The purpose of the charlty as set out in its governlng document. The Charity purposes are alto safeguard,
protect and preserve the good health, both mental and physical of chlldren and parents of children; b) to
prevent cruelty to or maltreatment of children; c) to relleve sickness, poverty and need amongst children and
parents of children; dl to promote the education of the publlc in better standards of childcare,. princlpally but
not exclusively within the area of LlsbuTn/Colin and its environ5. The Home-start vision is to see a Society In
which every parent has the support they need to glve their children the best possible start in Ilfe.
Home-start believes that children need a happy and secure chlldhood and that parents play the key role in
glvlng their children a good start in life and helpin8 them achieve their potentlal. Home-start supports
parents as they grow in confidence, Strengthens thelr relatlonships with thelr children and wlden IIDks with
the local community. Home-start Lisburnlcolin offers support, friendshlp and practical help to families with
Young children. The servlces provided by include weekly volunteer 5UPPOrt In the home, Family Group
support, courses and outings.
In settlng our objectives and planning our activltles for the year the trustees have given careful consideratlon
to the Charity Commisslon for Northern Ireland's 8uldance on publlc beneflt to ensure that the actlvlties have
helped to achieve the charlty's purposes and provlde a benefit to the beneflclaries
We want to say thank you to the trustees for all thelr hard work through out the year. Also to the famllv
support volunteers. who selflessly give up thelrfree tlme to visit famllies in their homes each week, and help
out at the Famlly Group.
ACHIEVEMENTS AND PERFORMANCE
In the year to March 2025 Home-start Lisburn/Colin supported 231 children12024, 175 chlldrenl. The Charlty
during the year had 34 volunteers12024, 23) who visited families weekly In their homes or who helped on
weekly basls at the Famlly Group, Families took up 12412024,113} packages of support made up of - Home
visiting .51 (311, Family Group -37 {361, Incredible Years -281151, Other Workshops -81311,
In 2025 there were 117 referrals12024,951. The breakdown of the source of referrals was Heakth Vlsitor 92
1681- Family Support Hub 410) - Self referral 12 (171, Other 9 {101.
FINANCIAL REVIEW
We had an Income of £110,90512024 £93,577) and spent £107,333 {2024 £88,537). Despite Ihe uncertalnty
surrounding publlc budgets the South Eastern Health and Social Care Trust continues to be our anchor funder
wlth over £40,000. Notable support ha5 come from National Lottery People&Commun, The Henry Smith
Charlty, Lisburn & Castlereagh Clty Councll.
It is the policy of the Charity to keep reserve levels under review. It is deslrable to maintain reserve levels
which would equate to approxlmately six months of unrestricted expenditure, thus safeguardlng service
delivery on an annual basi5. At present reserves equate approximately to six months of unrestricted
expenditure.
STRUCfURE, GOVERNANCE AND MANAGEMENT
The Charity is a private limlted company, limited by guarantee wlth no share capital. The Charity is governed
by its memorandum and articles of assoclation.

Recruitment and appointment of new trustees. The trustees during the year may co-opt any person duly
qualified to be appointed a5 a Trustee to fill a vacancy in their nurnber or as an additional Trustee, but a
Co-opted Trustee holds office only until the next AGM. One third lor the number nearest one third) of the
Trustees must retire at each AGM, those longest In office retlrlng first. Trustees retlring at the AGM or new
Trustees can be reappolnted by a vote at the AGM
The trustees are responsible for keepin8 proper accountlng records that disclose with reasonable accuracy at
any time the financlal position of the charity and to enable them to ensure that the financial statements
comply with the Charities and Trustee Investment (Scotland) Att 2005, the Charities Accounts {Scotlandl
Regulations 2(X16 (as amended) and the Accounting and Reporting by Charlties: Statement of Recornmended
Practice applicable to charities preparin8 thelraccounts in accordance wlth the Flnanclal Reportlng Stsndard
applicable in the UK and Republlc of I￿land {FRS102).
The trustees are also responsible for safe8uardin8 the assets of the charity and hence taklng reasonable steps
for the prevention and detection of fraud and other irregularltles.

I report on the financial statements of Home-start Lisburnlcolin for the year ended 31 March 2025 which
comprise the Statement of Financlal Activltles, the Summary Income and Expendlture Account, the Balance
Sheet, the Statement of Cash Flows and the related notes.
Respectlve responsibilities of trustees and examlner

responslble for the preparation of the accounts in accordance with the Charities Act (Northern Ireland) 2008.
Having satisfled myself that the charity is not subject to audit under company law, and is eligible for
independent examination, it is my responsibility to:

The financial statements have been prepared in accordance wlth Accounting and Reportlng by Charitles:
Statement of Recommended Practice: Accountlng and Reportlng by Charitles preparin8 thelr accounts In
accordance wlth the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 1021
issued on 16 July 2014 and the the Financial Reporting Standard appllcable in the Unlted KSngdom and
Republlc of Ireland (FRS 1021, the Charitles Act INortheTn Ireland) 2008.

Cash and cash equlvalents comprlse cash at bank and on hand, demand deposlts with banks and other

In the statement of financlal position, bank overdrafts are shown within borrowlng5 or current liabilities.
In the Statement of Cash Flows, cash and cash equivalents are shown net of bank overdrafts that are
repayable on demand and form an Integral part of the company's cash management.
Trade and other ¢redltors
Short term creditors are measured at the transaction prlce. Other creditors and provlsions are reco8nlsed
where the charlty has a present obligation resulting from a past event that will probably result in the
transfer of funds to a thlrd party and the amount due to settle the obligatlon can be measured or
estimated reliably. Credltors and provlslons are normally recognised at thelr settlement amount after
allowlng for nay trade dlscounts due.

Leased assets
Where the charlty enters into a tease which entails taklng substantially all the rlsks and rewards of
ownership of an asset, the lease Is treated as a finance lease.
Leases whlch do not transfer substantially all the r15ks and rewards of ownershlp to charity are classified
as operatin8 leases.
Assets held under flnance leases are initially recognised as assets of the charity at their fair value at the
inceptlon of the lease or, If lower, at the present value of the mlnimum lease payments. The
corresponding liability to the lessor is Included in the balance sheet date as a finance lease obligat50n.
Lease payments are apportloned between flnance expenses and reduction of the lease obllgation so as to
achleve a constant rate of Interest on Ihe remainlng balance of the liabillty. Flnance expenses are
recognlsed immediately, unless they are dlrectty attributable to qualifylng assets, in whlch case they are
capitallsed in accordance wlth the charlty's policy on borrowln8 Costs.
Assets held under flnance leases are depreclated in the same way as owned assets.
Operatlng lease payment5 are recognised as an expense on a stralght-llne basls overthe lease term.
In the event that lease Incentlves are received to enter into operatlng leases, such incentives are
reco8nlsed as a Ilabillty. The aBgre8ate beneflt of Incentives is recognised as a redurtion of rental
expense on a straight-line basls.
Pen51on costs
The chartty operates a defined contribution plan for Its employees. A defined contribution plan is
penslon plan under which the company pays flxed contributions Into a separate entity. Once the
contributlons have been pald the company has no further payments obligations, The contrlbutlons are
recognlsed as expenses when they fall due. Amounts not paid are shown in accruals in the balance sheet.
The assets of the plan are held separalely from the company in independently adminlstered funds.
Recelpt of donated goods, facllltles and servl¢es
All donated good5, facllities and servlces received are recognised within incornlng resources and
expenditure at an estlmate of the value to the charity.
