Accountlng policies
General Infomiation and basis of preparation
The financial statements have been prepared on the historical cost basis. as modified by the revaluation
of certain financial assets and liabilities and investment properties measured at fair value through profit
or loss.
The financial statements are prepared in sterling. which is the functional currency of the enlity.
Home-start Amiagh & Dungannon meets the definition of a public benefit entity under FRS 102 and is
company limtted by guarantee incorporated in Northern Ireland within the United Kingdom. The
address of the registered office is given in the company information page of these financial statements.
The nature of the company's operations and its principal activities is lo saf8guard, protect and preseNe
the good health and well-being of children and parents and to promote the education of the public in
better standards of childcare in the area ofArmagh and Dung8nnon and ils 8nvirons.
Preparation of accounts on a going concern basls
Though the company made a loss in the last few years11 is still in a healthy net asset position at the end
of the year with no reliance on external loans so on this ba515 the company is a going concern,
Income
Income is reccgnised when the charity has entitlement lo thefunds, any perfonnance conditions attached
to thè ilems of income have been met, it is probable that the income will be receivèd and the amount can
be measured reliably.
Income from government and other grants, whether '¢apital' grants or 'revenue' grants, is r6cognised
when the charity has entitlement to the funds, any performance conditions attached to the grant have
been met, it is probable that the income will be received and the amount can be measured reliably and is
not deferred.
Donated services
In accordance with the Charitie5 SORP (FRS 102) the general volunteer lime 15 not recognised as
income in the accounts.
Interest receivable
Interest on funds held on deF)05it is included when receivable and the amount can be measured reliably
by the charity,. this is nomally upon notification of the interest paid or payable by the bank.

Fund accounting
Unrestricted funds are available to spend on activities that further the purposes of the charity. Designated
funds are unrestricted fund5 of the charity which the trustees have decided at their discretion to set aside
lo use for a specific purpose. Reslricled funds are donations which the donor has specified are to be used
solely for particular areas of the company's work.
Expendlture and irrecoverdble VAT
Expenditure is recognised once there is a legal constructive obligation to make a payment lo a third paty.
it is probable that settlement will be required and the amount of the obligation can be measured reliably.
Expenditure is classified under the following headings..
Expenditure on charitable activities in¢lLJdes costs of advertising and volunteer costs undertaken lo further
the purpose of the charity and their associated costs.
Other expendtture represènts those items not falling into the heading above.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.
Charitabl8 expenditure comprises those costs incurred in the delivery of the charity's activities and
services for its beneficiaries. 11 includes both Gosts that can be allocated directly to such activrties and
those costs of an indirect nature necessary to support them.
Govemance costs include those costs associated with meeting the constitutional and statutory
requirements of the charity.
Tangible assets
Tangible assets are initially recorded al cost, and are subsequently stated al cost less any accumulated
depreciation and impairment losses.
Any tangible assels carried at revalued amount5 are recorded at the fair value at the date of revaluation
less any subsequent accumulated depreciation and subsequent accumulated impaimenl losses.
An increase in the carrying amount of an asset as a iesult of a revaluation, is recognised in other
comprehensive income and accumulated in Gapital and reserves, except lo the extent il reverses
revaluation decrease of the same asset previously recognised in profit or loss. A decrease in the
carrying amount of an asset as a result of revaluation is recognised in other comprehensive income lo
the extent of any previously recognised revaluation increase accumulated in capital and reserves in
respect of that asset. Where a revaluation decrease exceeds the accumulated revaluation gains
accumulated in capital and reserves in respect of that asset, the excess shall be recognised in profit or
loss.
Depreclation
Depreciation is calculated so as to write off the cost or valuation of an asset, less it5 residual value,
over the useful economic life of that asset as follows-.
If there is an indication that there has been a significant change in depreciation rates, useful life or
residual value of tangible asset5, the depreciation is revised prospectively to reflect the new eslimales.

Impalrment
A review for indicators of impairment is carried out at each reporting date, with the recoverable amount
being estimated where such indicators exist. Where the carying value exceeds the recoverable
amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at
each reporting date.
When it is not possible to estimate the recoverable amount of an individual asset, an estimate is made
of the recoverable amount of the cash-generating unit lo which the 8sset belongs. The Cash-generating
unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that
are largely independent of the cash inflows from other assets or groups of assets.
Flnanclal Instruments
The company only has financial assets and financial liabilities of a klnd that qualify as basic financial
instruments. Basic financial instruments are initially recognised at transaction value and subsequently
measured al th8ir settlement value with the exception of bank loans which are subsequently measured at
amortised cost using the effectlV8 interest method.
Limited by guarantee
The charity is a Company limited by guarante6 and has no share capital. Every member promlse5, if the
charity is dissolved while he, she or it remains a member orwithin 12 months aftenmards, to pay up to£1
towards the costs of dissolution and the liabilities insured by the charity while the contributor was a
member.
