DRUMLOUGH CONGREGATION OF THE PRESBYfERIAN CHURCH IN IRELAND NOTES TO THE ACCOUNTS 31 December 2023 ACCOUNTING POUCIES BASIS OF FINANCIAL STATEMENTS As the total Income of the congregation is less than £250,000 the congregation have elected in accordance with the provisions in The Charities (Accounts a nd Reports Regulations l Northern Irela ndl 2015 to prepare its accounts on a receipts and payments basis. FUND ACCOUNTING Endowment funds are funds, the capital of which must be retained either permanently or at the congregation's discretion. the i ncome derived f rom the endowment is to be used either as restricted or unrestricted Income funds dependlng upon the purpose for whlch the endowment was established in the first place. Restricted funds comprise lal income from endowments which is to be expended only on the restricted purposes Intended by the donor and I b} revenue donatlons or grants for a specific con8regational attivlty Intended by the donor. Where these fund5 have unspent balances, Interest on their pooled investment Is a pportioned to the Indivldua I f unds on an average ba lance basis. Unrestrltted funds are income funds which are to be spent on the con8regation's general purposes. Designated funds a re general funds set as ide by the congregation for use in the f uture. 2. The buildings in lal & Ibl were constructed in the 19th century and have been included at a zero book value. The com bined sum insured for all of the above l including contents) is £3,069,217.28 as at last renewal date, 31st October 2023. The value stated on the Stotement of Assets & Llabilities under Fixed Assets - Flxtures, Flttlnqs & Equlpment reflects a combined, depreciated amount for fixed assets less than 10 years old. io.
