We work with local community, statutory authorities. voluntary and other organi5ations to provlde
services for children and young people, adult5 and to ensure older people are supported and socially
included. To sUPPOrt economic activity and job creation. To improve health and wellbeing of the entire
community, building cross community relations and to provide art, leisure and recreation activlties for
the communlty.

STRUCTURE AND MANAGEMENT
The company is run by a board of Trustee5 who 3re also the directors of the company. It.Is governed by
its Memorandum & Articles of Association.
The Trustees wurk with a team of dedicated volunteers and have in the past worked withthe probatlon
board, the Socal jobcentre and network personnel to help those who have been long term unemployed
get back to work and work/train with the company to prepare them for back to work.
AcfiviTIES AND OBJEcnvES
The prlncipal attivity of the company is to facilitate the Improvement and development of soclal and
economic conditions for the people living In the Upperlands area. The company works with local
community, statutory authorities, voluntary and other or83nisations to provide servlces for children and
young people, adults and ensures older people are sUPPOrted and socially Included. The company also
aims to support economic activity and job creation, to Improve health and wellbeing of the entire
community, building cross community relations and to provide art, leisure and recreation activlt5es for
the community.
The company's centre includes a large hall, small hall and b03rd room and is used by local and
surrounding communities for events, classes and meetingsj church groups, youth club, afterschools
club etc, A weekly luncheon club for the elderly is run by the centre.
Other recent activities include set up of a mental health group, a couch to SK frtness and wellbeing
programme, Christmas tree switch on event, 4th of July cultural celebration and a visxtor centre cultural
programme.
Public Beneflt
The direct benefits flowing from the organisations purposes are to ease the Social and rural isolation
that many suffer in the village locally, help the aged, help health, mental and social wellbeing, brin8ing
everyone together, offering opportunitie5 regardless of background. These are demonstrated in many
ways throughout the year we hold events and cla55es where people from a wide range of backgrounds
have the chance to meet and form lasting friendships.
We a150 allow other groups and charities to use our hall as well as locally residents to hold community
events. We have a visitor centre and coffee shop that allows a central rneeting place for community
members regardless of background. We offer assistance and guidance to anyone who needs it and try to
point them in the right dirertion to solve their problems if we can't. We run a weekly luncheon club for
the elderly where they get a subsidised meal {some of these people are very socially isolated and this IS
one of the few occasions they get a chance to go out). We also hold crafts, seasonal events, healthy
eating days and bu5 trips for this group. We run cross community bus trips locally wlth Grana8han
Women's group In Swatragh. We offer volunteering opportunities to all regardless of background.

There 15 no harm arising from any of the purposes. The charities beneficiarte5 are a wide range of local
and neighbouring communlty members regardless of their background, people who are older, youth,
adults, people with mental health issues, people who are socially isolated¢ people who are struggllng to
get back to work etc. There is no private benefit.
The trustees confirm that they have complied with the requirements of section 4 of the Charities Act
2008 to have due regard to the public benefit guidance published by The Charlty Commisslon for
Northern Ireland.
ACHIEVEMENTS AND PERFORMANCE
The company normally runs well supported communlty events, craft fairs, summer markets, Christmas
Tree Switch on and Halloween parties etc. However due to the global pandemic all 'ln person, actlvitles
ceased. UCDL were involved in delivering food parcels, meals on wheels, prescrlption collection and
delivery, delivering craft packs for the children and a virtual Christmas light switch on. The centre also
has unit5 and industrial workshops avallable to rent at very competitive rates and we have helped a
number of small businesses With start-up advice etc. The company also own5 the F13x Coffee Shop and
Flax Visitor Centre which are assets to the community and the Trustees feel that these help ease high
leve15 of social isolation giving people central community meeting places.
FINANCIAL REVIEW
The charity's results show an excess of expenditure over income for the year. Despite this the
unrestricted reserves are still comfortably in excess of 12 months expenditure. Unrestricted reserves at
30 September 2023 amounted to £65,339. (2022 - £71,072, while restrltted reserves amounted to
£387,059.12022- £403,222).
The trustees, annual report (incorporating the directors, report) and the strategic report were approved
on 24j.une 2ri24. and signed on behalf of the board of trustees by:

I report to the trustees on my examination of the financial statements of upperla.nds Cornmunity
Development Ltd {'the charity,) for the year ended 30 September 2023.
Responsibilitles and basi5 of report
As the trustees of the company land 31so its directors for the purposes of company law) you are
responsible for the preparation of the financial statements in accordance with the requirements of
Charities Act (Northern Ireland) 2008 (the '2008 Acg) and the Companie5 Act 2006 ('the 2006 Art,). You
are satisfied that the accounts of the company are not required by charity or company law to be audited
and have chosen instead to have an independent examination.
Having satisfied myself that the accounts of the company are not required to be audited under Part 16
of the 2006 Act and are eligible for independent examination, I report in respect of my examina.tion of
the charity's financial Statements as carried out under section 65 of the 2008 Act. In carrying out my
examination I have followed the general Directions given by the Charity Commission for Northern
Ireland under section 65(9}{b} of the 2008 Act
Independent examlner's statement
I have completed my examination. I conflrm that no matters have come to my attention in connection
with my examination giving me cause to believe that in any material respect:
accounting records were not kept in respect of the charity as required by settion 386 of the 2006
Act; or
2. the financial ststements do not accord with those records; or
3. the financial statements do not comply with the accounting requir:ements of sectlon 396 of the
2006 Act other than any requirement that the accounts give a 'true and fair, view which 15 not a
matter considered as part of an independent exarnination; or
4. the financial statements have not been prepared in accordance wlth the methods and principles
of the Statement of Recommended Practice for accounting and reporting by charities applicable
to charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland {FRS 102).

l. General information
The charity is a public benefit entity and a private company limlted by guarantee, registered in N Ireland
and a registered charity In Northern Ireland. The address of the registered officels The Linenhall Centre,
67 Kilrea Road, Upperlands.
2. Statement of compliance
These financ131 statement5 have been prepared in compliance with FRS 102, 'The Financlal Reportlng
Standard applicable in the UK and the Republic of Ireland,, the Statement of Recommended Practice
applicable to charitles preparing their accounts in accordance with the Financlal Reportlng Standard
applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP {FRS 102)). the Charities Act
(Northern Ireland} 2008 and the Companies Act 2006.
3. Accounting policies
Basis of preparatlon
The financial statements have been prepared on the historical cost basis, as modifsed by the revaluation
of certain financial assets and liabilitie5 and investment properties measured at f31r value through
income or expenditure. The financial statements are prepared in sterling, which is the functional
currency of the entity.
Going concern
There are no material uncertainties about the charity's abiSityto contlnue.
Disclosure exemptions
The charity has taken advantage of the provisions In the SORP for charitie5 applyin8 FRS 102 Update
Bulletin I not to prepare a Statement of Cash Flows.
Judgements and key sources of estimation uncertainty
In the applicatlon of the charity's accounting policies, the trustee5 are required to make judgements
estimates and assumptions about the carrying amount of assets and liabilitie5 that are not readily
apparent from other sources. The estimate5 and associated assumptions are based on historical
experience and other factors that are considered to be relevant. Actual results may differ from these
estimates.
The estimates and underlying a55umptions are reviewed on an on80ing basis. Revisions to estimates are
recognised in the period in which the estimate is revised where the revision afferts only that period, or
in the period of revision and future periods where the revi51on affect5 both current and future periods.

Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the
charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or
commitment.
Restricted funds are subjected to restrictions on their expendTture declared by the donor or through
the terms of an appeal, and fall into one of two sub-classes: restricted Income funds or endowment
funds.
Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has
passed to the charity; it Is probable that the economic benefrt5 associated with the transaction wlll
flow to the charity and the amount can be reliably measured. The following 5peclfic policies are
applied to particular categories of income:
income from donations or grants is recogni5ed when there is evidence of entltlement to the gift,
receipt is probable and its amount can be measured reliably.
legacy income is recognised when receipt Is probable and entitlement is established.
income from donated goods is measured at the fair value of the goods unless this is impractlcal
to measure reliably, in which case the value Is derived from the cost to the donor or the
estimated resale value. Donated facilitles and services are recognised In the accounts when
received if the value can be reliably measured. No amounts are included forthe contributlon of
general volunteers.
Income from contracts for the supply of servlces Is recognlsed with the dellvery of the contracted
service. Thi5 is classified as unrestricted funds unless there is a contractual requirement for it to
be spent on a particular purpose and returned if unspent, in whlch case It may be regarded as
restricted.

Tangible assets
Tangible assets are initially recorded at cost, and subsequently stated at C05t less any accumulated
depreciation and impairment1055es. Any tangible assets carried at revalued amounts are recorded at
the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent
accumulated impairment losses. An increase in the carrying amount of an asset as a result of a
revaluation, is recognised in other recognised gain5 and losses, unless it reverses 2 charge for
impairment that has previously been recognised as expenditure within the statement of financial
activities. A decrease in the carrying amount of an asset as a result of revaluation, Is recognised in other
recogni5ed gains and losses, except to which it offsets any previous revaluation galn, In which case the

For all equity instruments regard5ess of significance, and other financial assets that are indlvidually
slgnificant, these are assessed individually for impairment. Other financial assets are either assessed
Individu311y or grouped on the basis of similar credit risk characteristics.
Any reversals of impairment are recognised immediately, to the extent that the reversal does not result
in a carrying amount of the financial asset that exceeds whatthe carrying amount would have been had
the impairment not previously been recognised.
4. Limited by guarantee
The Company is limited by guarantee. In accordance with the company's Memorandum of Association
the members have undertaken to contribute to the asset5 of the company in the event of it being
wound up, an amount not exceeding £1 each.
