iielping the community to return to some modicum of nom]ality. Nonetheless,
observatioiis reveal that hesitancy still remains, particularly among the older population. With this in mind,
BHCP re-invented its active ageing programine to the POP Group (Positive Older People). This allows people
to eiiibrace and celebratc tlieir age and place within the coinmunity.
Financial review
The reserves policy of the cliarity is to have sufficient reserves to cope with temporary shortfalls.
The surplus from charitable activities during tlie year was £2,460 (2022: £19,755).
Total incoming funds in tlie current year shows a l 0.70/0 increase from the previous year. Total expenditure in
tlie current year also increased by 16.30/0 from the previous year.
Thc total fuiids available at the year end were £55,902, this is equivalent to approximately 2 months operational
costs. The restricted deficit of £2,867 is not material in the current year. Tlie unrestricted reserve of £55.767 is
made up of £50,440 of reserves brought forward, the balance of £5.327 related to other income not spent in thc
finaiicial y¢ar.
Net current assets has increased to £46,665 (2022 - £39.074). Th¢ total bank and cash has d¢cr¢ased by
£11,437. Casli at bank for year was £21,480 (2022 - £32,917). Overdrawn bank balances for year £1 0,071
(2022 - £4,861). Grants receivable and otlier debtors has increased by £14,756, and creditors and accruals have
decreascd by £4,272.

The company 15 a private company limited by guarantee, registered in Northern Ireland and a registered
charity in Northern Ireland. The address of the registered otrice is 14 Shaw Court, Derry, BT48 OPW.
Accounting convontlon
The sigiiificant accouiiting policies applied in the preparation of these financial statements are set out
below. Tliese policies have been consistently applied to all years presented unless otherwise stated.
The cliarity coiistitutes a public benefit entity as defined by FRS102. The financial statements have
been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended
Practice applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic of Ireland Charities SORP (FRS102), the Companies Act
2006 aiid the Charities Act (Northern Ireland) 2008.
Tlie financial stateinents are prepared on a going concem basis under the historical cost convention,
modified to include certain items at fair valu¢. Tli¢ financial stateinents ar¢ presented in sterling which
is tlie functioiial currency of the cliarity.
Incoming resources
All incoining resour¢¢s are included in tlie statement of financial activities when the Charity is
entitled to the incoin¢ and the amount can be quantified with reasonable accuracy. The following
specific policies are applied to particular catcgori¢s of income:
Graiils received are recognised at fair value when the cliarity has entitlement after any performance
conditions liav¢ been mct, it is probable that tlie income will be received and tlie amount can be
mcasured reliably. If entitlement is not met tlien tliese amounts are deferred.
Capital graiits are released to the profit and loss account in tlie year in whicli they are received in
line witli tlie SORP Accounting & Reportiiig by Charties.
Revenue grants are credited to the Statement of Financial Activities in the year they are received,
Donations & otlier income is classified as unrestricted funds and is recognised when receipt is
probable and entitleinent is established.

2.2. Exponditure
Expenditure is recognised on an accrual basis and has been classified under headings that
aggiregate all costs related to the category. Expenditure is recagnis¢d wliere there is a legal or
constructive obligation to Inake payments to third parties, it is probable that the settlement will be
required aiid the amount of the obligation can be measured reliably.
Charitable expenditure comprises those costs iiicurred by tl)e ¢liarity in the delivery of its activities
aiid services for its beneficiaries. It includes both costs that can be allocated directly to such
activities and tliose costs of an indirect nature necessary to support them.
Support costs are those costs incurred directly in support of expenditure on the objects of the
charity and iiiclude project management.
2.3. Tanglble fixcd asscts and depreclation
Tangyible fixed assets are stated at cost less depreciation. Any assets carried at revalued amounts are
recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and
subsequent accumulated impainnent losses.
An increase in thc carrying amount of an asset as a result of a revaluation, is recognised in other
conipreliensive income and accuinulated in capital and r¢5erves, except to the extent it reverses a
revaluation decrease of the same asset previously recognised in profit or loss. A decrease in the canying
amouiit of an asset as a result of revaluation is recognised in other comprehensive income to the extent
of any pr¢viously recognised revaluation increas¢ a¢cumulat¢d in capital and reserves in respect of that
assct. Wliere a revaluation decre&s¢ eN¢eeds the accumulated revaluation gains accumulated in capital
aiid reserves in resP¢¢t of iliat asset, tlie excess shall be recognised in profit or loss.
