STRUCTURE AND MANAGEMENT
The Kirk Session
The charity trustees of the congregation are the members of its Kirk Session. Under the congregation's governing
document. The Code, the book of the consts'tution and government of the Presbyterian Church in Ireland, the Kirk
Session seeks to watch over and promote the spiritual interest of the congregation and of persons not connected
with any congregation who are within its bounds. It ensures pastoral care is in place in the congregation and seeks
to further the wntribution of the Church to Christian witness and service in the local community. The Kirk Sessions
has delegated to its Congregational Committee the temporal affairs of the congregation including administering all
funds and property belonging to the congregation. Members of the Kirk Session are ex-officio members of the
Congregational Committee.
The Kirk Sesslon consists of the ordalned minister and the ruling elders of the congregations. All members are.
entitled to propose, speak and exercise equal votes at meetings, except that the Moderator, the ministers in active
duty In the congregatlon, has no deliberative but only a casting vote.
Stated meetings of the Kirk sesslon are held as required throughout the year.
To be chosen for the office of the eldershlp in the congregation a person must be a voting member and a regular
attendant on its Ordinan￿S. The selection of those proposed to be called to the office can be either by the
congregatlon or by the Kirk Sesslon. Members are elected if they obtain two-thirds of those who vote.
Prnsbytery
Under the Presbyterian Church in Ireland form of governance the corporate oversight of a congregation is the
responslbility of a Presbytery which superintends generalty the spiritual and temporal affalrs of the congregations
assigned to it by the General Assembly of the Presbyterian Church in Ireland. Saltersland congregation of the
Presbyterian Church has been assigned to the Tyrone Presbytery of the Presbyterian Church in Ireland. The
membership of the Presbytery consists mainly of the actlve ministers of congregations assigned to it by the
General Assembly, minsters who have retired from active duty and an elder appointed by the Kirk Session of the
congregation.
The General Assembly
The General Assembly is the supreme court of the Church. representing in one body the whole Church and acting
as its supreme legislative. administration and judicial authority, in dealing with all matters brought before it. The
General Assembly is no￿allY constitutsd during the first week in June for worship and to conduct its business. At
the end of business it is dissolved. The membership of the General Assembly consists mainly of the active
ministers of each congregation, retired minsters and a representative elder appointed by the Kirk Session of eqch

DESCRIPTION AND PURPOSE
The charitable purpose of the congregation is the advancement of religlon.
Saltersland congregation of the Presbyterian Church is a congregation of the Presbyterian Church in Ireland. The
Presbyterian Church In Ireland, as a Reformed Church within the wider body of Christ is grounded in the
Scriptures, and 8xists to love and honour God through faith in His Son and by the power of His Spiri( and to enable
her members to play their part in fulfilling God's mission to our world.
The congregatlons mission purpose Is, by the grace of God, to help people of all ages become fully devoted
followers of Jesus Christ. Our vlslon Is, by the grace of God, to be an Inclusive, welcomlng communlty of Christ's
people of all age8, whlch:
Is increaslngly characteri3ed by love for God, and love and concern for others;
Is commltted to the hlstoric Christlan gospel as revealed In the Bible.
Is relevant to people of thls time and place.
The congregatlon alms to live out its Mlsslon and Vision as a famlly of God's people by being:
A Covenant Communty: where our relatlonshlps are rooted In the promises of God bylsvlng faithfully toward
him and toward one another,
An Intergeneratlonal Communty.. where adults Intentionally take the lead to engage wlth, encourage and
nurture younger members to maturity in Chrlst.
An Outward looklng Communlty.. where we want the blessings of God that belong to us in the gospel to
become blessings for others beyond the bounds of our community.
As a congregatlon of th8 Presbyterian Church In Ireland, we believe that the Blble is the supreme authority
over all we do, and that the Vlestminster Conf&ssion of Falth, along with the Larger and Shorter Catechisms
set out what we understand the.Bible teaches on key matters of Christlan faith and practice.
ACTIVITIES AND OBJECTIVES
Th6 congregation meets for worship every Sunday and visitors are welcome to joln. The Sacrament of the Lords
Supper is obseNed on occasions during the year and all those who have been baptised and who have made a
profession of faith In the Lord Jesus Chrlst are admitted to the Lord's Supper. The Gongregation has several

ACHIEVEMENTS AND PERFORMANCE
Worship and prayer
The congregation normally meets ft)r worship each Sunday at 12.00 noon.
As well as our regular sepiices during the year the Church offers Sacraments of Baptism and marriage services.
As a congregation we gave thanks for faithful seniices and sought to comfort those who had been bereaved during
the year.
At 31 December 2022 there were 101 communicant members and 75 families connected with the congregation.
The average week attendance at morning worship is 33.
Pastoral caro
fvlembers of the congregation who are unable to attend church due to sickness or age are vislted on a regular basls
by the minister, elders or by one of the congregation's pastoral visitors.
Covid 19 pandemlc restrictlons
During the openlng months of 2022, the restrictions relmposed because of the global pandemic affected all aspects
of church - not just the weekly worship services and Sunday School, but also our pastoral care and all actniities
based in our hall. Vle are thankful that as the year progressed, restrictions have now been lifted and church life and
W5tness has returned to pre-pandemic levels.
Mission and outreach
At a local level the congregation regularty supports Tearfund, an evangelical Christian relief and development
charity, worklng with partners to tackle the causes and effects of poverty, bringlng Jesus Christ's good news to the
poor in over 100 countries around the world.
The congregatlon supports the United Appeal for Mission whlch is a central fund of the Presbyterlan Church in"
Ireland. This fund enables congregations to support the wider mlssion of the denomination and to do mission and
outreach on a denominatlonal basis beyond what the congregation could do on its own. The United Appeal Fund
provides financial support for mission personnel at home and overseas, assists congregations with the deployment
of l(xally based staff, enables church planting, provides grant support for the upkeep of church premises, assist ..
with the running costs of Union Theological College, the Church's training college for ministry students. and
financially supports congregatj'on in the areas of worship, discipleship, global mission, outreach, leadership and
pastoral care.
The congregation also contributes to the Sunday School project and any other special appeals.
Presbytery
The congregation was representsd at the regular meetings of Presbytery by our minister and l or one of the elders.
This provided an important link belween the congregations and the wider structure5 of the church.
General Assembly
The minister and one of our elders were nominated to attend the meeting of the General Assernbly of the
Presbyterian Church in Ireland held in Assembly Buildings. Belfast in June.

Property
The Church Committee continue to provide oversight and maintenance of our suite of buildings to ensure they
remain fit for purpose.
Organisations
The Sunday School normally meets every Sunday at 10.45am where the children learn about God through various
activities.
Volunteers
The Trustees wish to acknowledge their deep appreciation of those who give freely of their time by serving on
comrnittees and helping with organisations and other church activtties.
PUBLIC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benefit to its members and
the general public by making known the Christian Gospel of the Lord Jesus Chrlst through the advancement of
religion.
The direct benefits which flow from the purposes of the Church include the gaining of an understanding In Chri*tian
beliets as set out In the Bible and in the Church's subordinate standards (the Westminster Confession of Faith and
the Shorter and Larger Catechisms) leading to spiritual and moral development and opportunities for response to
Bible teaching. In turn, this framework leads to practical expressions of Christian beliefs and standards in the local
communlty such as through the Gare of those in need (including the sick, disabled and bereaved).
Generally the above benefits are delivered locally by congregations and their members, or are facilitated through
presbyteries or are organised and delivered centrally. Local delivery is faalitated by central resources in almost all
cases. Public access Is made known through the use of notlceboards, printed material, press advertisement,
websites, and social media or in other ways.
The benefts are demonstrated through regular evaluation of the servlces and informal and ad-hoc feedback from
members, their families, and rnembers of the public.
The purpose does not lead to harm. The only prtvate benefit ftowing from our purpose is related to Ministers,
Missionaries. Deaconesses, Irish fvlission workers and Lay Agents who receive benefits as a result of their holding
Offi￿ or employment. However, this is incidental and ne￿SSary in order to further our charitable purpose. There
are no other private benefits. The beneficiaries of this purpose are members, their families, other individuals that.
the Presbyterian Church in Ireland is in direct and indirect contact with, the communty in which pastoral services.
are provided and other communities throughout Northem Ireland, the Republic of Ireland, and worldwide which
benefit from our engagement with and support for both Christian and other secular organisations, charities and.
individual members of the public.
The Kirk Session has had regard to the Charty Commissions Public benefit requirement statutory guidance.

FINANCIAL REVIEW
The congregation's main source of income is members, contributions through the Weekly Freewill Offering.
The results for the year are set out on page 9, which the Trustees consider to be satisfactory.
The reseNes of the Congregation are held for the advan￿ment of its charitable purpose, other than restricted
reserves which are held for a designated purpose.
STATEMENT OF TRUSTEE RESPONSIBILITIES
The Trustees are responsible for preparing the annual report and the financial statements of the congregation in
accordance with applicable law and generally accepted accounting practice.
As the congregation's total income does not exceed £250,000, the Trustees have elected under Section 64(3) of
the Charities Act (Northem Ireland) 2008 to prepare a receipts and payment account and a ststement of assets and
liabilities.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the
congregation's transactions and disclose with reasonable accuracy at any time its financial position. They are also
responsible for safeguarding the assets of the congregation and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.

I report on the accounts of the Trust for the year ended 31 December 2022. which are set out on pages 9 to 17.
Respective responsibilities of charity trustees and examiner
As the charity's Trustees, you are responsible for the preparation of the accounts in accordance wtth the Charities
Act (Northern Ireland) 2008.
It is my responsibilty to:
examine the accounts under section 65 of the Charities Act
follow the procedures laid down in the general Directions given by the Commission under section 65(9)(b) of the
Charities Act
state whether particular matters have come to ry attention.
Basis of independent examiner's report
I have examined your charity accounts as required under section 65 of the Charities Act and my examination was
carried out in accordance with the general Directions given by the Charity Commission for Northern Ireland under
section 65(9)(b) of the Charities Act.
My examination included a review of the accounting records kept by the charity and a comparison of the accounts
presented with those records. It also included consideration of any unusual items or disclosures in the accounts
and seeking explanations from you as charty Trustees con￿mIng any such matters.
My role is to state whether any material matters have come to my attention giving me cause to believe..

ACCOUNTING POLICIES
BASIS OF FINANCIAL STATEMENTS
As the total income of the congregation is less than £250,000 the congregation have elected in accordan￿ with the
provisions in The Charities (Accounts and Reports Regulations (Northern Ireland) 2015 to prepare its accounts on
a receipts and payments basis.
The Congregation has reviewed the basis on which it prepares its accounts and in order that these are prepared on
a strict re￿Ipts and payments basis it has eliminated from its fund balan￿S any funds which are not held in bank
or cash balances. Any other funds, which the congregation holds, in particular investments, are disclosed on the
statement of Assets and Liabilities
FUND ACCOUNTING
Endowment funds are funds, the capltal of which must be retained either pennanently or at the congregation's
discretion. the income dertved from the endowment is to be used erther as restricted or unrestricted income funds
depending upon the purpose for which the endowment was estsblished in the first place.
Restricted funds comprise (a) income from endowments which is to be expended only on the restrlcted purposes
intended by the donor and {b) revenue donatlons or grants for a specific congregational activity intended by the
donor. INhere these funds have unspent balances, interest on their pooled investment is apportioned to the
individual funds on an average balance basis.
Unrestricted funds are income funds which are to be spent on the congregation's general purposes. Designated
funds are general funds set aside by the congregation for use in the future.
STATEMENT OF ASSETS AND LIABILITIES
FIXED ASSETS
The assets of the congregation, retained for its own use comprise:_
Church Building and Graveyard
Manse
Glebe land
Hall
Ballynenagh Old School
School House
The Church Building and Graveyard are deemed to be Heritage assets as defined by the Charities SORP (FRS102).
These Heritage assets are not included in the statement of assets and liabilities as information on the cost or valuation
is not available and such information cannot be obtained at a cost commensurate with the benefit to the users of the
accounts and to the Church.
The Manse and School House have been recognised at Rateable Capital Value. No depreciation has been provided
on these buildings as the current estimated residual value is not less than its carrying value and the remaining useful
life currently exceeds 50 years.
Glebe land has been recognised on values which the trustees deem to represent the estirnated fair value of the
property at 1 January 2017.
The Church Hall and Ballynenagh Old School have been recognised at Insuran￿ value.
