1. ACCOUNTING POLICIES
BASIS OF FINANCIAL STATEMENTS
As the total income* of the congregation is less than £250,000 the congregation have elected in accordance with the provisions in The Charities (Accounts and Reports Regulations (Northern Ireland) 2015 to prepare its accounts ona receipts and payments basis.

- The total income for the purposes of falling within this £250,000 threshold does notinclude Loans or proceeds from the sale of fixed assets, and to make this clearer for the reader a presentational change to the Statement of Financial Activity has been made showing: Sub-total Receipts (qualifying for Charities Regs. Income threshold) . This presentational change which was discussed and agreed with Presbytery for the 2024 Accounts has been retained in anticipation of future planned sale of fixed assets.
FUND ACCOUNTING
Endowment funds are funds, the capital of which must be retained either permanently or at the congregation’s discretion; the income derived from the endowment is to be used either as restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place.
Restricted funds comprise (a) income from endowments which is to be expended only on the restricted purposes intended by the donor and (b) revenue donations or grants for a specific congregational activity intended by the donor. Where these funds have unspent balances, interest on their pooled investment is apportioned to the individual funds on an average balance basis.
Unrestricted funds are income funds which are to be spent on the congregation’s general purposes. Designated funds are general funds set aside by the congregation for use in the future.

9. FIXED ASSETS
The congregation owns the Church premises situated at Raffertys Hill, Hillsborough, Co Down, BT26 6Q0B and the associated fixtures, fittings, and equipment.
The Church Premises comprise:
a) church building and surrounding graveyard
b) former church hall and car park on opposite side of the road
c) New church hall annexe (completed 2024)
d) Manse property adjacent to graveyard
The value stated on the Statement of Assets & Liabilities under Fixed Assets — Church Premises only reflects a combined amount: for the land” only in (b) professional valuation (revised Sep. 2019); and land & building in (c) cost price (site cost + depreciated final build cost); plus a depreciated amount for (d) professional valuation. The buildings in (a) & (b) were constructed in the 19th century and have been included at a zero book value.
ADuring 2024 the value of (b) was reduced when a deposit for the sale of this site was received from a developer.
The combined sum insured for all of the above (including contents) is £3,042,669.72 as at last renewal date, 31st October 2025.
The value stated on the Statement of Assets & Liabilities under Fixed Assets — Fixtures, Fittings & Equipment reflects a combined, depreciated amount for fixed assets less than 10 years old.

- REPAYMENTS OF INTEREST-FREE MEMBER LOANS FOR NEW HALL FUND During 2025 the balancing 50% repayment was made to each of the lenders of the total £28,000 received in interest-free loans from congregational members during 2023 - these have now been cleared. Also, an initial £10,000 repayment was made to the lender of the £63,000 received during 2024.
