st Trustees, Annual Report for the Year Ended 31 December 2022 The trustees present their annual report and statements of receipts and payments and assets and liabilities for Barr Parish Church for the year ended 31, December 2022. Objectives and Activities The charitable purpose of the Church of Ireland is the advancement of religion through holding regular worship and communicating with and caring for parishioners and others in the community. The principal function of Barr Parish Church is to support the advancement of the Christian religion by promoting, through the work of the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The spiritual life of the Church is defined by the Holy Bible and a classical Anglican ethos as Set out in the Thirty Nine Articles of Religion. The Bible is central to the work at all levels in the parish. Being open to and engaging with society as a whole and offering supportforthose needing help a re fundamenta I to the practical delivery of the benefits of Christianity. As a result of activity in the pursuit of the advancement of the Christian religion, Ba rr Pa rish Church has custody of property and of records, materials and artefacts of significance to the cultural and religiou5 heritage and maintenance of which is undertaken by the select vestry of the parish. Achievements. Performance and Public Benefits At the heart of Barr Parish Church is a passionate desire to glorify God and to demonstrate his love. Our services such as Morning Prayer. Holy Communion and Hatvest services provide opportunities for everyone to engage in worship and prayer. The Activities of the Charity At the heart of Barr Parish Church is a passionate desire to glorify God and to demonstrate his love. Our services such as Morning Prayer, Holy Communion and Harvest services provide opportunities for everyone to engage in worship and prayer. The annual Church Barbecue also provides an opportunity for everyone to engage with each other. The local Orange Lodge also avails of the facilities of Barr Parish Church. Pastoral Care Obviously, there are issues in the parish which stem from sickness. bereavement, the elderly, the housebound as well as those receiving medical treatment, care in hospital and nursing homes and we are committed to helping these people in need with empathy, love and compassion. We also seek to reach out into our community through weekly Sunday School. Helping those in need is a demonstration of our faith. Barr Parish Church also reaches out into the local community with support for missionary societies such as L.E.M.O.S and Tyrone Protestant Orphan Society. In setting our objectives and planning our activities for the year, the trustees have given careful consideration to the Charity Commission of Northern Ireland's guidance on public benefit to ensure that the activitie5 entered into during the year have helped to achieve the Parish's objectives and activities, as well as providing public benefit.
The Achievements of the Charity Central to the work at all levels in the parish is the teaching of God's Word to bring parishioners into a deeper knowledge and understanding of Jesus Christ as Lord and Saviourso that they are thoroughly equipped and disciple to reach out into the local community and to build a Christ-centred congregation which will be a witness forjesus Christ and to work for the advancement of his Kingdom. The direct benefit of participation in church life includes the enjoyment of public worship, and the giving and the receiving of pastoral ministry, improved understanding of the Bible and extended values relating to civic engagement. Also important is the building of community cohesion which will promote a bridging between diverse groups as well as improved educational outcomes through the church's ministry of teaching. Church services continue to be well attended and demonstrate a keen public interest and benefit to the wider community. The expression of the precepts of the Christian religion through engagement with the general public, and in particular with the disadvantaged, the sick, the elderly and the young is a public benefit. This can be measured and evidenced through regular visitation, increased social integration and pastoral care delivered at the point of need. Overall, the beneficiaries of Barr Parish Church are the general public and the public va luation of the benefits can be evidenced through attendance at public worship, participation in church governance and the willingness to support the continuing witness of the church through contributions. The wider benefits to the public are both the availa bility of a place for worshipping in the course of Christian outreach and also the facilitation of baptisms, wedding and funerals. Any private benefit arising out of the fulfilment of our Christian ministry or to lay staff is essential to the fulfilment for the purpose of religion. No trustee receives remuneration, reward or other private benefit for carrying out their trustee responsibilities. Moreover, the direct benefits flowing from the purpose of the church includes the provision of archive records, the public enjoyment of historic buildings a nd artefacts such as church plate, furnishings and materials as an overall improved appreciation of a long standing Christian heritage. To mitigate against harm, the trustees ensure adequate health and safety measures are in place at Barr Parish Church. Also, child protection checks and retraining are in place for those involved in children's and youth work. No private benefit is received from trustees fulfilling their responsibilities in respect of buildings, artefacts or records. In the course of conservation and to make records accessible to the public, no professional staff are engaged for the fulfilment of the purpose. The beneficiaries are solely the general public. Going Concern The trustees have reviewed the budgets for the year ahead and are satisfied that there are adequate funds in place to ensure that the Parish can continue its activities and the financial statements for the year ended 2022 can be signed off as a going concern.
Governing Document and Constitution of the Charity Chapter111 of the Constitution of the Church of Ireland governs Parishes and Parochial Organisation. The Select Vestry members are the Charity Trustees Recruitment and Appointment of Select Vestry (Tru5teesJ All member5 of the Church of Ireland who are over the age of 18 and are either resident within the parish or live elsewhere but have been accustomed members of the congregation for at least three months, may register as members of the general vestry of the parish, allowing them to attend and vote at meetings of the general vestry and to stand for election to the select vestry. Meetings of the general vestry are held at least once a year. The Select Vestry is elected as part of this General Vestry meeting. The Select Vestry will hold their positions for a period of one year. Select Vestry members may be re-elected annually and there is no limit on the numberof terms which may be served. Diocesan Assessment The Diocesan Assessment for 2022 is £6,961.60. Orgonisational Structure The select vestry is responsible forthe day to day management of the parish. The select vestryconsists of the member of the clergyserving in the parish, the churchwardens, the glebe wardens and generally not more than twelve other members of the general vestry elected at the General Vestry. The select vestry is chaired by the incumbent. Select vestry members are responsible for making decisions on matters of general concern and importance to the parish including deciding how parish funds are to be applied. The select vestry meet5 at times fixed by the members or by the diocesan synod. Special meetings may be convened at any time by the chairperson or the churchwardens. In 2022 the Select Vestry met 2 times during the year and the average attendance was 72Yo. Compliance with Public Benefit The Parish has given careful consideration to the Charity Commission for Northern Ireland's guidance on public benefit to ensure that the actives entered into during the year have helped to achieve the Pa rish's objective5 and activities, as well a5 providing public benefit. Statement of Trustees, Responsibilities The trustees are responsible for preparing the Trustees, Report and the statement of receipts and payments and statement of assets and liabilities in accordance with applicable law and regulations. The law applicable to charities in Northern Ireland with Income of le55 than £250,000 requires the
trustees to prepare a statement of receipts and payments and a statement of assets and liabilities for each financial year. The trustees are responsible for keeping accounting records that are sufficient to show and explain the parish's transactions and disclose with reasonable accuracy at any time the assets a nd liabilities of the parish. They are also responsible for safeguarding the assets of the parish and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. Independent examinerfs report to the trustees of Barr Parish Church I report on the accounts of Barr Parish Church for the year ended 31 December 2022, which are set out on pages 8 to 12. Respective responsibilities of trustees and examiner As the charity's trustees you are responsible for the preparation of the accounts in accordance with the Charities Act (Northern Ireland) 2008. It is my responsibility to.. examine the accounts under section 65 of the Charities Act (Northern Ireland) 2008 to follow the procedures laid down in the general Directions given by the Charity Commission for Northern Ireland under section 6519)Ibl of the Charities Act to state whether particular matters have come to my attention. Basis of independent examiner's report I have examined the Church accounts as required under section 65 of the Charities Act and my examination was carried out in accordance with the general Directions given by the Charity Commission for Northern Ireland under section 65{9llb) of the Charities Act. My examination included a review of the accounting records kept by the Church and a comparison of the accounts presented with those records. It also included consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as charity trustees concerning any such matters. Barr Parish Church- Trustee's Annual Report for Year Ended st 31 December 2022 Accounting Policies Set out below are the principal accounting policies which have been adopted on the compilation of the Receipts and Payments Accounts and the statement of Assets and Liabilities. (a) Receipts and Payments Account All items of income and expenditure included within the Receipts and Payments Account have been accounted for on a cash receipts basis. (b) Statement of Assets and Liabilities Church Building The Church Building is deemed to be a Heritage asset as defined by the Charitie5 SORP IFR5102}. These Heritage assets are not included in this statement of assets and liabilities as information on the cost or valuation is not available and such information cannot be obtained at a cost commensurate with the benefit to the users of the accounts and to the Parish.
