TRUSTEES REPORT

The Chairman and Trustees of Romanian Outreach 602 are pleased to submit their report and accounts for the period 1 November 2022 to 31 October 2023.

Charity Details & Governance

Romanian Outreach 602 is an independent charity founded to aid the people in specific areas of Romania. Its origin dates back to October 2003 and it has been registered with the Charity Commission for Northern Ireland since 29/11/2016 (NIC105771)

Romanian Outreach 602 is managed through a Trust Deed, adopted first on the 24[th] October 2003 and updated in September 2016. It has 3 Trustees (Thomas Wright, Roy Aiken and David Wilson). The Chairman is Thomas Wright. The Trustees assume responsibility for the overall administration of Romanian Outreach 602, including compliance with all legal requirements and sound financial practice.

Romanian Outreach 602 is registered at the address 4 Doonan Lane, Carnlough, Ballymena, BT440LE.

Purpose of the Charity

The purpose of the charity as set out in the Trust deed is as follows:

To provide practical and spiritual aid to the disadvantaged people of the Timis county region in eastern Romania, predominately within the villages of Giarmata, Bencecu and Cerneteaz.
THE ADVANCEMENT OF RELIGION & EDUCATION: To provide a service of education, firstly in spiritual study through a church program in each of the three villages. Secondly, the charity financially supports a range of informal initiatives to aid the existing formal education structure, such as transport and sexual health. Again these are based and operated from the community church in each of the villages.
THE RELIEF OF THOSE IN NEED: To provide an informal program to improve general health through an informal counselling service, emotional support for vulnerable individuals and short term refuge accommodation were necessary. This is based at the community church in each of the three villages.
THE PREVENTION OR RELIEF OF POVERTY: To provide a program to alleviate some of the poverty i, through food banks and distribution of essential goods. This is mainly in Romania but now also includes shipping of essentials to a charity co-ordinator in Zambia.

Beneficiaries & Public Benefit

PURPOSE 1: THE ADVANCEMENT OF RELIGION & EDUCATION:

The beneficiaries are all attendants of the church congregation who meet regularly to gain help in understanding the Christian Gospel and its application to daily life.
Secondly, children aged 4 – 11 benefit from the educational support that the church provides in the form of after school homework clubs and transport assistance to and from school.

PURPOSE 2: THE RELIEF OF THOSE IN NEED

The beneficiaries of purpose 2 are the people of Timis county, specifically the villages of Giarmata, Bencecu and Cerneteaz.
In particular, those most vulnerable in these villages, predominately children from 4 – 18 and women with domestic abuse issues from the Romney Travelling Community. These people gain access to a consistent support structure.

PURPOSE 3: THE PREVENTION OR RELIEF OF POVERTY

The beneficiaries of purpose 3 include the ability for families in these regions to have food and everyday essentials.
Hygiene, clothing and educational products are also sent in bulk to the centre in Romania for distribution.
Starting this year, we have also shipped essential goods to Zambia, care of Chitokolotci Mission Station and Musenga Mission Station.

Summary & Report of Main Activities

Achieving PURPOSE 1 for Public Benefit:

Throughout the year, the charity continued to support the day to day financial need of the three churches in Romania, within the remote villages of Giarmata, Bencecu and Cerneteaz. This included supporting those who minister within the churches, under the leadership of Pastor Gusti Iuga. Church attendance has remained stable and in some cases increased. The cumulative total of the three churches would be approximately 100 people.

At the church building, the education support for children aged 4 – 11 continued. The charity funded the after school homework club at Bencecu, which continues to thrive. There are approximately 20 children attending during term time. They are provided with a meal and educational support. The charity also funded the transport/minibus to and from the church facility.

Achieving PURPOSE 2 for Public Benefit:

Throughout the year, the charity continued to support the work of Flori Iuga in helping those who have suffered from domestic abuse, to gain support and link with other agencies which can offer them refuge. Flori remains the first port of call for many women in the villages who need immediate accommodation and support in these circumstances.

Achieving PURPOSE 3 for Public Benefit:

Throughout the year, the charity continued to fund a weekly food service, as well as fuel support in the winter months. This ‘bread ministry’ consisted of Pastor Gusti Iuga distributing bread every Sunday to the families attending the churches at Bencecu and Cerneteaz. Many of the attendees would be from the Roma community and are in severe poverty as they are not aided by local government. This provides an essential service to very vulnerable families.

As an alternative to the annual shipment of Christmas shoe boxes, bulk goods were sent and distributed from the churches to vulnerable families of all backgrounds and religions in the three locations of Giarmata, Bencecu and Cerneteaz. These containers consisted of healthcare toiletries for adults, selection boxes and winter clothing for children. This catered for approximately 100 people in these villages.

Starting this year, we have also shipped essential goods to Zambia, care of Chitokolotci Mission Station and Musenga Mission Station. This is predominately children and ladies clothes.

These containers are prepared, packaged and shipped in Northern Ireland, based at the registered charity address of 4 Doonan Lane, Carnlough, BT440LE. As such, they are the only practical aspect of the ministry which is within Northern Ireland.

Summary

In summary, within the last year the charity continues to achieve its purposes as set out in the Trust Deed. The 3 churches supported by the charity continue to offer the core practical and spiritual needs of the people within these villages. The main Romanian leadership of Pastor Gusti & Flori Iuga remain the focal point of the ministry and have a wide ranging involvement in all three purposes of the charity. As such, they continue to be the main financial contact for funds transferred from the charity to Romania, with responsibility for administering the money to aid the beneficiaries. A main financial outlay in Northern Ireland remains the purchasing of goods for containers, transport costs to Romania and Zambia, as well as upkeep of our local storage facility. None of these activities brought harm to the beneficiaries and there was no private benefit to the trustees. The charity currently has no assets or liabilities.

Statement of Trustees responsibilities in respect of the Annual Report and Accounts

The annual report must contain certain administrative information about the charity, as set out in the accounting and reporting regulations. It also contains information about the charities work and how the money has been spent in the last year.

INDEPENDENT EXAMINER’S REPORT

Independent examiner’s report to the charity trustees of Romanian Outreach 602.

I report on the accounts of the Trust for the year ended 31 October 2023, which are set out on pages 06 to 07.

Respective responsibilities of charity trustees and examiner

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the Charities Act (Northern Ireland) 2008.

It is my responsibility to:

examine the accounts under section 65 of the Charities Act
follow the procedures laid down in the general Directions given by the Commission under section 65(9)(b) of the Charities Act
state whether particular matters have come to my attention.

Basis of independent examiner’s report

I have examined your charity accounts as required under section 65 of the Charities Act and my examination was carried out in accordance with the general Directions given by the Charity Commission for Northern Ireland under section 65(9)(b) of the Charities Act.

My examination included a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also included consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as charity trustees concerning any such matters.

My role is to state whether any material matters have come to my attention giving me cause to believe:

That accounting records were not kept in accordance with section 63 of the Charities Act
That the accounts do not accord with those accounting records
That the accounts do not comply with the accounting requirements of the Charities Act
That there is further information needed for a proper understanding of the accounts to be reached.

Independent examiner’s statement

I have completed my examination and have no concerns in respect of the matters (1) to (4) listed above and, in connection with following the Directions of the Charity Commission for Northern Ireland, I have found no matters that require drawing to your attention.
