STRUCTURE AND MANAGEMENT
The Kirk Sesslon
The charity trustees of the congregation are the members of its Kirk Session. Under the congregation's governing
document, The Code, the book of the constitut5on and govemment of the Presbyterian Church in Ireland, the Kirk
Session seeks to watch over and promote the spiritual interest of the congregation and of persons not connected
with any congregation who are within its bounds. It ensures pastoral care is in place in the congregation and seeks
to further the contribution of the Church to Christian witness and seniice in the local community. The Kirk Sessions
has delegated to its Congregationa5 Committee the temporal affairs of the congregation including administering.all
funds and propety belonging to the congregation. Members of the Kirk Session are ex-officio members of the
Congregational Committee.
The Kirk Session consists of the ordalned minister and the rullng elders of the congregations. All members are.
entltled to propose, speak and exercise equal votes at meetings, except that the Moderator, the ministers in active
duty in the congregation, has no dellberative but only a casting vote.
Stated meetings of the Klrk sesslon are held as required throughout the year,
To be chosen for the office of the eldership in the congregatlon a person must be a voting member and a regular
attendant on its ordinances. The selection of those proposed to be called to the office can be either by the
congregation or by the Klrk Session. Members are elected If they obtain ￿0-thirdS of those who vote.
Presbytery
Under the Presbyterian Church In Ireland form of governance the corporate oversight of a congregation is the
responsibility of a Presbytery which superlntends generally the spiritual and temporal affairs of the congregatlons
assigned to it by the General Assembly of the Presbyterian Church in Ireland. Coagh congregatlon of the
Presbyterian Church has been assigned to the Tyrone Presbytery of the Presbyterian Church in Ireland. The
membership of the Presbytery consists mainly of the active ministers of congregations assigned to It by the
General Assembly, minsters who have retired from active duty and an elder appointed by the Kirk Session of the.
congregatlon.
The General Assembly
The General Assembly Is the supreme court of the Church, representing in one body the whole Church and actlng
as its supreme legislative, admlnistration and judicial authority, in dealing with all matters brought before it. The
General Assembly Is normally constituted during the first week in June for worship and to conduct its business. At
the end of business it is dlssolved. The membership of the General Assembly consists mainly of the active
ministers of each congregation, retired mlnsters and a representative elder appointed by the Kirk Session of each
congregation.

DESCRIPTION AND PURPOSE
The charitable purpose of the congregation is the'advancement of religion.
Coagh congregation of the Presbyterian Church is a congregation of the Presbyterian Church In Ireland. The
Presbyterian Church in Ireland, as a Reformed Church within the wider body of Christ is grounded in the
Scriptures, and exlsts to love and honour God through faith in His Son and by the power of His Spirit, and to enable
her members to play their part in fulfilling God's mission to our world.
The congregatlons misslon purposes is, by the grace of God, to help people of all ages become fully devoted
followers of Jesus Christ. Our vlslon Is, by the gra￿ of God, to be an inclusive, welcoming community of Christ's
people of all ages, whlch:
Is increasingly characterised by love for God,. and love and concern for others,.
is committed to the historic Christian gospel as revealed in the Blble.
is relevant to people of thls tlme and place.
The congregatlon aims to live out Its MIs81on and Vision as a famlly of God's people by belng:
A Covenant Communlty: where our relatlonshlps are rooted in the promises of God by living faithfully toward
hlm and toward one another
An Intergeneratlonal Communlty: where adults Intsntlonally také the lead to engag8 wlth, encourage and
nurture younger members to maturity in Christ.
An Outward looking Community.. where we want the blesslngs of God that belong to us In the gospel to
become blessings for others beyond the bounds of our community,
As a congregation of the Presbyterian Church in Ireland, we belleve that the Bible Is the supreme authorlty
over all we do, and that the Westmlnster Confesslon of Faith, along with the Larger and Shorter Catechlsms
set out what we understand the Blble teaches on key matters of Chrlstlan faith and practlce
ACTIVITIES AND 08JECTIVE8
The congregatlon meets for worshlp every Sunday and visitors are welcome to Join. The Sacrament of the Lords
Supper Is observed on several occaslons during the year and all those who have been baptised and who have
made a profession of falth in the Lord Jesus Christ are admitted to the Lord's Supper. The congregatlon has
several organisations including

ACHIEVEMENTS AND PERFORMANCE
Worship and prayer
The congregation normally meets for worship each Sunday at 10:45am.
In this past year, the restrictions imposed because of the global COVID pandemic have affected all aspects of church.
As restrictions were relaxed Church services resumed and Health and Safety requirements were a priority.
W8 hav8 remained in contact with the congregation throughout, using both the postal servlce and email and through
providing services on the internet.
Charitable organisations have recelved our continuing financial support.
As well as our regular servlces during the year the Church offers Sacraments of Baptism and marriage services. As
a congregation we gave thanks for faithful services and sought to comfort those who had been bereaved during the
year.
At 31 December 2022 there were 30 communicant members and 65 families connected with the congregation. The
average week attendanc8 at mornlng worship is 30.
Pastoral care
Members of the congregation who are unable to attend church due to sickness or age are vlslted on a regular basis
by the mlnister, or elders.
Misslon and outreach
At a local level the congregation regularly supports appeals made by Church House. During the year the
congregation supported numerous charltable organisatlons through special collections and from Church fund.
The Tlme and Talent group was set up to promote fellowshlp and friendshlp through varlous craft activities. The
group meets normally ￿lce a month and has average attendance of 55 people at each session. The group also
organises a number of outings for members throughout the year. Fund raising is also carried out to support various
organisations.
The congregation supports the United Appeal for Mission which is a central fund of the Presbyterian Church in
Ireland. This fund enables congregations to support the wlder mission of the denomination and to do mission and
outreach on a denominational basis beyond what the congregation could do on its own. The Unlted Appeal Fund
provides financial support for misslon personnel at home and overseas, assists congregations with the deployment
of locally based staff, enables church planting, provides grant support for the upkeep of church premises, assist
with the running costs of Union Theological College, the Church's training college for minlstry students, and
financially 5UPPOrts congregation in the areas of worship, discipleship, global mission, outreach, leadership and
pastoral care.
The congregation also contrlbutes to the denominations annual World Development Appeal, Sunday School project
and any other special appeals.

Prosbytery
The congregation was represented at the regular meetings of Presbytery by our minister and l or one of the elders.
This provides an important link be￿een the congregations and the wider structures of the church.
General Assembly
The minister and one of our elders were nominated to attend the meeting of the General Assembly of the
Presbyterian Church in Ireland held in Assembly Buildings, Belfast, in June.
Property
The Church Committee continue to provide oversight and maintenance of our suite of buildings to ensure they
remaln fit for purpose. Durlng the year a new sound system wa8 installed, and general maintenance carried out.
Oryanlsation8
The Sunday School meets every Sunday at 9.45am where the children learn about God through various 8Ctivities.
Volunteer8
The Trustees wish to acknowledge their deep appreciation of those who give freely of their time by serving on
committees and helping with organisations and other church activities.
PUBLIC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benefit to its members and the
general public by making known the Chrlstlan Gospel of the Lord Jesus Chrlst through the advancement of rellgion.
The direct beneflts which flow from the purposes of the Church include the gaining of an understandlng in Christian
bellefs as set out in the Bible and in the Church's subordinate standards (the Westminster Confession of Faith and
the Shorter and Larger Catechisms) leading to spiritual and moral development and opportunities for response to
Bible teaching. In turn, this framework leads to practlcal expresslons of Christian beliefs and standards in the local
community such as through the care of those in need (including the sick, disabled and bereaved).
Generally the above benefits are delivered locally by congregations and thelr members, or are facilitated through
presbyteries or are organised and delivered centrally. Local delivery is facilitated by central resources in almost all
cases. Public access is made known through the use of noticeboards, printed material, press advertisement,
websites, and social media or in other ways.
The benefits are demonstrated through regular evaluation of the services and informal and ad-hoc feedback from
members, their families, and members of the public.
The purpose does not lead to harm. The only private benefit flowing from our purpose is related to Mlnisters,
Missionaries, Deaconesses, Irish Mission workers and Lay Agents who receive benefits as a result of their holding
office or employment, However, this is Incidental and necessary in order to further our charltable purpose. There are
no other private benefits. The beneficiaries of this purpose are members, their families, other indivlduals Ihat the
Presbyterian Church in Ireland is in direct and indirect contact with, the community in which pastoral seNices are
provided and other communities throughout Northern Ireland, the Republic of Ireland, and worldwide which benefit
from our engagement with and support for both Christian and other secular organisations, charities and indiv.idual
members of the public.
The Kirk Session ha5 had regard to the Charity Commissions Public benefit requirement statutory guidance.

FINANCIAL REVIEW
The congregation's main source of income Is members, contributions through the Weekly Freewill Offering.
The results for the year are set out on page 9, which the Trustees conslder to be satisfactory.
The reserves of the Congregatlon are held for the advancement of its charltable purpose, other than restricted
resetves whlch are held for a designated purpose:
STATEMENT OF TRUSTEE RESPONSIBILITIES
The Trustees are responslble for preparlng the annual report and the financlal ststements of the congregation In
accordance wlth appllcable law and generally accepted accounting practice.
As the congregation's total Income does not exceed £250,000, the Trustees have elected und8r Sectlon 64(3) of
the Charities Act (Northern Ireland) 208 to prepare a recelpts and payment account and a statement of assets and
liabilities.
The Trustee3 are responslble for keeping adequate accountlng record8 that are 8ufficSent to show and explaln the
congregation's transactions and dlsclose with reasonable accuracy at any time Its financial position. They are also
responsible for Safeguarding the assets of the con'gregation and hence for taking r6a80nable steps for the
prevention and detection of fraud and other irregularities.

I report on the accounts of the Trust for the year ended 31 December 2022, which are set out on pages 9 to 17.

ACCOUNTING POLICIES
BASIS OF FINANCIAL STATEMENTS
As the total income of the congregation is less than £250,000 the congregation have elected in accordance wlth the
provisions in The Charities (Accounts and Reports Regulations (Northern Ireland) 2015 to prepare its accounts on
receipts and payments basls.
FUND ACCOUNTING
Endowment funds are funds, the capital of whlch must be retalned etther permanently or at the congregatlon's
discretfjon. the income derlved from the endowment is to be used either as restricted or unrestn'cted Income funds
dependlng upon the purp08e for whlch the endowment was established in the first place.
Restricted funds comprise (a) Income from endow'ments whlch is to be expended only on the restricted purposes
Sntended by the donor and (b) revenue donatlons'or grants for a specific congregational activity intended by the
donor. INhere these funds have unspent balances, interest on their pooled investment Is apportioned to the
indivldual funds on an average balance basis.
Unrestricted funds are Income funds whlch are to be spent on the congregatlon's general purposes. Designated .
funds are general funds Set aside by the congregatSon for use in the future,
STATEMENT OF ASSETS AND LIABILITIES

The Church Bulldlng and Graveyard are deemed to be Heritage assets as defined by the Charities SORP
(FRS102). These Heritage assets are not included in the statement of assets and Ilabilities as information on
the cost or valuation is not available and such information cannot be obtained at a cost commensurate with the
benefit to the users of the accounts and to the parish.
The Manse, Manse Land and Church Hall have been recognised on values which the Trustees deem to represent
the estimated fair value of the propety at 1 January 2017. No depreciation has been provided on this buildlng
as the current estimated resldual value is not'less than its carrying value and the remainlng useful life currently
exceeds 50 years.
