Independent examiner's report to the charity members of Tar Abhaile
We report on the accounts of the charity for the year ended 28th February 2019, which are set out on
pages 3 to 6.
Respective responsibilitie5 Of charity members and examlner
As the charity's members you are responslble for the preparation of the accounts in accordance with
the Charities Act INDrthern Irelandl 2008.
It is our responsibility to:
examine the accounts urbder Section 65 of the Charities Act.
follow the procedures laid down in the general directions given by the Commission
under Section 65191 Ibl of the Charities Act,.
state whether particular matters have come to our attention.
Basis of Independent examiner's report
We have examlned your Charity accounts as requlred under Section 65 of the Charities Act and our
examination was tarried out in accordance with the general direction5 given by the Charity
Commission for Northern Ireland under Section 6519llbl of the Charities Act.
Our examinalion included a review of the accounting records kept by the charlty and a eomparison
of the accounts presented with those records. It also Sncluded considerations of any unusual items
or disclosures In the accounts, and seeklng explanation from you as charity members concerning any
such matters.
Our role is to state whether any material matters have come to our attention 8ivin8 us cause to
belleve:
l. That accounting records were not kept in accordance with Section 63 of the
Charitie5 Act,
2. That the account5 do not accord with those accountlng records.
3. That the accounts do not comply wlth the accounting requirements of the
Charities Act.
4. That there is further information needed for a proper understanding of the
accounts to be reached.

We have completed our examlnation and have no concerns in respect of the matter5 1- 4 listed
above and, In connection with the followin8 Directions of the Charity Commission Northern Ireland,.

The Management Committee present their report and the financial statements for the year
ended 28th February 2019.
Objectives and activitie5
Tar Abhaile is èstablished for the advancement of educ8tiDn, the relief of poverty, the
relief of unemployment and to promote the right5 of ex prisoners and their families in Derry
and its environs and in particular181 to organise educational and training activities in the
interest5 of Social welfare and Ibl to provide information, training and practical support to
ex prisoners in the area of benefit in an effort to increase their effectivene55 and efficiency.

The members of the charity for the purposes of charity law and throughout this report are
ollectively referred to os the members.

Publlc beneflts
The purpose of Tar Abhalle is to ad(Jress the needs of political ex prisoners and their families.
Such needs have been identified through direct experience and a range of academic studies,
reports and writings. Tar Abhaile advances education through education and tralning by
providing a range of courses to improve the educatlon, skills and qualifications of Its target
group and the community to which they belong. Tar Abhaile carries out continuous
assessment of the benefits accrued by the service users. A lar8e number of ex prisoners
come from areas which are amongst the m05t deprived in the north of Ireland 50 the benefit
ccrued by individuals is beneficiary to the community as a whole. Every effort is made to
ensure that those who may be excluded from courses are able to galn access with courses
provlded through funded programme5. Where fees are charged these are kept to a minimum.
One direct benefit is the reduction of poverty of the ex prisoner community, their families
and the wider community in which they reside. The services provided ensure increased
participation in the community and in turn have a positive impact on young people in the
area who benefit from the experiences and knowledge of the ex prisoner community. The
project improves confidence and enables the ex prlsoner community and thelr famllies to
access further services if necessary. The project focuses on positive mental health and well

being including 8 health eating project and allotment project which in turn helps to improve
the health of individuals and their families. The Group provides aSSlStance to ex prisoners in
acce55ing service5 which they are barred from, such as accessing insuran¢e and other
finances, travel, adoption and employment. The Group contributes to the overall political
process and stabllity of the north of Ireland by addre551ng the needs of thousands who have
been directly impacted by conflict
Financial review
The financial performance is summarised In the enclosed accounts.
Members Responslbllltles In Relatlon To The Flnancial Staternents
The members are responsible for preparing the annual report and the financial statements in
accordance wSth applicable law and United Kingdom Generally Accepted Acounting Practlce.
The law applicable to charities in Northern Ireland requires the members to prepare the financial
statements that give atrue and falr view of the state of affairs of the charity at the end of the
flnancial year and of Its surplus or deficlt for the flnancial year. In doing so the members are
required to..
select suitable accounting policies and apply them consistently-
observe method5 and principle5 in the Charities SORP,.
make judgements and estimates that are rea50nable and prudent,.
prepare the financial statements on the going concern basis unless it is
inappropriate to presume that the charity will continue in busines5.
The members are responsible for maintaining proper accounting records which di5c105e
with reasonable accuracy at any tlme the flnanclal position of the charity and enables them
to ensure that the financi21 statements comply with the necessary legislation.The members
are also responsible for safeguarding the assets of the charity and hence for taking
reasonèble steps for the preventiun and detection of fraud and other Srregularities.
