STRUCTURE AND MANAGEMENT
The Kirk Session
The charity trustees of the congregation are the members of its Kirk Session. Under the
congregation's governing document, The Cod¢, the book of the constitution and government of
the Presbyterian Church in Ireland, the Kirk Session seeks to watch over and promote the
spiritual interest of the congregation and of persons not connected with any congregation who
are within its bounds. It ensures pastoral care is in place in the congregation and seeks to further
the contribution of the Church to Christian witness and service in the local community. The Kirk
Sessions has delegated to Ats Congregational Committee the temporal affairs of the congregation
including administering all funds and propety belonging to the congregation. Members of the
Kirk Session are ex-officio members of the Congregational Committee.
The Kirk Session consists of the ordained minister and the ruling elders of the congregations.
All members are entitled to propose, speak and exercise equal votes at meetings, except that the
Moderator, the ministers in active duty in the congregation, has no deliberative but only a
casting vote.
Stated meetings of the Kirk session are held monthly.
To be chosen for the office of the eldership in the congregation a person must be a voting
member, regular attendant on its ordinances, an a contributing member in the last fmancial year.
The selection of those proposed to be called to the office can be either by the congregation or by
the Kirk Session. Members are elecfrd if they obtain two-thirds of those who vote.

Presbytery
Under the Presbyterian Church in Ireland fonn of governance the corporate oversight of a
congregation is the responsibility of a Presbytery which superintends generally the spiritual and
temporal affairs of the congregations assigned to it by the General Assembly of the Presbyterian
Church in Ireland. Castlewellan ¢ongregatAon of the Presbyterian Church has been assigned to
the Iveagh Presbytery of the Presbyterian Church in Ireland. The membership of the Presbytery
consists mainly of the active ministers of congregations assi￿]ed to it by the General Assembly?
minsters who have retired from active duty and an elder appointed by the Kirk Session of the
congregation.
The General Assembly
The General Assembly is the supreme court of the Church, representing in one body the whole
Church and acting as its supreme legislative, administration and judicial authority, in dealing
with all matters brought before it. The General Assembly is nonnally constituted during the first
week in June for worship and to conduct its business. At the end of business it is dissolved. The
membership of the General Assembly consists mainly of the active ministers of each
congregation, retired minsters and a representative elder appointed by the Kirk Session of each
congregation.
DESCRIPTION AND PURPOSE
The charitable purpose of the congregation is the advancement of religion.
Castlewellan congregation of the Presbyterian Church is a congregation of the Presbyterian
Church in Ireland. The Presbyterian Church in Ireland, as a Reforn]ed Church within the wider
body of Christ is grounded in the Scriptures, and exists to love and honour God through faith in
His Son and by the power of His Spirit, and to enable her members to play their part in fulfilling
God's mission to our world.
The congregation, s mission purposes are as follows:.
In the "Great Commission" Jesus commands us to .
"make disciples" of Christ. Our mission
is 'making disciples, of Christ through preaching the gospel and expressing our faith in practical
ways. This mission is to be worked out in the local congregation, the local community and the
wider world.

ACTIVtTtES AND OBJECTIVES
Worship: _ We cater for all ages using both traditional and contemporary music
accompanied by organ, piano and on occasions a band or junior orchestra. The Church Choir
leads our praise in morning worship and at other special services, with the men's choir
ministering in song on special occasions. We seek to be faithful to God, s word as teaching
given is Bible centred.
We believe in rnembership participation:_ leading in prayer, scripture readings, speaking to
children and missionary efforts.
Our meeting house is welcoming and well equipped with modern visual and sound
equipment
Discipleship: Discipleship takes place in a variety of forms for the different age groups
within the Church. Sunday morning and evening services, mid-week meetingg monthly home
groups and Presbyterian Women meetings provide opportunity for Christian teaching.
Sunday morning Sunday School, Cr￿he and Junior Bible Class and monthly Senior Bible
Class cater for our children and young people. Newcastle Presbyterian provides both a Boy's
and Girl's Brigade Company. Other areas for Christian growth include special men's events,
Marriage and Communion Preparation Classes and Women's Retreats. Prayer meetings take
place before the morning service, and weekly at mid-week. The weekly Church services are
recorded onto CD'S and distributed to those unable to attend Church and posted on U-Tube
Ministy: Church ministry takes place at home and overseas.
There are many opportunities given to the congregation in the fields of outreach and service. We
cater for local children and young people on a Friday evening at King's Club and JP'S. Every
summer some of our members help lead the holiday bible club at Leitrim Presbyterian Church.
Mum's and Tots has proved very popular amongst the local population as a weekly meeting
point. Elderly folk from both Church and community enjoy the monthly Silver Service meal, our
ladies are also very active in providing catering at funerals and other events. The Craft Group
meets every other Thursday evening and has proved quite popular. The men's choir is greatly
appreciated especially in the local residential homes. Through all these activities we endeavour
to reach out to and into the local community. The annual May Day event based in and around
the Church premises attracts people from the surrounding area and further afield. many avail of
the free tea and coffee on offer and welcome the free activities offered on the Church premises
and in the town. Christmas and Easter cards are delivered to every house in the town and
surrounding area: most are well received with many interesting conversations. The Caravan
outreach takes place in Castlewellan Forest Park during the summer months and involves
handing out invitation leaflets for the morning Church service.
As a Church we encourage inter Church relations when it is deemed appropriate. Several of our
members are involved in the local community choir and others in the local Castlewellan Prayer
group.

The Church co-operates with the local Loyal Orders in hosting special services. There are also
occasional services within the Church designed to reach out to the local community. The Church
has always enjoyed a special bond with Castlewellan Castle Christian Conference Centre. The
Church makes use of the Castle premises from time to time and provides a place of worship for
Castle staff.
Church ministy extends beyond our shores. Church members have been involved in mission
related activities in Moldov4 Nigeria and Malawi. Over the past number of years a tcam of 415
have travelled to Uganda with Hope Builders to build school accommodation. Approximately 20
Ugandan children are sponsored by members of the congregation via Fields of Life. The Church
currently supports 2 missionary families serving with Wycliff Bible translators and, Crossroads
in Hong Kong.
Fellowship: Fellowship cements our members together as we seek to reach out to others in our
congregation and community. A weekly Church Announcement Sheet provides inforniation
regarding Church life and activities. Also, we have a Web presence under 'Castlewellan
Together, giving a profile of the Church and current announcements. The men have a choir and
throughout the year attend an inter-church breakfas( men's day conference in Belfast and local
inter-church 'challenge for men,. Our Ladies, Breakfast provided by the men has proved to be a
popular event. The ladies hold monthly Presbyterian Women meetings and Christmas dinner to
which women from the Craft Group and Mum's and Tots are invited. They are heavily involved
together in catering activities throughout the year. The Sunday School and youth groups have
annual parties and outings at Christmas. Everyone in the congregation has the opportunity to
join the Church Walking Group and enjoy hikes in this area of such outstanding beauty. There is
also a Church BBQ in June and Church Day Out in September. The Church Hall is often used to
celebrate special occasions.
* Pastoral care: Members of the congregation who are unable to attend church due to sickness
or age are visited on a regular basis by the minister, elders or by one of the congregation's
pastoral visitors

* ACHIEVEMENTS AND PERFORMANCE
At 31 December 2023 there were 87 communicant members and 72 families connected with the
congregations. The average week attendance at moming worship is 70
* Presbytery: The congregation was represented at the regular meetings of Presbytery by our
minlster and l or one of the elders. This provides an important link between the congregations
and the wider structures of the church,
* General Assembly: The minister and one of our elders were nominated to attend the meeting
of the General Assembly of the Presbyterian Church in Ireland held in Assembly Buildings,
Belfast, in June.
* Volunteers: The Trustees wish to acknowledge their deep appreciation of those who give
C freely of their time by serving on committees and helping with organisations and other church
activlties.
PUBLIC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benefit to
its members and the general public by making known the Christian Gospel of the Lord J¢sus
Christ through the advancement of religion.
The direct benefits which flow from the purposes of the Church include the gaining of an
understanding in Christian beliefs as set out in the Bible and in the Church, s subordinate
standards (the Westminster Confession of Faith and the Shorter and Larger Catechisms) leading
to spiritual and moral development and opportunities for response to Bible teaching. In turn, this
framework leads to practical expressions of Christian beliefs and standards in the local
community such as through the care of those in need (including the sick, disabled and bereaved).

Generally the above benefits are delivered locally by congregations and their members, or are
facilitated through presbyteries or are organised arAd delivered centrally. Local delivery is
facilitated by central resources in almost all cases. Public access is made known through the use
of noticeboards, printed material, press advertisement, websites, and social media or in other
ways.
The benefits are demonstrated through regular evaluation of the services and infonnal and ad-
hoc feedback from members, their families, and members of the public.
The purpose does not lead to hann. The only private benefit flowing from our purpose is related
to Ministers, Missionaries, Deaconesses, Irish Mission workers and Lay Agents who receive
benefits as a result of their holding office or employment. However, this is incidental and
.Aecessary in order to further our charitable purpose. There are no other private benefits. The
beneficiaries of this purpose are members, their families, other individuals that the Presbyterian
Church in Ireland is in direct and indirect contact with, the community in which pastoral
services are provided and other communities throughout Northern Ireland, the Republic of
Ireland, and worldwide which benefit from our engagement with and support for both Christian
and other secular organisations, charities and individual members of the public.
The Kirk Session has had regard to the Charity Commissions Public benefit requirement
statutory guidance.
FINANCIAL REVIEW
The congregation's main source of income is members, contributions through the Weekly
Freewill Offering. There were 84 contributors during the year donating a totsl of £38,950.77
Total Income of the congregation during the year was £ 100,016.49
Total expenditure of the congregation during the year was £ 104,861.60

STATEMENT OF TRUSTEE RESPONSIBILITIES
The Trustees are responsible for preparing the annual report and the financial statements of the
congregation in accordance with applicable law and generally accepted accounting practice.
As the congregations total income does not exceed £250.000, the Trustees have elected under
Section 64(3) of the Charities Act (Northern Ireland) 2008 to prepare a receipts and payment
account and a ststement of assets and liabilities.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show
and explain the congregation's transactions and disclose with reasonable accuracy at any time its
financial position. They are also responsible for safeguarding the assets of the congregation and
(. ience for taking reasonable steps for the prevention and detection of fraud and other
irregularities.

I. AcCOuNT￿G POLICIES
BASIS OF FINANCIAL STATEMENTS
As the total income of the congregation is less than £250,000 the congregation have elected in
accordance with the provisions in The Charities (Accounts and Reports Regulations (Northern
Ireland) 2015) to prepare its accounts on a receipts and payments basis.
FUND AccouNfING
4 ndowment funds are funds, the capital of which must be retained either pernianently or at the
congregation, s discretion; the income derived from the endowment is to be used either as
restricted or unrestricted income funds depending upon the pU￿oSe for which the endowment
was established in the f￿st place.
Restricted fimds comprise (a) income from endowments which is to be expended only on the
restricted purposes intended by the donor and (b) revenue donations or grants for a specific
congregational activity intended by the donor. Where these funds have unspent balances,
interest on their pooled investment is apportioned to the individual funds on an average balance
basis.
Unrestricted funds are income funds which are to be spent on the congregation's general
purposes. Desi￿ated funds are general funds set aside by the congregation for use in the future.

Co. Down, BT319DP and the associated fixtures, fittings, plant and machinery. These have an
insurance value of £2,322374.59
The congregation further owns the Manse at 5 Mill Hill, Castlewellan, Co. Down, BT319NA.
This has an insurance value of £432,926.45
The congregation further owns the property at 37139, Main Street, Castlewellan, Co. Down,
BT319DQ. This has an insurance value of £338,996.00
