STRUCTURE AND MANAGEMENT
The Klrk Sesslon
The charity trustees of the congregation are the members of Its Klrk Session. Under the
congregatlon's governlng document, The Code, the book of the constltutlon and
governmert of the Presbyterlan Church In Ireland, the Klrk Sess5on seeks to watch over and
promote the splrltual interest of the con8re8ation and of persons not connected wlth anv
congregatlon who are wlthln its bounds. It ensures pastoral care is In place in the
congre8atlon and seeks to further the contrlbution of the Church to Chrlstlan witness and
servlce In the local communlty. The Klrk Sesslons has delegated to Its Congre8atlonal
Committee the temporal affalrs of the congregation indudlng adminlsterlng all funds and
property belon8ln8 to the congregation. Members of the Klrk Sesslon are ex-officio
members of the Con8re8atlonal Committee.
The Klrk Session conslsts of the ordained minlster and the ruling elders of the congregation.
All members are entltled to propose, speak and exerclse equal votes at meetlngs, except
that the Moderator, the minister in active duty In the congregation, has no deliberative but
only a castln8 Vote.
To be chosen for the office of the eldership In the congregation a person must be a votin8
member and a fegular attendant on its ordlnances. The selectlon of those proposed to be
called to the office can be elther by the congregatlon, or by the Klrk Se5slon.
Presbytery
Under the Presbyterian Church In Ireland form of governance the corporate overslght of a
congre8atlon is the responslbillty of a Presbytery which superlntends generally the spirltual
and temporal affalrs of the congre8atlons assigned to It by the General Assembly of the
Presbyterlan Church In Ireland. Terrace Row Presbyterlan Church has been asslgned to the
Coleraine and Llmavady Presbytery of the Presbyterian Church in Ireland. The membershlp
of the Presbytery conslsts malnly of the actlve mlnlsters of congre8ations assl8ned to It bv
the General Assembly, minsters who have retired from active duty and an elder appointed
by the Klrk Sesslon of each con8regatlon. This provides an Important Ilnk between the
congregatlon and the wlder structures of the church.

The General Assembly
The General Assembly Is the supreme court of the Church, representing In one body the
whole Church and actln8 as its supreme le8lslatSve, admlnlstratlon and ludldal authorlty, in
dealln8 wlth all matters brought before IL The General Assembly is normally constituted
durlng the flrst week In June for worshlp and to condutt Its buslness. At the end of buslness
It Is dissolved. The membershlp of the General Assembly conslsts malnly of the actlve
ministers of each con8re8ation, retlred mlnisters and a representatlve elder appointed by
the Klrk Session of each congregation.
DESCRIPTION AND PURPOSE
Terrace Row Presbyterlan Churth Is a congregatlon of the Presbyterlan Churth In Ireland.
The Presbyterlan Church In Ireland, as a Reformed Church within the wlder body of ChrisL is
grounded In the Scrlptures, and exlsts to love and honour God through falth In HIS Son and
by the power of His SplriL and to enable her members to play thelr part In fulfllllng God's
mlsslon to our world.
The con8re8ation's mission purpose 15 by the grace of God, to help people of all ages
become fully devoted followers of Jesus ChrisL Our aim as a con8re8ation is to advance the
Gospel of Jesus Christ to all assoclated wlth the church and to the wider communlty. We
seek to do thls In an atmosphere of prayer, throu8h publlc worshlp, communal and prlvate
Bible study, fellowship through various actlvlties, practical witness In the communlty and
support of the church world-wlde.
The congre8atlon aims to live out its Mlssion and Vlsion as a family of God's people bv
belng:
A Covenant Communlty: where our relatlonshlp5 are rooted In the promlses of God bv
Ilvin8 faithfully toward hlm and toward one another;
An Inter8eneratSonal Community: where adults Intentionally take the lead to enga8e

In the gospel to become blessings for others beyond the bounds of our communlty. and
As a con8re8atlon of the Presbyterian Church in Ireland, we believe that the Bible is the
supreme authorlty over all we do and that the Westmlnster Confesslon of Falth, alon8
wlth the Larger and Shorter Catechlsms, set out what we understand the Blble teache5
on key matters of Chrlstlan falth and practlce.

ACTivmES AND OBJECTIVES
The congregatlon meets for worship every Sunday and vlsltors are welcome to Soln. The
Sacrament of the Lord's Supper Is observed on five occasions during the year and all those
who have been baptised and who have made a profession of falth in the Lord Jesus Chr15t
are admltted to the Lord's Supper. The congregatlon holds regular blble study meetings and
has a wide range of attivities, organlsations and connectlons wlth other ministries In the
local communlty and at a global level.
ACHIEVEMENTS AND PERFORMANCE
Worshlp and prayer
The con8re8ation meet for worshlp each Sunday morning and monthly in the evening.
Moining servlces are also steamed live on the Internet.
Pastoral care
Members of the congregatlon who are unable to attend church due to slckness or age are
Visited on a regular basis by the mlnister. elders or by the con8regation'5 pastoral assistant.
Mlsslon and outreach
The congregation places great Importance on local mlsslon and outreach. The Church Is a
member of the Coleralne Gospel Partnership, a group of Coleralne churches working
tO8ether to promote the Christlan Gospel. The Church Is also represented and actively
Involved In local school assemblle&
The con8re8atlon supports the Unlted Appeal for Mlsslon whlch Is a central fund of the
Presbyterlan Church In Ireland. Thls fvnd enables congregations to support the wlder
mlsslon of the denominatlon and to do mission and outreach on denomlnatlonal basls
beyond what the congregation could do on its own. The United Appeal Fund provlde5
flnandal support for mlsslon personnel at home and overseas, asslsts congregations with
the deployment of locally based staff, enables church plantln& provldes grant support for
the upkeep of church premises. a5Si5ts with the wnning costs of Union Theological College,
the Church's tralnln8 colle8e for mlnlstry students, and flnanclally supports congregatlon In
the areas of worshlp, discipleship, global mlsslon, outreach, leadershlp and pastoral care.
In addltlon to our support for PCI mission initiatives, we prayerfully and financially support a
range of other mission gioups. The church also runs a weekly Foodbank in association with the
Trussell Trust

The congregatlon is represented at meetlngs of Presbytery by our mlnister and a
representatlve elder.
General Assembly
The minister and a nominated elder normally attend the meeting of the General Assembly
of the Presbyterlan Church In Ireland held In Assembly Bulldings. Belfa5L
Organlsatlons
Provlslon is made for a wide range of activities and organisations.
Volunteers
The Trustees wish to acknowledge thelr deep appreclatlon of those who glve freely of thelr
tlme by servln8 on committees and helping with organlsatlons and other thurth actlvities.
PUBUC BENEFIT STATEMENT
The Presbyteflan Churth In Ireland meets the publlc benefit requlrement by providlng
benefit to Its member5 and the general publlc by making known the Chr15tlan Gospel of the
Lord Jesus Chrlst through the advancement of religion.
The dlrect benefits whlch flow from the purposes of the Church Include the gainln8 of an
understandln8 in Christian beliefs a5 set out in the Bible and In the Church'5 Subordinate
standards (the Westmlnster Confesslon of Falth and the Shorter and Larger Catechlsms)
leadlng to spiritual and moral development and opportunities for response to Bible
teachln8. In tum, thls framework leads to practlcal expresslon5 of Chrlstlan bellefs and
standards In the local community such as through the care of those in need (includlng the
sld(, dlsabled and bereaved).
The above beneflts are delivered locally by the con8re8atlon and Its members, or are
facllltsted through presbyteries or are organlsed and dellvered centrally. Local dellvery Is
facllltated by central resources In almost all cases. Public access Ss made known through the
use of notlce boards, prlnted materlal. press advertlsemenL websltes and sodal medla. or
In other ways.
The beneflts are demonstrated through regular evaluatlon of the servlces and Informal and
ad hoc feedback from members, their famllies, and members of the public.

The purpose does not lead to harm. The only private benefit flowln8 from our purpose Is
related to Mlnisters, Mlsslonaries, Deaconesses. Irish Mlsslon workers and Lay Agents who
recelve beneflts as a result of their holding office or employment. However, thls Is Inddental
and necessary In order to further our charitable purpose. There are no other prlvate
benefits. The beneficiaries of this purpose are members, their famllles, otheT Individuals
that the Presbyterian Church In Ireland Is In dlrect and Indlrect contart wlth, the community
In whlch pastoral servlces are provlded and other communities throughout Northern
Ireland, the Republic of Ireland. and worldwide which benefit from our engagement with
and support for both Christian and other secular organlsations. charlties and indlvidual
members of the publlc
The Klrk Sesslon has had re8ard to the Charity Commissions public benefit requirement
statutory guidance.
FINANCIAL REVIEW
The congregation's maln source of unrestricted Income Is regular contrlbutions from
member familles. In 2022 this amounted to £119,042 compared to £114.631 In 2021. Total
Income from all sources amounted to £262.335 (£231.292 In 2021) whlle expendlture was
£267,3701£253,705 In 2021)
RESPONSIBIUTIES IN RESPECT OF THE FINANCIAL STATEMENTS
The Trustees are responslble for preparlng the Annual Report and the flnanclal statements
In accordance wlth appllcable law and Unlted Klngdom Generally Accepted Accountlng
Prattice.
The Trustees are requlred to prepare finandal statements for each flnanclal year whlth glve
a true and falr vlew of the state of affairs of the congregatlons and the finanaal actlvities for
that year. In preparing the financial statements the Trustees are required to:
Select sultable accounting polides and then apply them cons5stently;
make Judgements and estlmates that are reasonable and prudent. and
prepare the financial statements on the going concern basis. unless it is inappropriate
to presume that the Funds wlll contlnue In operatlon.
The Trustees are responslble for keepln8 adequate accountln8 records that are sufficient to
show and explaln the funds transactions and dlsclose wlth reasonable accuracy at any t5me
the finanaal positlon of the con8re8atlon and enable them to ensure that the financlal
Statements comply wlth the Statement of Recommended Practlce "Accounting and
Reportlng by Charities (l January 2015)". They are also responsible for safeguardlng the

assets of the congregatlon and hence for takln8 reasonable steps for the preventlon and
detectlon of fraud and other Irregularltles.
GOING CONCERN
The activlties of the congre8atlon are dependent on continuing and falthful contributlons
from Its member5. The Trustees are of the opinion that the congre8atlon has sufflclent
resources at the date of approval of these financial statements to meet commltments which
will arise In the year from the date of slgnlng thls report, sub}ett to the contlnulng support
from membefs to fund the congregation's current actlvities and other financlal
commttments.
RESERVES POUCY
The trustees have consldered the level of unrestritted reserves (currently £272,573) and
conslder this to be prudent glven future uncertaintles regardln8 both Income and
expendStures.
RISK REVIEW
A revlew of malor risks has been undertaken by the Trustees and systems and procedures
Implemented to manage Identified risks. The prlnclpal rlsks are In relatlon to the Ilkelihood
of reputational damage and financial rlsks associated wlth the expettation of ongoing
financlal support from members. These risks are mlti8ated by the Trustees. and the
Congregational Committee, regularly monltorlng the varlous actlvltles of the congregatlon
at stated meetln8s and by encoura8ln8 members In thelr re8ular glvin8.
