whlch every parent has the support they need to give their chlldren the best posslble start In life.
Home-start belleves that children need a happy and secure chlldhood and that parents play the key role in
giving their chlldren a good start In life and helplng them achleve thelr potentlal. Home-stsrt supports
parents as they 8row in confldence, strengthens thelr relatlonships wlth thelr chlldren and wlden Ilnks wlth
the local communlty. Home-start Llsburn/Colln offer5 SUPPOrt, frlendship and prartScal help to fam111￿ wlth
young chlldren. The servlces provlded by include weekly volunteer 5UPPOrt In the home, Famlly Group
support, courses and outlngs.

to the Charlty Commlsslon for Northern Ireland's Éuldance on publlt benefft to ensure that the actlvltles have
helped to a¢hleve the charinls purposes and provlde a benefft to the beneflclarles

support volunteers, who selftessly give up their free time to vlslt famllles In thelr home5 each weeK and help
out at the Family Group.
ACTrIIEVEMENTS AND PERFORMANCE
In the year to March 2023 Home-start Llsburn/Colln supported 184 chlldren12022, 159 children). The Charlty
durln8 the year had 25 volunteers <2022, 231 who vlslted famllles weekly In their home5 or who helped on
weekly b?sls at the Famlly Group. Famllles took up 105 packaBes of support made up of - Home vlsltlng -38,
Famlly Group 47, Incredible Years -20, Other Workshops - O,
In 2023 there were 121 referra15 {2022, 841. The breakdown of the source of referrals was Health Visltor 86
{2022, 67) - Farn1￿ Support Hub 14 (51- Social Worker 010) - Self referral 12 {6), Other 9 (61.
FINANCIAL REVIEW
We had an Income of £92,269 (2022 £85,330) and spent £81,241 (2022 £77.904. Desplte the uncertalnty
surroundin8 public budgets the South EasterD Health and Social Care Trust contlnues to be our anchor funder
wlth over £41,000. Notable support has come from BBC Chlldren in Need, The Henry Smtth Charllv. Llsbum &
Castlereagh Clty Councll and John Moores Foundatlon.
It Is the pollcy of the Charlty to keep reserve levels under revlew. It 15 deslrable to malntaln reserve levels
whlch would equate to approxlmately six months of unrestrfcted expendfture, thus safe8uardlng servlce
delivery on an annual basis. At present reserves equate approximately to six months of unre5trlcted
expenditure.

The Charity 15 a private limited companyj Ilmited by 8uarantee wlth no share capltal. The Charity is governed
by its memorandum and artldes of assoclatlon.

Recrultment and appointment of new trustees. The trustees during the year may to-opt any person duly
qualified to be appointed as a Trustee to fill a vacanty in their number or as an addltlonal Trustee, but a
co-opted Trustee holds office only until the next AGM. One third (or the number nearest one third) of the
Trustees must retire at each AGM, those longest in office retlring first. Trustee$ retirlng at the AGM or new
Trustees can be reappointed by a vote at the AGM
Thè trustees are responsible for keeplng proper accountin8 ￿CordS that disclose with reasonable atturacy at
any time the financial position of the charlty and to enable them to ensure that the financlal ststements
comply with the Charltles Act (Northern Ireland) 2(K18 and the AccountinB and Reportln8 by Charities:
Statement of Recommended Practlce appllcable to charltles preparlng thelr accounts in accordance wlth the
Financial Reportlng Standard appllcable In the UK and Republlc of Ireland {FR51021.
The trustees are also responslble for safeguardlng the assets of the charlty and hence taking reasonable steps
for the preventlon and detection of fraud and other Irre8ularftles.
