ACCOUNTING POLiaES
BASIS OF FINANCIAL STATEMENTS
As the total income. of the congregation is less than £250,000 the congregatlon have elected In accordance
with the provisions in The Charities (Accounts and Reports Regulations {Northern Ireland) 2015 to prepare
Its accounts on a receipts and payment5 basis.
The total income for the purposes of falllng wlthln thls £250,000 threshold does not Include Loans or
proceed5 from the sale of fixed assets, and to make this clearer for the reader a presentational change to
the Statement of FinanclGI Activity has been made showin8', Sub-totol Receipts (quolifying for Charities
Regs. Income threshold). Thls presentatlonal change has been dlscussed and agreed wlth Presbytery.
FUND ACCOUNTING
Endowment funds are funds. the capltal of whlch must be retalned elther permanently or at the
congregatlon's dlscretlon; the Income derlved from the endowment is to be used either as restricted or
unrestrlcted Income funds depending upon the purpose for which the endowment was established in the
flrst place.
Restrlcted funds comprlse {al Income from endowments whlch Is to be expended only on the restrlcted
purposes intended by the donor and {b} revenue donatlons or gra nts for a speclf ic congregational activSty
intended by the donor, Where these funds have unspent balances, interest on their pooled investment Is
apportloned to the Indlvldua I funds on an average balance basls.
Unrestrlcted funds are Income funds whlch are to be spent on the congregation's general purposes.
Deslgnated funds are general funds set aslde by the congregatlon for use In the future.

FIXED ASSETS
The congregation owns the Church premises situated at Raffertys Hill, Hillsborough, Co Down, BT26 6QB
and the associated fixtures, fitting5, and equipment.
The Church Premlses comprlse:
a) church building and surroundlng graveyard
b) former church hall and car park on opposlte slde of the road
c} New church hall a nnexe (completed 2024)
d) Manse property adjacent to graveyard
The value stated on the Statement of A55ets & Llabilitle5 under Fixed A55ets - Church Premlses only
ref lects a combined amount: f or the la nd I n Ibl professlonal va luation (revlsed Sep. 2019) & land & buildln8
In Ic) cost price (Inltiolly only site c05t, amended 2024 to include final build cost) , plus a depreclated
a mount for {d} professlonal valuation. The buildin85 in lal & Ibl were constructed in the 19th century and
have been Included at a zero bookvalue.
Durlng 2024 the value of Ibl was reduced when a deposlt for the sale of thls slte was recelved from a
developer.
The comblned sum Insured for all of the above {Includlng contents) 15 £3,042,669.72 as at last renewal
date, 31st October 2024.
The value stated on the Statement of Assets & Liabilities under Fixed A55et5 - Flxtures, Flttlnqs &
Equlpment reflects a comblned, depreciated amount for flxed assets less than 10 years old.

11. INTEREST-FREE LOANS RECEIVED FROM MEMBERS FOR NEW HALL FUND
AD additional £63,000 interest-free loan was received from a member during 2024, specifically to complete
the surfacing of the new hall car park Also, an initial 50% repayment was made to each of the lenders of
the total £28,000 received In interest-free loa ns f rom congregational members during 2023. It should be
noted that although this £28,000 was shown as being received in 2023 Statement of Finonciol Activity, it
was accidentally omitted from the Liabilities section, within the 2023 Stotement of Assets & Liabilitles, but
has subsequently been stated In the 2023 comparator column of this year's Statement of Assets &
Liabilities.
