STRucfuRE AND MANAGEMENT
The Kirk Session
The charity trustees of the congregation are the members of its Kirk Session. Under the congregation's
governing document, The Code, the book of the constitution and government of the Presbyterian
Church in Ireland, the Kirk Session seeks to watch over and promote the spiritual interest of the
congregation and of persons not connected with any congregation who are within its bounds. It
ensures pastoral care is in place in the congregation and seeks to further the contribution of the
Church to Christian witness and service in the local community. The Kirk Session has delegated to its
Congregational Committee the temporal affairs of the congregation including administering all funds
and property belonging to the congregation. Members of the Kirk Session are ex-officio members of
the Congregational Committee.
The Kirk Session cons1Sts of the ordained minister and the ruling elders of the congregations. All
members are entitled to propose, speak and exercise equal votes at meetings, except that the
Moderator, the ministers in active duty in the congregation, has no deliberative but only a casting vote.
Stated meetings of the Kirk session are held 7 times in each year.
To be chosen for the office of the eldership in the congregation a person must be a voting member and
a regular attendant on its ordinances. The Selection of those proposed to be called to the office can be
either by the congregation or by the Kirk Session. Members are elected if they obtain two-thirds of
those who vote.
Presbytery
Under the Presbyterian Church in Ireland form of governance the corporate oversight of
congregation is the responsibility of a Presbytery which superintends generally the spiritual and
temporal affairs of the congre8ations assigned to it by the General Assembly of the Presbyterian
Church in Ireland. Kilfennan congregation of the Presbyterian Church has been assigned to the Derry
and Donegal Presbytery of the Presbyterian Church in Ireland. The membership of the Presbytery
consists mainly of the active ministers of congregations assigned to it by the General Assembly,
minsters who have retired from active duty and an elder appointed by the Kirk Session of the
congregation.
The General Assembly
The General Assembly is the supreme court of the Church, representing in one body the whole Church
and acting as its supreme legislative, administration and judicial authority, in dealing with all matters
brought before it. The General Assembly is normally constituted duringthe first week in June for
worship and to conduct its business. At the end of business it is dissolved. The membership of the
General Assembly consists mainly of the active ministers of each congregation, retired minsters and a
representative elder appointed by the Kirk Session of each congregation.

DESCRIPTION AND PURPOSE
The charitable purpose of the congregation continues to be the advancement of religion.
Kilfennan congregation of the Presbyterian Church is a congregation of the Presbyterian Church in
Ireland. The Presbyterian Church in Ireland, as a Reformed Church within the wider body of Christ is
grounded in the Scriptures, and exists to love and honour God through faith in His Son and by the
power of His Spirit, and to enable her members to play their part in fulfilling God's mission to our
world.
The congregation's mission purposes are to Make and Mature Disciples. Kilfennan Congregation
believes that the Church is mandated byjesus to be intentional in the making of disciples.
The Congregation believes that becoming a disciple of Jesus Christ is much more than becoming a
member of the Church and requires a personal response of saving faith in Christ.
To mature disciples is through the teaching of Jesus; disciples mature as they grow in their faith in Him,
as they live out their faith and as they serve Christ both in the local Church and Community.
The congregation oims to live out its Mission and Vision us afamily of God's people by..
a) Holding services of worship and other religious activities-these, and all that follows, are open
to anyone of appropriate age and/or gender to access, without regard to whether they are
members of our congregation.
b) Through prayer
SUPPOrt our members, our own Church, other Christian Churches, the
community and leaders in society and government.
c) Organising meetings and events that promote our charitable purpose.
d) Participating in the life of the local community.
e) Participating in and supporting what the Presbyterian Church in Ireland and the supervising
Presbytery does.
f) Supporting other secular and Christian organisations and charities through volunteerin&
financial gifts and prayer.
ACTIVITIES AND OBJECTIVES
The congregation normally meets for worship every Sunday morning and evening and visitor5 are
welcome to join.
The Sacrament of the Lords Supper was held on 3 occasions during the year and all those who have
been baptised and who have made a profe55ion of faith in the Lord Jesus Christ are admitted to the
Lord's Supper.

The congregation's common objectives of all the various Church Activities as set out above are as
follows:
Objective I: To deepen and strengthen our relationships with each other within the church family
and to build trust and a sense of belonging amongst all members.
Objective 2: To see every member utilising their gifts effectively in support of the church's
ministry.
Objective 3: To see all members grow in their faith and Christian life and developing closer
relationships with each other and support for each other.
ACHIEVEMENTS AND PERFORMANCE
Worship and prayer
The congregation normally meet regularly for worship each Sunday at 11.30am and at 6.30pm.
Duringthe week the Mid Week Bible Study and Home Groups provides an opportunity for members to
meet together for fellowship, to study the scriptures and for a time of prayer.

As well as our regular services during the year we sought to comfort those who had been bereaved
during the year.
At 31 December 2022 and following revision there were 644 communicant members and 311 families
connected with the congregation. The normal average weekly attendance at morning worship during
2022 was 225.
Pastoral care
Members of the congregation who are unable to attend church due to sickness or age are visited on a
regular basis by the minister, elders or by one of the congregation's pastoral visitors.
Mission and outreach
At a local level the congregation has a range of normal weekly activities focused on the followinggroups:

Many young people have attended organisations such as Boy's Brigade (401, Girl's Brigade
(100) and Youth Fellowship {10). At each activity there are opportunities for the truth of God's
word to be explained for example in Bible Classes, epilogues, participative bible study.
Toddlers/Mothers/Grandmothers/Guardians met weekly enjoying sharing and caring for
each other.

Many folk in all age Eroups have met together for activities with a strong emphasises on social
interaction which helps to address the feeling of isolation e.g. Bowling club140), Men's Club
150), Table tennis Club112). The church is open on a Friday morning for Coffee and a chat.
Senior Folks
A team of visitors from the Church have visited the more senior members who may not be
able to get out to church based activities; this is an invaluable way of maintaining contact
and encouraging these folks in their Christian life.

The congregation participates in the local community as follows:
The church has a team of visitors who visit shut in members twice per year.
Others visit several members in care in local residential homes.
Making the church available to the Blood Transfusion Service (3 occasions) for blood
donation sessions With approximately 150 donations per occasion.
A Holiday Bible club is organised at the end of the summer and is publicised in the
community.
Kilfennan Community Hub operates on a Wednesday and Friday morning for anyone in the
community to avail of.
During 2022 the congregation reached out to others in need with financial sUPPOrt and volunteering as
follows:
A focus on Tear Fund was maintained which encouraged members to offer prayerful and
financial support to those across the world in poverty and need.
Local mission efforts were also supported during the year.
The congregation supports the United Appeal for Mission which is a central fund of the Presbyterian
Church in Ireland. This fund enables congregations to support the wider mission of the denomination
and to do mission and outreach on a denominational basis beyond what the congregation could do on
its own.
The United Appeal Fund provides financial support for mission personnel at home and overseas, assists
congregations with the deployment of locally based staff, enables church planting, provides grant
support for the upkeep of church premises, a5515t with the running costs of Union Theological College,
the Church's training college for ministry students, and financially supports congregation in the areas
of worship, discipleship, global mission, outreach, leadership and pastoral care.
The congregation also contributes to the denominations annual World Development Appeal, Sunday
School project as well as other special appeals.
Presbytery
The congregation was represented at the regular meetings of Presb)rtery by our Minister and one of
the elders. This provides an important link between the congregations and the wider structures of the
church.
General Assembly
The General Assembly of the Presbyterian Church in Ireland met during 2022 and a representative
Elder of the congregation was able to attend.

Organisations
The following is a brief summary of the main organisations of the congregation and their activities
which progressively recommenced during 2022 as the congregation continued to emerge from Covid
restrictions.
Kidszone for all children of primary school age met during our morning Service for Bible teaching,
activities and praise. This has proved beneficial to all who attend.
Teenszone and Bible Class (11 to 15 years) meet every Sunday morning from 10.30 to 11.00am.
Both the above share God's Word in an age appropriate way and engages those attendin8 in worship.
A Crèche (renamed Totzonel is provided during Sunday morning worship for very young children.
A Youth Fellowship group is held fortnightly after evening worship and provides an opportunity for
approximately 10 young people of secondary school age to grow in their Christian faith.
A Bowling Club and Men's Club meet weekly providing recreation and fellowship for a membership of
approximately 40 and 50 respectively. A newly formed Table Tennis Club112 approximately in number)
meets weekly, providing an opportunity for both men and women to enjoy playing games and having
fellowship.
Both Boys Brigade and Girls Brigade meet weekly and followthe parent organisation's formatwith badge
work and awards programme with average attendance of 40 and 100 respectively.
Volunteers
The Trustees wish to acknowledge their deep appreciation of those who give freely of their time by
serving on committees and helping with organisations and other church activities.
Confirmation of Child Protection Arrangements
The Trustees are acquainted with what is happening within Kilfennan Presbyterian Church- we do this
through a system of Link Elders for each organisation who report to the Tru5tee5 li.e. at monthly Session
meetings on a periodic and rotational basis. Any relevant issues arising in between reporting periods are
raised as a specific item of business.
The Kirk Session has issued written guidance for organisations and organisational leaders affiliated to
Kilfennan Presbyterian Church. This document is to be read in conjunction with the Child Protection
Policy forthose organisational leaders a550ciated with children and young people activities.
The Trustees have reviewed their Child Protection Policy and are satisfied that it is sufficient and current
and that controls are in place to ensure effective safeguarding.

PUBLIC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benefit to it5
members and the general public by making known the Christian Gospel of the Lord Jesus Christ through
the advancement of religion.
The direct benefits which flow from the purposes of the Church include the gaining of an understanding
in Christian beliefs as set out in the Bible and in the Church's subordinate standards (the Westminster
Confession of Faith and the Shorter and Larger Catechisms) leading to spiritual and moral development
and opportunities for response to Bible teaching. In turn, this framework leads to practical expressions
of Christian beliefs and standards in the local community such as through the care of those in need
(including the sick, disabled, and bereaved).
Generally, the above benefits are delivered locally by congregations and their members, or are facilitated
through presbyteries or are organised and delivered centrally. Local delivery is facilitated by central
resources in almost all cases. Public access is made known by notice boards, printed material, press
advertisement, websites, and social media or in other ways.
The benefits are demonstrated through regular evaluation of the services and informal and ad-hoc
feedback from members, their families, and members of the public.
The purpose does not lead to harm. The only private benefit flowing from our purpose is related to
Ministers, Missionaries, Deaconesses, Irish Mission workers and Lay Agents who receive benefits
because of their holding office or employment. However, this is incidental and necessary in order to
further our charitable purpose. There are no other private benefits. The beneficiaries of this purpose are
members, theirfamilie5, Other individuals thatthe Presbyterian Church in Ireland is in direct and indirect
contact with, the community in which pastoral services are provided and other communitiesthroughout
Northern Ireland, the Republic of Ireland, and worldwide which benefit from our engagement with and
support for both Christian and other Secular organisations, charities and individual members of the
public.
The Kirk Session has had regard to the Charity Commissions Public benefit requirement statutory
guidance.

FINANCIAL REVIEW
The congregation's main source of income is members, contributions through the Weekly Freewill
Offering. There were 190 contributing families during the year [186 in 2021] contributing a total of
£75,760 [£72,136 in 20211. This represents an increase in Freewill Offering for the year of £3,624.
Total Income of the congregation during the year was £180,800, compared to £197,389 in the previous
year. Total expenditure increased to £225,616 compared to £157,628 in the previous year in the main
due to Capital Costs in the upgrade of the multi-media system and associated cabling together with an
increase in staffing costs now employing a full-time minister after our time of vacancy.
RESPONSIBILITIES IN RESPEcf OF THE FINANCIAL STATEMENTS
The Trustees are responsible for preparing the Annual Report and the financial statements of the
congregation in accordance with applicable law and United Kingdom generally accepted accounting
practice. The Trustees are required to prepare financial statements for each financial year which give a
true and fair view of the state of affairs of the congregation and the financial activities for that year. In
preparing the financial statements the Trustees are required to:
select suitable accounting policies and then apply them consistently
make judgements and estimates that are responsible and prudent
prepare the financial statements on the going concern basis unless it is inappropriate to
presume that the funds will continue in operation.
The Trustees are responsible for keeping adequate accountin8 records that are sufficient to show and
explain the congregation's transaction5 and disclose with reasonable accuracy at any time its financial
position.
They are also responsible for safeguarding the assets of the congregation and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.
As the congregation's total income does not exceed £250,000, the Trustees have elected under Section
64131 of the Charities Act (Northern Ireland) 2008 to prepare a receipts and payment account and a
statement of assets and liabilities.
GOING CONCERN
The activities of the congregation are dependent on ongoing contributions from its members. The
Trustees are of the opinion that the congregation has sufficient resources at the date of approval of
these financial statements to meet commitments which will arise in the year from the date of signing
this report and subject to the continuing support from members to fund on ongoing basis the
congregation's current activities and other financial commitments.

RESERVES POLICY
The Trustees have considered the level of unrestricted reserves that it is appropriate to hold taking
account of current and ongoing commitments. It IS the policy of the Trustees to hold at least 3 month's
normal expenditure. At the year end unrestricted reserves were £86,654 and are sufficient to meet this
policy. The Trustees wish to continue to hold this level of unrestricted reserves through careful
management of expenditure overthe succeeding years.
RISK REVIEW
A review of major risks has been undertaken by the Trustees and systems and procedures implemented
including a uniform Audit for all Organisation Accounts/Funds and a circulation of "Guidance for
Organisation Leaders" to manage identified risks. The principal risks are in relation to the likelihood of
reputational damage and financial risks associated with the expectation of ongoing financial support
from members. The risks are mitigated by the Trustees, and the Congregational Committee, regularly
monitoring the various activities of the congregation at stated meetings and by encouraging members
in their regular giving.
